【摘要】：我國高校教育科研機(jī)構(gòu)是建設(shè)中國特色新型智庫的重要力量,在新一輪的智庫建設(shè)潮來臨之際,高校教育科研機(jī)構(gòu)要加快轉(zhuǎn)型,實現(xiàn)新的發(fā)展。筆者認(rèn)為高校教育科研機(jī)構(gòu)要擔(dān)當(dāng)起轉(zhuǎn)"知"為"智"的歷史使命,要在工作重心上實現(xiàn)"三個轉(zhuǎn)變":在研究視角上要從微觀研究向宏觀微觀研究相結(jié)合轉(zhuǎn)變,在科研組織形式上要從關(guān)起門自己研究向"走出去、請進(jìn)來"協(xié)同研究轉(zhuǎn)變,在發(fā)展定位上要從側(cè)重教育科研項目管理的管理機(jī)構(gòu)向建設(shè)高水平的研究型智庫轉(zhuǎn)變;在職能定位上著重發(fā)揮"四大功能":充分發(fā)揮決策咨詢功能,充分發(fā)揮理論研究功能,充分發(fā)揮指導(dǎo)實踐功能,充分發(fā)揮學(xué)術(shù)交流功能;在謀劃工作中做到"四個堅持":堅持科學(xué)的發(fā)展定位,堅持圍繞中心,堅持開拓創(chuàng)新,堅持抓好機(jī)制體制建設(shè);逐步向新型教育智庫轉(zhuǎn)型,為政府決策和高等教育發(fā)展提供咨詢服務(wù)。
[Abstract]:The educational and scientific research institutions of colleges and universities in our country are the important force in the construction of the new type of think-tank with Chinese characteristics. When the tide of construction of the new round of think tanks is coming, the educational and scientific research institutions of colleges and universities should speed up the transformation and realize the new development. The author thinks that the institutions of higher education and scientific research should take on the historical mission of turning "knowledge" into "intelligence" and realize "three changes" in the focus of work: from the perspective of research to the combination of macro and micro research. In the form of scientific research organization, we should change from "go out" to "go out, please come in" in the form of scientific research organization, and change the development orientation from the management organization focusing on the management of educational and scientific research projects to the construction of a high-level research think tank. In the function orientation, we should give full play to the four functions: giving full play to the function of decision-making consultation, theory research, guidance and practice, and academic communication; In the planning work, we should adhere to the "four principles": adhere to the scientific orientation of development, persist in focusing on the center, persist in pioneering and innovating, and persist in the construction of a mechanism and system; and gradually transform into a new type of educational think tank. To provide advisory services for government decision-making and the development of higher education.
