村級公益事業(yè)建設(shè)一事一議財政獎補政策績效評價研究

【摘要】:村級公益事業(yè)建設(shè)一事一議財政獎補政策是破解我國農(nóng)村公共產(chǎn)品供給難題的一項重要公共政策,對其政策實施效果的評價是對地方政府在解決民生問題過程中績效的綜合反映,能夠為今后該政策實施的進一步改進與優(yōu)化提供經(jīng)驗參考。本文利用甘肅省2011年村級公益事業(yè)建設(shè)一事一議財政獎補政策績效評價調(diào)查數(shù)據(jù),首先從公共項目績效評價視角出發(fā)構(gòu)建了一套由組織領(lǐng)導(dǎo)、項目管理、資金管理、制度建設(shè)、工作成效5個一級指標以及17個二級指標組成的村級公益事業(yè)建設(shè)一事一議財政獎補政策績效評價指標體系,然后運用群組層次分析法(Multi-AHP)確定各評價指標的權(quán)重,最后運用政策綜合評價公式對該省6個樣本縣(區(qū))的這一政策績效進行了評價與排序。并與采用傳統(tǒng)方法進行績效評價結(jié)果進行比較分析,以期創(chuàng)新村級公益事業(yè)建設(shè)一事一議財政獎補政策績效評價的方法與工具,同時為我國公共政策績效評價提供新的思路和視角。研究結(jié)果表明:村民滿意度、宣傳培訓(xùn)、工程質(zhì)量、項目實施和工作機制是評價村級公益事業(yè)建設(shè)一事一議財政獎補政策績效的五個最重要的指標。在此基礎(chǔ)上,本研究探索性地提出了一事一議財政獎補政策績效的改進的方向,即要探索包括政府、村集體和農(nóng)民在內(nèi)的多元主體“合作生產(chǎn)”(Co-production)模式,激發(fā)協(xié)同治理效應(yīng)。政府要完善相關(guān)制度設(shè)計,健全政策實施的相關(guān)配套設(shè)施,規(guī)范項目管理流程,發(fā)揮村民的主體作用;村集體要提高治理能力,規(guī)范村級民主議事機制;廣大農(nóng)民要樹立自主治理意識,切實參與民主議事程序。通過將基于AHP方法的政策績效評價結(jié)果與采用傳統(tǒng)評價方法的績效評價得分進行對比分析,本研究認為,運用AHP方法對村級公益事業(yè)建設(shè)一事一議財政獎補政策績效進行評價具有可行性,有進一步推廣完善進而在公共政策績效評價實踐中加以應(yīng)用的價值。
[Abstract]:A discussion on the Construction of Village Public Welfare Policy is an important public policy to solve the problem of the supply of rural public goods in China. The evaluation of the effect of the policy implementation is a comprehensive reflection of the performance of the local government in the process of solving the problems of people's livelihood and can provide an empirical reference for the further improvement and optimization of the policy implementation in the future. Based on the investigation data of financial award compensation policy performance evaluation in Gansu Province in 2011, this paper constructs a set of organizational leadership, project management, fund management and system construction from the perspective of public project performance evaluation. A discussion on the Construction of Village Public Welfare, composed of 5 First-Class indicators and 17 Secondary Indexes, A discussion on the Evaluation Index system of Fiscal Prize-Replenishment Policy, and then determine the weight of each evaluation index by using the Group Analytic hierarchy process (Multi-AHP). Finally, the policy performance of 6 sample counties (districts) in this province is evaluated and sorted by using the policy comprehensive evaluation formula. And compared with the results of performance evaluation by traditional methods, in order to innovate the construction of village public welfare, a discussion on the financial reward compensation policy performance evaluation methods and tools, At the same time, it provides a new way of thinking and perspective for the performance evaluation of public policy in China. The results show that: villagers' satisfaction, propaganda and training, project quality, project implementation and working mechanism are the five most important indicators to evaluate the performance of financial award and compensation policy in the construction of village public welfare. On this basis, this study puts forward the direction of improving the performance of fiscal award and compensation policy, that is, to explore the multi-agent "cooperative production" (Co-production) model, which includes government, village collective and farmers, to stimulate the effect of synergistic governance. The government should perfect the relevant system design, perfect the relevant supporting facilities of the policy implementation, standardize the project management process, give play to the main role of the villagers, improve the governance ability of the village collective, standardize the democratic deliberative mechanism at the village level; The broad masses of peasants should set up the consciousness of self-governing and participate in the democratic procedure. By comparing the results of policy performance evaluation based on AHP method with the scores of traditional evaluation methods, this study holds that, Using AHP method to evaluate the performance of Public Welfare Construction at Village level it is feasible to evaluate the performance of financial award and supplement policy, which has the value of further popularizing and perfecting it and applying it in the practice of public policy performance evaluation.
