創(chuàng)芯公司集成電路廠房項(xiàng)目的質(zhì)量管理研究

【摘要】:近年來(lái),隨著信息技術(shù)日益關(guān)系到國(guó)家安危和人民生活,作為信息技術(shù)產(chǎn)業(yè)的核心集成電路產(chǎn)業(yè)得以跨越式發(fā)展,國(guó)家也出臺(tái)了相關(guān)產(chǎn)業(yè)政策予以支持,集成電路廠房項(xiàng)目在全國(guó)各地紛紛上馬。集成電路廠房項(xiàng)目生產(chǎn)工藝復(fù)雜、專(zhuān)業(yè)種類(lèi)多、技術(shù)要求精密、新技術(shù)新工藝大量應(yīng)用及建設(shè)參與單位眾多等特點(diǎn)決定了項(xiàng)目建設(shè)過(guò)程中質(zhì)量管理的重要性。然而,目前國(guó)內(nèi)集成電路廠房項(xiàng)目建設(shè)通常所采用的項(xiàng)目質(zhì)量管理模式仍然比較陳舊,對(duì)新型的先進(jìn)項(xiàng)目管理模式又缺乏應(yīng)用經(jīng)驗(yàn),難以適用于目前集成電路廠房項(xiàng)目對(duì)建設(shè)質(zhì)量的要求。同時(shí),一些質(zhì)量隱患到了生產(chǎn)調(diào)試運(yùn)行階段才暴露出來(lái),給項(xiàng)目順利投產(chǎn)及長(zhǎng)期運(yùn)營(yíng)造成了極壞的影響。因此,對(duì)集成電路廠房項(xiàng)目建設(shè)過(guò)程的質(zhì)量管理進(jìn)行深入研究并提出解決對(duì)策是有較大的現(xiàn)實(shí)意義的。本文以創(chuàng)芯公司集成電路廠房項(xiàng)目建設(shè)過(guò)程質(zhì)量管理為例,首先通過(guò)剖析項(xiàng)目質(zhì)量管理的現(xiàn)狀,從項(xiàng)目組織模式、參建單位質(zhì)量管理、實(shí)施過(guò)程質(zhì)量控制等方面著手,對(duì)項(xiàng)目業(yè)主、管理公司、設(shè)計(jì)、EPC承包商、施工、監(jiān)理及外部監(jiān)督機(jī)構(gòu)等重要機(jī)構(gòu)間的質(zhì)量管理關(guān)系進(jìn)行分析,運(yùn)用全面質(zhì)量管理、質(zhì)量管理三部曲等相關(guān)理論知識(shí),查找出了其在質(zhì)量管理體系、項(xiàng)目管理制度與職責(zé)、建設(shè)過(guò)程質(zhì)量控制等方面存在的問(wèn)題。然后,運(yùn)用相關(guān)分析和因果分析等方法對(duì)項(xiàng)目建設(shè)質(zhì)量管理存在的問(wèn)題進(jìn)行分析,從參建各單位間利益博弈、項(xiàng)目外部環(huán)境對(duì)建設(shè)質(zhì)量的影響、承包單位內(nèi)部管理、業(yè)主在項(xiàng)目建設(shè)過(guò)程中的質(zhì)量管理等方面總結(jié)出了創(chuàng)芯公司集成電路廠房項(xiàng)目建設(shè)質(zhì)量管理中存在的問(wèn)題和不足,并針對(duì)這些問(wèn)題和不足提出了相應(yīng)的解決方法和管理對(duì)策。論文突破集成電路廠房項(xiàng)目建設(shè)質(zhì)量管理以往基于分階段單獨(dú)管理的現(xiàn)狀,而是按照全面質(zhì)量管理的理念以現(xiàn)有項(xiàng)目在整個(gè)項(xiàng)目建設(shè)周期內(nèi)的全過(guò)程質(zhì)量管理問(wèn)題為研究對(duì)象,進(jìn)行了深入全面的分析研究。本文有針對(duì)性的提出了明確項(xiàng)目質(zhì)量管理目標(biāo)、強(qiáng)化環(huán)境管理和預(yù)防計(jì)劃、完善項(xiàng)目組織結(jié)構(gòu)體系和職責(zé)、加強(qiáng)業(yè)主方過(guò)程質(zhì)量控制及進(jìn)行質(zhì)量效果激勵(lì)等管理方法和對(duì)策,有效的保證了創(chuàng)芯公司集成電路廠房項(xiàng)目建設(shè)的整體質(zhì)量,也為其它同類(lèi)項(xiàng)目的建設(shè)質(zhì)量管理提供了借鑒和參考。
[Abstract]:In recent years, with information technology increasingly related to national security and people's lives, the core integrated circuit industry, as the information technology industry, has been developed by leaps and bounds, and the state has also issued relevant industrial policies to support it. Integrated circuit plant project in all parts of the country have started. The importance of quality management in the process of project construction is determined by the characteristics of complex production process, various specialties, precise technical requirements, extensive application of new technology and new technology, and numerous participating units in the construction of integrated circuit plant. However, at present, the project quality management mode commonly used in the construction of integrated circuit factory buildings in China is still relatively old, and lack of application experience to the new advanced project management mode. Difficult to apply to the current integrated circuit plant project construction quality requirements. At the same time, some quality hidden troubles are exposed to the stage of production commissioning and running, which has a very bad effect on the smooth production and long-term operation of the project. Therefore, it is of great practical significance to study the quality management in the construction process of integrated circuit factory building and put forward some countermeasures. This paper takes the process quality management of the integrated circuit factory building of Chuangxin Company as an example. Firstly, through analyzing the present situation of the project quality management, it starts from the aspects of project organization mode, participating units quality management, implementing process quality control and so on. Analyze the quality management relationship among the project owners, management companies, design, EPC contractors, construction, supervision and external supervision agencies, etc., and apply relevant theoretical knowledge such as total quality management, quality management trilogy, etc. The problems in quality management system, project management system and responsibility, construction process quality control and so on are found out. Then, using the methods of correlation analysis and causality analysis to analyze the problems existing in the quality management of project construction, from the benefit game among the participating units, the influence of the external environment of the project on the construction quality, the internal management of the contracting unit. In the aspects of quality management in the process of project construction, the owner summed up the problems and shortcomings in the construction quality management of Chuangxin IC factory building project, and put forward the corresponding solutions and management countermeasures in view of these problems and deficiencies. This paper breaks through the current situation of integrated circuit factory building project construction quality management, which used to be based on separate management in stages, but according to the concept of total quality management, takes the whole process quality management of the existing project in the whole project construction cycle as the research object. A thorough and comprehensive analysis was carried out. This paper puts forward some management methods and countermeasures, such as clear project quality management goal, strengthening environmental management and prevention plan, perfecting project organization structure system and responsibility, strengthening owner's process quality control and quality effect incentive. It effectively guarantees the overall quality of the integrated circuit factory building project of Chuangchong Company, and provides reference and reference for the construction quality management of other similar projects.
