【摘要】：隨著中科院創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的落實(shí),越來越多的科研單元涉及到中科院系統(tǒng)基本建設(shè)項(xiàng)目中,對項(xiàng)目工期、投資、質(zhì)量等方面管理的難度越來越大。中科院基本建設(shè)項(xiàng)目管理系統(tǒng)是專門針對院內(nèi)的基本建設(shè)項(xiàng)目動(dòng)態(tài)化、全范圍管理的信息管理系統(tǒng),其設(shè)計(jì)目的是為基本建設(shè)項(xiàng)目提供預(yù)決算管理數(shù)據(jù)基礎(chǔ),提高工作部門的管理效率,實(shí)現(xiàn)對項(xiàng)目的全過程管理,促進(jìn)基本建設(shè)管理的程序化和規(guī)范化。本文首先闡述了中科院基本建設(shè)項(xiàng)目系統(tǒng)的設(shè)計(jì)背景,指出了建設(shè)基本建設(shè)項(xiàng)目管理系統(tǒng)的必要性；其次分析了包括項(xiàng)目申報(bào)、排序、批復(fù)、執(zhí)行、出庫在內(nèi)的基本建設(shè)項(xiàng)目管理各階段的工作流程,最后論述了中科院基本建設(shè)項(xiàng)目管理系統(tǒng)設(shè)計(jì)思路和實(shí)現(xiàn)方法。通過對項(xiàng)目信息流動(dòng)管理,確定項(xiàng)目申報(bào)、執(zhí)行、資金撥付、竣工驗(yàn)收,實(shí)現(xiàn)管理環(huán)環(huán)相扣�；窘ㄔO(shè)項(xiàng)目庫管理系統(tǒng)首先根據(jù)對流程的詳細(xì)分析制定了系統(tǒng)的框架結(jié)構(gòu),然后基于B/S體系架構(gòu),采用Java作為技術(shù)框架,以MySql作為數(shù)據(jù)庫,UML建模語言進(jìn)行分析設(shè)計(jì),論述了各個(gè)功能模塊的實(shí)現(xiàn)過程,最后對系統(tǒng)進(jìn)行了檢測。目前,中科院基建項(xiàng)目管理信息系統(tǒng)已經(jīng)投入使用,給基建建設(shè)項(xiàng)目管理提供了方便,有效提高了基建項(xiàng)目管理水平,使基建投資更加科學(xué)合理的同時(shí),極大減輕基建管理的工作量,有效防范資金安全風(fēng)險(xiǎn),滿足了基本建設(shè)項(xiàng)目管理的需求。
[Abstract]:With the implementation of the innovation-driven development strategy, more and more scientific research units are involved in the system capital construction project of the Chinese Academy of Sciences. It is more and more difficult to manage the project duration, investment, quality and so on. The capital construction project management system of the Chinese Academy of Sciences is a kind of information management system which is specially designed to provide the data basis for the capital construction project management in advance and final accounts, which is aimed at the dynamic and full-scope management of the capital construction project in the hospital. Improve the management efficiency of the work department, realize the whole process management of the project, promote the procedure and standardization of the capital construction management. This paper first describes the design background of the capital construction project system of the Chinese Academy of Sciences, points out the necessity of building the capital construction project management system, and then analyzes the project declaration, ranking, approval and execution. The workflow of capital construction project management in each stage is discussed. Finally, the design idea and realization method of capital construction project management system of Chinese Academy of Sciences are discussed. Through the project information flow management, determine the project declaration, implementation, allocation of funds, the completion of acceptance, management is linked to each other. Based on the detailed analysis of the process, the management system of the capital construction project library first establishes the framework of the system, then based on the B / S architecture, adopts Java as the technical framework, and uses MySql as the database modeling language to analyze and design the system. The realization process of each function module is discussed. Finally, the system is tested. At present, the construction project management information system of the Chinese Academy of Sciences has been put into use, which provides convenience for capital construction project management, effectively improves the level of capital construction project management, and makes capital construction investment more scientific and reasonable at the same time. Greatly reduce the workload of capital construction management, effectively prevent the risk of capital security, and meet the needs of capital construction project management.
