京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目管理研究

【摘要】:自1997年開始,中國鐵路一共進行了六次大面積的提速;2008年8月1日京津城際的開通更是領(lǐng)跑了世界鐵路客運運營速度,達到了350km/h,從此中國高速鐵路的發(fā)展成為了世界關(guān)注的焦點。但隨著高速鐵路走進人們的日常生活,旅客的安全正點出行成為了熱點話題,高速鐵路高效和安全運營的形勢也面臨越來越嚴(yán)峻的考驗。聯(lián)調(diào)聯(lián)試是高速鐵路交付運營前的最后一道關(guān)卡。把好這道關(guān)卡,對確保高速鐵路的高效安全運營來說十分關(guān)鍵。本文基于項目管理理論知識,結(jié)合京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目過程中的管理經(jīng)驗,分別對項目進度管理、項目安全風(fēng)險管理、項目質(zhì)量管理進行了研究分析。通過京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目進度管理的研究分析,系統(tǒng)的梳理了項目的內(nèi)容,總結(jié)并整合了項目的工作流程和階段安排。運用動態(tài)監(jiān)測的方法,合理控制項目按計劃完成;通過京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目安全風(fēng)險管理的研究分析,識別項目在時間、空間、設(shè)備、人員四個方面可能存在的安全風(fēng)險,并結(jié)合聯(lián)調(diào)聯(lián)試項目的不同階段評估各方面對安全的影響程度;通過京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目質(zhì)量管理的研究分析,明確了項目質(zhì)量計劃目標(biāo)和質(zhì)量階段計劃,采取有效措施保障質(zhì)量按計劃實現(xiàn),同時及時查找質(zhì)量問題原因并有效解決。最后運用項目目標(biāo)集成管理的方法,分析京滬高鐵京津聯(lián)絡(luò)線聯(lián)調(diào)聯(lián)試項目管理中進度管理、安全風(fēng)險管理、質(zhì)量管理間的關(guān)系。運用項目目標(biāo)分步集成控制的方法,將三者統(tǒng)籌兼顧,統(tǒng)一控制,確保京滬高鐵京津聯(lián)絡(luò)線在既定時間內(nèi)高質(zhì)量低風(fēng)險的交付使用,實現(xiàn)高效和安全的運營目標(biāo)。
[Abstract]:Since 1997, China Railway has made six large-scale speed increases. On August 1, 2008, the opening of Beijing-Tianjin Intercity has led the world railway passenger transport operation speed. Up to 350 km / h, the development of Chinese high-speed railway has become the focus of the world. However, with the high-speed railway coming into people's daily life, the safe travel of passengers has become a hot topic, and the situation of high efficiency and safe operation of high-speed railway is also facing more and more severe test. The joint dispatch test is the last hurdle before the high-speed railway is delivered to operation. To ensure the efficient and safe operation of the high-speed railway is crucial. Based on the theoretical knowledge of project management and the management experience in the trial project of Beijing-Shanghai high-speed railway Beijing and Tianjin connection line, this paper studies and analyzes the project schedule management, project safety risk management and project quality management respectively. Through the research and analysis of the project schedule management of Beijing-Tianjin connection line of Beijing-Shanghai high-speed railway, this paper systematically combs the content of the project, summarizes and integrates the work flow and stage arrangement of the project. By using the method of dynamic monitoring, reasonably controlling the project to be completed according to the plan, through the research and analysis of the safety risk management of the joint test project of Beijing-Shanghai high-speed railway, Beijing-Tianjin tie line, and identifying the project in time, space and equipment, The safety risks that may exist in four aspects of the personnel, and combined with the different stages of the joint dispatch test project, to assess the impact of various aspects on the safety; through the research and analysis of the quality management of the joint dispatch test project on the Beijing-Tianjin liaison line of the Beijing-Shanghai high-speed rail line, The goal and stage plan of the project quality plan are defined, and effective measures are taken to ensure the quality is realized according to the plan. Meanwhile, the cause of the quality problem is found in time and the effective solution is solved. Finally, the relationship among schedule management, safety risk management and quality management is analyzed by using the method of project objective integrated management. By using the method of step by step integrated control of project objectives, the three aspects are integrated and controlled, so as to ensure the high quality and low risk delivery of Beijing-Shanghai high-speed railway Beijing-Tianjin liaison line in a given time, and to realize the efficient and safe operation goal.
