【摘要】：正保持耕地總量動(dòng)態(tài)平衡是《土地管理法》的一項(xiàng)基本制度和要求,實(shí)施土地復(fù)墾開(kāi)發(fā)整理是維護(hù)耕地總量動(dòng)態(tài)平衡的法定措施。1999年以來(lái),國(guó)家從維護(hù)糧食安全、保持長(zhǎng)治久安的大局出發(fā),采取集中各地新增建設(shè)用地有償使用費(fèi)等辦法,籌措了后備耕地資源開(kāi)發(fā)費(fèi)用,由各地通過(guò)申報(bào)土地復(fù)墾開(kāi)發(fā)整理項(xiàng)目形式,專項(xiàng)用于整理開(kāi)發(fā)新增耕地。由于項(xiàng)目管理、投資體制、后續(xù)監(jiān)管等多方面原因,當(dāng)前各地在項(xiàng)目實(shí)施、資金管理
[Abstract]:It is a basic system and requirement of the Land Management Law that the dynamic balance of the total amount of cultivated land is being maintained, and the implementation of land reclamation, development and consolidation is a statutory measure to maintain the dynamic balance of the total amount of cultivated land. Proceeding from the overall situation of maintaining long-term stability and adopting such measures as centralizing the new construction land in various localities to pay for the use of fees, and raising the expenses for the development of reserve cultivated land resources, the various localities shall apply for land reclamation and development and consolidation projects. Special use for the consolidation and development of new cultivated land. Because of various reasons, such as project management, investment system, follow-up supervision and so on, the project implementation and fund management are being carried out all over the country at present.
