【摘要】：改革開放以來,為了帶動國內(nèi)經(jīng)濟發(fā)展,我國需要引進(jìn)利用大量外資來支持國內(nèi)經(jīng)濟建設(shè)。除了地方政府的招商引資政策外,借用外國政府貸款同樣是利用外資的一種主要方式,在我國經(jīng)濟發(fā)展中起到了舉足輕重的作用。外國政府貸款項目主要用于支持國內(nèi)不發(fā)達(dá)或欠發(fā)達(dá)地區(qū)的醫(yī)療衛(wèi)生、節(jié)能環(huán)保、教育人才培養(yǎng)等民生領(lǐng)域的項目建設(shè),大部分項目位于中西部省份,在招商引資相對困難的經(jīng)濟不發(fā)達(dá)區(qū)域起到了扶持當(dāng)?shù)亟?jīng)濟發(fā)展、促進(jìn)基礎(chǔ)設(shè)施建設(shè)、提高人民生活水平的巨大作用,取得了顯著的社會效益,很多項目都獲得了當(dāng)?shù)卣腿嗣袢罕姷馁潛P與好評。 由于外國政府貸款與傳統(tǒng)商業(yè)貸款不同,它具有極強的公益性,因此外國政府貸款項目在管理角度和管理方式上有其自身的特點。目前我國在外國政府貸款項目方面的研究相對較少,很多有意向的申請單位對于外國政府貸款的認(rèn)識及管理存在較多誤區(qū),導(dǎo)致在申請外國政府貸款以及后期項目運行的過程中較為艱難。有的,即使項目成功實施,也難以取得預(yù)期效果。 本次論文首先針對外國政府貸款自身特點及其申請流程進(jìn)行了詳細(xì)的介紹,通過實際工作中遇到的情況對外國政府貸款項目的主要風(fēng)險及其產(chǎn)生原因進(jìn)行了分析,同時引出在管理過程中普遍反映較多的問題,并輔以案例。隨后通過對重慶三峽職業(yè)學(xué)院利用奧地利政府貸款項目這一成功案例進(jìn)行解析,尤其對文中提到的風(fēng)險如何得到化解,問題如何得到解決進(jìn)行了針對性的小結(jié)和論述。本文中的案例具有一定的代表性,其管理流程的設(shè)計和相關(guān)控制措施可以為其他單位外國政府貸款項目管理提供借鑒。
[Abstract]:Since the reform and opening up, in order to promote the domestic economic development, China needs to introduce a large number of foreign capital to support domestic economic construction. In addition to the local government's policy of attracting investment, borrowing foreign government loans is also a main way of utilizing foreign capital, which plays an important role in the economic development of our country. Foreign government loan projects are mainly used to support the construction of projects in the areas of people's livelihood, such as medical and health care, energy conservation and environmental protection, education and personnel training in underdeveloped or underdeveloped areas of the country, most of which are located in the central and western provinces. In the economically underdeveloped regions where attracting investment is relatively difficult, it has played a great role in supporting local economic development, promoting infrastructure construction, and improving people's living standards, and has achieved remarkable social benefits. Many projects have won praise and praise from the local government and people. Because the foreign government loan is different from the traditional commercial loan, it has the extremely strong public welfare, therefore the foreign government loan project has its own characteristic in the management angle and the management way. At present, there are relatively few studies on foreign government loan projects in China, and many interested applicants have many misunderstandings about the understanding and management of foreign government loans. This has made the process of applying for foreign government loans and later running projects more difficult. Yes, even if the project is successfully implemented, it is difficult to achieve the desired results. This paper firstly introduces the characteristics of foreign government loan and its application process in detail, and analyzes the main risks and causes of foreign government loan project through the situation encountered in the actual work. At the same time, draw out in the management process generally reflect more problems, and supplemented by a case. Then through the analysis of the successful case of Chongqing three Gorges Vocational College using the Austrian government loan project, especially on how to resolve the risks mentioned in this paper, and how to solve the problems are summarized and discussed. The case in this paper is representative, and the design of management flow and relevant control measures can provide reference for foreign government loan project management of other units.
