我國建設工程項目交易模式選擇影響因素分析

【摘要】:建設工程項目交易模式是合同、項目管理方式以及承發(fā)包模式的總稱。改革開放以來,隨著工程招標制、建設監(jiān)理制及項目法人責任制的確立,標志著與社會主義市場經(jīng)濟相適應的工程交易制度已基本形成,F(xiàn)階段工程項目交易模式在實踐中仍存在合同形式不規(guī)范,業(yè)主管理方式“一刀切”,發(fā)包方式比較單一等現(xiàn)象,從而導致建設工程項目交易模式創(chuàng)新不足,工程項目交易成本增加等問題。本文以交易成本理論為基礎,對我國建設工程項目交易模式選擇影響因素進行分析并探討其有效組合。首先運用交易成本理論對工程項目交易相關概念進行界定。在此基礎上對建設工程項目合同類型選擇、業(yè)主管理方式以及承發(fā)包方式的適用性進行理論分析,并提出各自影響因素,建立影響因素指標體系。然后,將三者結合提出建設工程項目交易模式選擇的影響因素集,運用層次分析法對建設工程項目中合同類型、項目管理方式以及承發(fā)包模式的有效組合及其適用性進行分析。最后歸納總結了本研究的結論以及管理啟示。研究結果表明項目的規(guī)模和復雜程度對建設工程項目交易模式選擇有重要影響。對于工程項目的規(guī)模及復雜程度較大,工程項目本身不確定性較大,業(yè)主管理能力有限的工程項目,適合采用“總價合同+委托管理方式+總承包方式”交易模式。對于工程項目規(guī)模及復雜程度較小的項目,當業(yè)主管理能力較強時可以采用“單價合同+自主管理方式+DBB承發(fā)包方式”交易模式。對于一些項目風險比較大又急于開工,而業(yè)主管理能力有限的工程項目則可以采用“成本加酬金合同+委托管理方式+總承包方式”交易模式。
[Abstract]:The transaction mode of construction project is the general name of contract, project management and contracting mode. Since the reform and opening up, along with the project bidding system, the construction supervision system and the establishment of the project legal person responsibility system, marked the basic formation of the engineering transaction system adapted to the socialist market economy. At present, there are still some phenomena such as non-standard contract form in practice, "one-size-fits-all" management mode of owner, and relatively single contracting mode, which leads to insufficient innovation of transaction mode in construction project. Project transaction cost increases and so on. Based on the theory of transaction cost, this paper analyzes the factors affecting the choice of transaction mode for construction projects in China and discusses its effective combination. Firstly, the related concepts of project transaction are defined by transaction cost theory. On this basis, the selection of contract type of construction project, the applicability of owner management mode and contracting mode are analyzed theoretically, and the influencing factors are put forward, and the index system of influencing factors is established. Then, combining the three factors, the paper analyzes the effective combination and applicability of contract type, project management mode and contracting mode in the construction project by using the analytic hierarchy process (AHP). Finally, the conclusion of this study and management inspiration are summarized. The results show that the scale and complexity of the project have an important impact on the choice of trading mode for the construction project. For the engineering projects with larger scale and complexity, greater uncertainty of the project itself and limited management ability of the owners, it is suitable to adopt the transaction mode of "total contract entrustment management mode". For the project with small scale and complexity, when the owner's management ability is strong, the transaction mode of "unit price contract independent management mode DBB contracting mode" can be adopted. For some projects with relatively high risk and eager to start work, the transaction mode of "cost plus remuneration contract entrustment management mode" can be adopted for the project with limited management ability of the owner.
