【摘要】：當(dāng)前我國城市規(guī)劃存在著城市發(fā)展的區(qū)域協(xié)調(diào) ,城市產(chǎn)業(yè)結(jié)構(gòu)與用地結(jié)構(gòu)的調(diào)整 ,城市管理、體制建設(shè)與決策科學(xué)化和民主化等問題。城市規(guī)劃工作方法中 ,缺乏明確有效的區(qū)域發(fā)展制度安排 ,缺乏作為項(xiàng)目管理的規(guī)劃程序 ,缺乏實(shí)施規(guī)劃的措施安排和公眾參與的法定程序等等。所有這些說明 ,社會和經(jīng)濟(jì)體制的轉(zhuǎn)變是當(dāng)前我國城市規(guī)劃工作改革的主要原因。面對城市發(fā)展的新趨勢和新背景 ,我國城市規(guī)劃管理體制的改革必然會隨著城市化發(fā)展出現(xiàn)互動。我國城市規(guī)劃建設(shè)的制度、方法和觀念等方面的改革 ,歸根結(jié)底是要在新形勢下進(jìn)行制度創(chuàng)新 ,以適應(yīng)社會主義初級階段城市化進(jìn)程的總體要求。
[Abstract]:At present, there are some problems in urban planning in China, such as regional coordination of urban development, adjustment of urban industrial structure and land use structure, urban management, scientific system construction and decision-making, and democratization. In the working methods of urban planning, there is a lack of clear and effective regional development institutional arrangements, a lack of planning procedures as project management, a lack of measures to implement planning and legal procedures for public participation, and so on. All these indicate that the transformation of social and economic system is the main reason for the reform of urban planning in China. In the face of the new trend and new background of urban development, the reform of urban planning management system in China will inevitably interact with the development of urbanization. The reform of the system, method and concept of urban planning and construction in China is, in the final analysis, to carry out institutional innovation under the new situation in order to meet the overall requirements of the urbanization process in the primary stage of socialism.
