山東省學(xué)校建設(shè)規(guī)劃地理信息系統(tǒng)的設(shè)計與實現(xiàn)

【摘要】:學(xué)校基本建設(shè)合理規(guī)劃是教育均衡發(fā)展的物質(zhì)基礎(chǔ)。隨著貫徹落實教育規(guī)劃綱要,各級政府用于教育基本建設(shè)的投入逐年增長,學(xué)校辦學(xué)規(guī)模逐步擴大,辦學(xué)質(zhì)量不斷提高。但由于經(jīng)濟、地理、歷史等原因,我國各級各類學(xué)校發(fā)展不均衡的問題仍然存在,地區(qū)之間、城鄉(xiāng)之間、校際之間的教育發(fā)展差距很大。一些地區(qū)學(xué)校布局結(jié)構(gòu)不合理,教育資源配置不均衡;一些學(xué)校辦學(xué)條件不達標(biāo),只注重教學(xué)行政用房建設(shè),生活設(shè)施配套不完善;個別學(xué)校體量過大,在校生規(guī)模超標(biāo),大班額問題突出;一些地區(qū)校舍資源空余、空閑或者被違法占用;高等學(xué)校擴招嚴(yán)重,導(dǎo)致師生比例失衡,教學(xué)條件不達標(biāo)等問題還較為嚴(yán)重,因此,如何科學(xué)合理地開展學(xué)校布局規(guī)劃和學(xué)校建設(shè)項目規(guī)劃,推動項目規(guī)劃的科學(xué)化、規(guī)范化,并有效監(jiān)控管理規(guī)劃項目的實施情況,成為教育規(guī)劃管理部門的重要任務(wù)。本文以教育政策學(xué)、城市規(guī)劃、地理信息系統(tǒng)等理論為指導(dǎo),綜合運用文獻法、社會調(diào)查、原型法等方法,設(shè)計學(xué)校建設(shè)規(guī)劃地圖類型與實現(xiàn)方法,研究規(guī)劃項目網(wǎng)絡(luò)化監(jiān)管方法,開展學(xué)校建設(shè)規(guī)劃信息化管理,設(shè)計開發(fā)山東省學(xué)校建設(shè)規(guī)劃地理信息系統(tǒng),以直觀形象化手段展示學(xué)校布局規(guī)劃和建設(shè)項目規(guī)劃信息,多方位多角度輔助學(xué)校基本建設(shè)規(guī)劃的科學(xué)決策,推進學(xué)校規(guī)劃建設(shè)項目管理信息化,促進我省教育資源均衡配置。本文的主要創(chuàng)新之處在于將WebGIS技術(shù)引入學(xué)校建設(shè)規(guī)劃管理系統(tǒng)中,采用了DWZ、S2SM、Baidu Map API三個開源框架,在地理空間上標(biāo)注規(guī)劃建設(shè)學(xué)校和規(guī)劃建設(shè)項目信息,按學(xué)校性質(zhì)、規(guī)劃方式等標(biāo)準(zhǔn)呈現(xiàn)不同類型的學(xué)校布局規(guī)劃地圖,按項目規(guī)劃建設(shè)年份、規(guī)劃專項類型等標(biāo)準(zhǔn)呈現(xiàn)學(xué)校建設(shè)項目規(guī)劃地圖。項目還研究設(shè)計了學(xué)校規(guī)劃建設(shè)項目的網(wǎng)絡(luò)化監(jiān)管方法,建設(shè)項目網(wǎng)絡(luò)報批、項目投資網(wǎng)絡(luò)監(jiān)管、項目進度遠程匯報、項目建設(shè)方案虛擬論證、項目檔案管理等功能,有效推動了學(xué)校建設(shè)規(guī)劃信息管理。根據(jù)山東省教育行政管理部門的需要,設(shè)計開發(fā)了學(xué)校建設(shè)規(guī)劃地理信息系統(tǒng),該系統(tǒng)為山東省各級各類學(xué)校布局規(guī)劃調(diào)整和學(xué)校建設(shè)項目規(guī)劃提供了網(wǎng)絡(luò)平臺。目前,系統(tǒng)運行狀況良好,受到山東省教育行政管理部門的肯定。本文相關(guān)的研究成果具有較強的理論意義和應(yīng)用價值。我國其它省市也可以設(shè)計類似的區(qū)域?qū)W校建設(shè)規(guī)劃地理信息系統(tǒng),為區(qū)域教育資源的均衡化配置提供信息支持,也可以為學(xué)校建設(shè)項目規(guī)劃管理提供良好的決策支持,及時有效地提高學(xué)校建設(shè)規(guī)劃項目實施的質(zhì)量、進度和效果。
[Abstract]:Reasonable planning of school capital construction is the material basis of balanced development of education. With the implementation of the outline of education planning, the investment of governments at all levels in the basic construction of education has increased year by year, the scale of running schools has gradually expanded, and the quality of running schools has been continuously improved. However, due to the economic, geographical, historical and other reasons, the development of all types of schools at all levels of our country is still uneven, between regions, between urban and rural areas, between schools between the educational development gap is very large. In some areas, the school layout structure is unreasonable, and the allocation of educational resources is not balanced; some schools do not meet the standards of school running conditions, only pay attention to the construction of teaching administrative houses, and the living facilities are not complete; individual schools are oversized and the scale of students in school exceeds the standard. The problem of large class size is prominent; in some areas, the school building resources are spare, idle or illegally occupied; the enrollment expansion of colleges and universities is serious, which leads to the imbalance between teachers and students, and the teaching conditions are not up to standard. Therefore, How to carry out the school layout planning and the school construction project planning scientifically and reasonably, to promote the scientific and standardized project planning, and to effectively monitor the implementation of the management planning project, has become an important task of the educational planning management department. Guided by the theories of education policy, urban planning, geographic information system and so on, this paper designs the map types and implementation methods of school construction planning by using the methods of literature, social investigation, prototype and so on. This paper studies the method of network supervision of planning projects, develops the information management of school construction planning, designs and develops the GIS of school construction planning in Shandong Province, and displays the information of school layout planning and construction project planning by visual and visual means. In order to promote the balanced allocation of educational resources in our province, it is necessary to assist the scientific decision of school capital construction planning from various angles, to promote the informatization of school planning and construction project management. The main innovation of this paper is to introduce the WebGIS technology into the school construction planning management system, adopt three open source framework of DWZ,S2SM,Baidu Map API, mark the information of the planning and construction school and the planning construction project in the geographical space, according to the nature of the school, Different types of school layout and planning maps are presented according to the planning methods and other standards, and the school construction project planning maps are presented according to the project planning and construction years and the planning special types. The project also studies and designs the network supervision method of the school planning and construction project, the network approval of the construction project, the project investment network supervision, the project progress remote reporting, the virtual demonstration of the project construction scheme, the project file management and so on. Effectively promote the school construction planning information management. According to the needs of educational administration departments in Shandong Province, a school construction planning geographic information system is designed and developed. The system provides a network platform for the adjustment of school layout and the planning of school construction projects at all levels in Shandong Province. At present, the system runs well, by Shandong Province education administration department's affirmation. The research results in this paper have strong theoretical significance and application value. Other provinces and cities in China can also design similar regional school construction planning GIS to provide information support for the balanced allocation of regional educational resources, and also provide good decision support for school construction project planning and management. Timely and effective improvement of school construction planning project implementation quality, progress and effectiveness.
