【摘要】：隨著政務(wù)信息化普及程度的增強(qiáng),電子口岸開始成為推進(jìn)通關(guān)便利化、提升口岸功能、擴(kuò)大對外開放的有效平臺,在沿海省份電子口岸的成功帶動下,各省市紛紛開始進(jìn)行本地電子口岸項(xiàng)目的建設(shè)。但是,從項(xiàng)目管理的角度來看,電子口岸項(xiàng)目與其他軟件項(xiàng)目建設(shè)存在著非常大的差異,這是電子口岸本身的功能特征決定的。地方電子口岸項(xiàng)目具有跨區(qū)域、跨行業(yè)、跨部門的特點(diǎn),并涉及到從中央到地方共計(jì)數(shù)十個政府單位和部門,不同的單位、部門和環(huán)節(jié)都會對項(xiàng)目建設(shè)提出不同要求,那就需要項(xiàng)目建設(shè)者做好需求管理。而地方電子口岸項(xiàng)目的政策性特征及功能的復(fù)雜性又給項(xiàng)目的實(shí)施帶來了很多不確定風(fēng)險。因此,綜合地方電子口岸項(xiàng)目的特征后發(fā)現(xiàn),其項(xiàng)目管理重點(diǎn)就在于需求管理和風(fēng)險分析。本文以電子政務(wù)和項(xiàng)目管理理論為基礎(chǔ),采取文獻(xiàn)分析、數(shù)據(jù)分析和案例實(shí)證分析方法,結(jié)合我國地方電子口岸項(xiàng)目需求管理及風(fēng)險分析現(xiàn)狀,對通用的問題做出相應(yīng)的分析與評價。本文簡要論述了地方電子口岸項(xiàng)目與其他軟件項(xiàng)目的區(qū)別,分析了地方電子口岸項(xiàng)目的特點(diǎn),從特點(diǎn)出發(fā)得出地方電子口岸項(xiàng)目管理的關(guān)鍵點(diǎn)在于需求管理和風(fēng)險分析,在此基礎(chǔ)上對我國地方電子口岸項(xiàng)目需求管理和風(fēng)險分析的現(xiàn)狀、存在問題及策略進(jìn)行了分析,最后以H省電子口岸項(xiàng)目為例,對其需求管理存在的問題和應(yīng)對策略進(jìn)行闡述,并針對該項(xiàng)目的具體情況,運(yùn)用AHP層次分析法進(jìn)行風(fēng)險評估,提出各類風(fēng)險的具體應(yīng)對策略,為地方電子口岸的項(xiàng)目管理及實(shí)施提供借鑒,具有重要的實(shí)踐意義。
[Abstract]:With the increasing popularity of government information, e-ports have become an effective platform for facilitating customs clearance, enhancing port functions, and opening wider to the outside world, driven by the success of e-ports in coastal provinces. Provinces and cities have begun to build local e-port projects. However, from the point of view of project management, there are great differences between the electronic port project and other software projects, which is determined by the function characteristics of the electronic port itself. The local e-port projects have the characteristics of cross-regional, cross-industry and cross-sectoral, and involve dozens of government units and departments from the central to the local level. Different units, departments and links will all put forward different requirements for project construction. That requires the project builder to do a good job of demand management. However, the complexity of policy features and functions of local electronic port projects brings a lot of uncertain risks to the implementation of the projects. Therefore, it is found that the project management focuses on demand management and risk analysis. Based on the theory of E-government and project management, this paper adopts the methods of literature analysis, data analysis and case study, combined with the current situation of project demand management and risk analysis of local electronic ports in China. Analyze and evaluate the general problem. This paper briefly discusses the differences between local electronic port projects and other software projects, analyzes the characteristics of local electronic port projects, and concludes that the key points of local electronic port project management are demand management and risk analysis. On this basis, the status quo, problems and strategies of demand management and risk analysis of local electronic port projects in China are analyzed. Finally, taking the E-port project of H province as an example, the problems and countermeasures of demand management are expounded. According to the specific situation of the project, the AHP Analytic hierarchy process (AHP) is used to carry out the risk assessment and put forward the specific strategies to deal with various kinds of risks. It is of great practical significance to provide reference for the project management and implementation of the local electronic port.
