【摘要】：近年來,我國(guó)正積極推行政府投資項(xiàng)目代建制的實(shí)施,但我國(guó)關(guān)于政府投資項(xiàng)目代建制的實(shí)施尚處于初級(jí)階段,許多代建單位開展代建業(yè)務(wù)效果不佳,代建單位管理能力不能得到充分發(fā)揮,這在很大程度上是因?yàn)閷?duì)代建單位的監(jiān)督和管理缺乏有效的方法和手段來激勵(lì)和約束代建單位的行為活動(dòng)。而代建單位績(jī)效評(píng)價(jià)體系作為一種重要的激勵(lì)約束機(jī)制,從現(xiàn)有的相關(guān)研究中來看,還存在不少問題,如：代建單位績(jī)效的定義界定不清,績(jī)效評(píng)價(jià)指標(biāo)選取依據(jù)不足,缺乏實(shí)證研究等。為此,本文依據(jù)績(jī)效和項(xiàng)目管理績(jī)效的概念,以及引入項(xiàng)目干系人管理理論,明確代建單位績(jī)效的定義以及探明政府投資代建項(xiàng)目中各項(xiàng)目干系人的利益需求,并在此基礎(chǔ)上試圖構(gòu)建一套較為科學(xué)的、合理的政府投資項(xiàng)目代建單位績(jī)效模糊評(píng)價(jià)模型并對(duì)其進(jìn)行實(shí)證研究。 結(jié)合作者所學(xué)相關(guān)知識(shí),本文對(duì)政府投資項(xiàng)目代建單位績(jī)效評(píng)價(jià)的研究的主要內(nèi)容包括三部分：①根據(jù)績(jī)效及項(xiàng)目管理績(jī)效概念的回顧,結(jié)合代建單位特點(diǎn),界定代建單位績(jī)效的定義和內(nèi)涵；②構(gòu)建政府投資項(xiàng)目代建單位績(jī)效模糊評(píng)價(jià)模型。此部分又包含兩個(gè)內(nèi)容：一是通過理論回顧及相關(guān)文獻(xiàn)綜述,探明政府投資代建項(xiàng)目中代建單位的職責(zé)及項(xiàng)目干系人的利益需求,并在此基礎(chǔ)上從項(xiàng)目業(yè)主、使用單位以及外部監(jiān)管部門的視角,分析其為實(shí)現(xiàn)自身利益需求而對(duì)代建單位產(chǎn)生的期望,結(jié)合指標(biāo)選取的原則和方法,選取代建單位績(jī)效評(píng)價(jià)指標(biāo)集；二是通過對(duì)以往研究中出現(xiàn)的績(jī)效評(píng)價(jià)方法做出對(duì)比,并選擇模糊綜合評(píng)價(jià)方法作為本文績(jī)效評(píng)價(jià)的方法。結(jié)合兩部分內(nèi)容構(gòu)建出代建單位績(jī)效模糊評(píng)價(jià)模型；③對(duì)所構(gòu)建的代建單位績(jī)效模糊評(píng)價(jià)模型進(jìn)行實(shí)證研究。 最后,根據(jù)構(gòu)建的政府投資項(xiàng)目代建單位績(jī)效模糊評(píng)價(jià)模型,選擇具體的代建單位進(jìn)行實(shí)證研究,論證了本研究中代建單位績(jī)效評(píng)價(jià)理論分析框架的有效性。本文還給出了關(guān)于評(píng)價(jià)結(jié)果的應(yīng)用建議以及對(duì)本類研究做出展望。
[Abstract]:In recent years, our country is actively promoting the implementation of the government investment project agent system, but the implementation of the government investment project agent system is still in the initial stage, many agencies carry out the agency construction business effect is not good. To a large extent, the supervision and management of agency construction units lack of effective methods and means to motivate and restrain the behavior of agency construction units, which can not give full play to the management ability of agency construction units, which is largely due to the lack of effective methods and means for the supervision and management of agency construction units. As an important incentive and constraint mechanism, there are still many problems in the existing research, such as: the definition of agency unit performance is unclear, the basis of performance evaluation index selection is insufficient. Lack of empirical research. Therefore, based on the concept of performance and project management performance, and the introduction of project stakeholder management theory, the definition of agency performance and the interest needs of stakeholders in government investment agent projects are clarified. On this basis, this paper attempts to construct a scientific and reasonable fuzzy evaluation model of the performance of government investment project agencies and make an empirical study on it. Combined with the relevant knowledge learned by the author, the main contents of this paper include three parts: 1 according to the review of the concept of performance and project management performance, combined with the characteristics of agency construction unit, Define the definition and connotation of agency unit performance; 2 build the fuzzy evaluation model of government investment project agency performance. This part also contains two contents: first, through the theory review and the related literature review, the government invests the agent unit's duty and the project stakeholder's benefit demand, and on this basis from the project owner, From the perspective of the unit and the external supervision department, this paper analyzes the expectation to the agent unit in order to realize its own benefit demand, and selects the performance evaluation index set of the agent construction unit according to the principles and methods of the index selection. The second is to compare the performance evaluation methods used in previous studies and select fuzzy comprehensive evaluation method as the method of performance evaluation in this paper. Combined with the two parts, this paper constructs a fuzzy evaluation model of the performance of the agent unit; 3, carries on the empirical research to the fuzzy evaluation model of the performance of the agent unit. Finally, according to the fuzzy performance evaluation model of government investment projects, the author chooses specific agent units for empirical research, and demonstrates the effectiveness of the theoretical analysis framework of agency performance evaluation in this study. This paper also gives some suggestions on the application of evaluation results and prospects for this kind of research.
