【摘要】：在中國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)條件下 ,私營(yíng)化城市公共交通將變得越來(lái)越重要 ,彌補(bǔ)了傳統(tǒng)的公營(yíng)化城市公共交通的不足。必須要充分運(yùn)用市場(chǎng)經(jīng)濟(jì)規(guī)律來(lái)管理中國(guó)的城市公共交通。首先 ,要開(kāi)放市場(chǎng)和鼓勵(lì)競(jìng)爭(zhēng) ,通過(guò)競(jìng)爭(zhēng)提高公共交通的運(yùn)行效率 ,降低成本 ,改善經(jīng)營(yíng)狀況。傳統(tǒng)的低票價(jià)制度將被受市場(chǎng)供需關(guān)系調(diào)節(jié)的靈活票價(jià)制度所代替。其次 ,要兼顧經(jīng)濟(jì)效益和社會(huì)公平 ,對(duì)低收入者實(shí)行適當(dāng)?shù)呢?cái)政補(bǔ)貼 ,方便他們使用公共交通。政府要加強(qiáng)對(duì)私營(yíng)公共交通公司的監(jiān)督和管理使其在追求利潤(rùn)的同時(shí)更好地為乘客服務(wù)。第三 ,要加強(qiáng)公共交通私營(yíng)化的立法 ,使得公共交通私營(yíng)化多樣化、規(guī)范化和法制化 ,形成政府、私人機(jī)構(gòu)、乘客三贏的局面。第四 ,公共交通規(guī)劃、設(shè)計(jì)和施工單位的私營(yíng)化是一個(gè)重要的發(fā)展趨勢(shì) ,政府機(jī)構(gòu)的功能將逐步轉(zhuǎn)變成財(cái)政資助 ,項(xiàng)目管理 ,監(jiān)督執(zhí)行 ,質(zhì)量控制和協(xié)調(diào)發(fā)展
[Abstract]:Under the condition of socialist market economy in China, privatized urban public transport will become more and more important, which makes up for the deficiency of traditional public transportation. We must make full use of the laws of market economy to manage the urban public transportation in China. First of all, we should open up the market and encourage competition to improve the efficiency of public transport, reduce the cost and improve the operating conditions. The traditional low-fare system will be replaced by the flexible fare system regulated by the market supply-demand relationship. Secondly, we should pay attention to economic benefits and social equity, and provide appropriate financial subsidies to low-income people to facilitate their use of public transport. The government should strengthen supervision and regulation of private public transport companies to better serve passengers while pursuing profits. Third, it is necessary to strengthen the legislation on privatization of public transport, to make the privatization of public transport diversified, standardized and legalized, and to form a win-win situation for the government, private organizations and passengers. Fourth, privatization of public transport planning, design and construction units is an important development trend. The functions of government agencies will be gradually transformed into financial support, project management, supervision and implementation, quality control and coordinated development.
