【摘要】：政府投資項(xiàng)目是政府直接參與經(jīng)濟(jì)活動(dòng)或干預(yù)經(jīng)濟(jì)的重要方式,在我國國民經(jīng)濟(jì)和社會(huì)發(fā)展中發(fā)揮作用尤為重要。隨著項(xiàng)目規(guī)模不斷擴(kuò)大、復(fù)雜程度不斷提高和建設(shè)速度的加快,傳統(tǒng)的政府投資項(xiàng)目管理已經(jīng)不能適應(yīng)經(jīng)濟(jì)運(yùn)行新常態(tài)。因此,對(duì)傳統(tǒng)的政府投資項(xiàng)目管理進(jìn)行改進(jìn)和完善,從而提升項(xiàng)目管理水平及投資效率已勢(shì)在必行。本文以河南省新蔡縣為例,對(duì)政府投資項(xiàng)目管理的改進(jìn)進(jìn)行研究。本文首先在文獻(xiàn)閱讀的基礎(chǔ)上,對(duì)政府投資項(xiàng)目的相關(guān)理論作了闡述。其次,在分析新蔡縣縣情的基礎(chǔ)上,通過問卷調(diào)查對(duì)新蔡縣政府投資項(xiàng)目管理現(xiàn)狀進(jìn)行調(diào)查研究,分析現(xiàn)有管理中存在的不足及產(chǎn)生的原因。再次,在借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn)和相關(guān)理論的基礎(chǔ)上,結(jié)合新蔡縣的實(shí)際,提出改進(jìn)新蔡縣政府投資項(xiàng)目管理的管理理念、總體思路和具體方案。研究成果對(duì)提高新蔡縣政府投資項(xiàng)目管理的水平,提升新蔡縣政府投資的效益具有參考價(jià)值。
[Abstract]:Government investment project is an important way for the government to directly participate in economic activities or interfere in the economy, which plays a particularly important role in the national economy and social development of our country. With the expansion of the project scale, the increasing complexity and the acceleration of the construction speed, the traditional government investment project management has been unable to adapt to the new normal economic operation. Therefore, it is imperative to improve and perfect the traditional government investment project management, so as to improve the project management level and investment efficiency. This paper takes Xincai County, Henan Province as an example to study the improvement of government investment project management. On the basis of literature reading, this paper expounds the relevant theories of government investment projects. Secondly, on the basis of analyzing the situation of Xincai county, this paper investigates and studies the current situation of government investment project management in Xincai county by questionnaire, and analyzes the shortcomings and causes of the existing management. Thirdly, on the basis of drawing lessons from domestic and foreign advanced experience and relevant theories, combined with the reality of Xincai County, this paper puts forward the management concept, general idea and concrete plan of improving the management of government investment project in Xincai County. The research results have reference value for improving the level of government investment project management in Xincai County and improving the efficiency of government investment in Xincai County.
