本文關(guān)鍵詞：公共項(xiàng)目管理績效改善研究的范式變革，由筆耕文化傳播整理發(fā)布。

摘要：基于PPP和項(xiàng)目治理的基本內(nèi)涵和特征，分析項(xiàng)目治理理論對PPP治理的適用性。然后，運(yùn)用項(xiàng)目治理理論重點(diǎn)研究PPP項(xiàng)目的治理結(jié)構(gòu)，得出PPP項(xiàng)目的治理涉及政府、企業(yè)和PPP項(xiàng)目三個治理層次和內(nèi)部、外部治理兩個治理維度，其原因在于PPP項(xiàng)目的三大主體關(guān)系與項(xiàng)目治理理論涉及的“政府—市場—社會”背景具有一致性。

Abstract：This paper analyzes the applicability of project governance theory to PPP governance based on the basic connotation and features of PPP and project governance. Then，，uses the project governance theory to study the governance structure of PPP projects. The results shows that PPP projects governance involves with government，corporation and governance of PPP projects three governance level，with internal governance and outer governance two governance dimension，which stem from the relationships among the three parties of PPP that correspond to government-market-society background involved in project governance theory.
