【摘要】：隨著醫(yī)院信息化建設(shè)在醫(yī)院發(fā)展中的地位日益提高,為保證項目建設(shè)目標(biāo)的達成與項目管理質(zhì)量的提升,項目管理的理論方法和工具被逐漸運用于醫(yī)院信息化建設(shè)項目,并從根本上改善了醫(yī)院信息項目的管理效率和項目質(zhì)量。本文基于對SPH醫(yī)院的門診信息系統(tǒng)升級項目管理實例,通過對醫(yī)院各業(yè)務(wù)部門對信息系統(tǒng)改進訴求的調(diào)研走訪,從SPH醫(yī)院信息系統(tǒng)現(xiàn)狀與醫(yī)院發(fā)展戰(zhàn)略的不相適應(yīng)以及醫(yī)院的整體信息化建設(shè)發(fā)展規(guī)劃出發(fā),運用系統(tǒng)理論的思想,梳理分類當(dāng)前門診服務(wù)和對映的信息系統(tǒng)相關(guān)問題,以及新系統(tǒng)的升級改進方向。將項目管理知識體系理論運用到醫(yī)院新門診系統(tǒng)升級項目整個生命周期,從SPH醫(yī)院門診系統(tǒng)升級項目的立項、啟動、計劃、組織、推進、上線、保障等過程,運用項目管理中的八個管理過程方法,對項目各個階段進行識別,建立過程管理規(guī)范。同時,運用風(fēng)險管理理論,對門診系統(tǒng)升級項目潛在的風(fēng)險進行識別和評估,并提出有效的應(yīng)對措施。本文著重對SPH醫(yī)院門診信息系統(tǒng)升級項目建設(shè)過程中的問題與需求分析、項目規(guī)劃、項目組織保障、項目關(guān)鍵路徑、風(fēng)險管理及系統(tǒng)升級項目效果評價等階段進行分析研究,對各階段的特點和突出問題進行歸納,并針對典型問題提出切實可行的解決措施。通過從門診醫(yī)療服務(wù)改進效果和信息項目管理效果兩個維度對項目進行分析評價,探索與該院當(dāng)前管理模式和信息化團隊管理水平相適應(yīng)的信息項目管理路徑。論文最后,提出在醫(yī)院信息項目建設(shè)過程中運用項目管理理論和方法的重要意義和作用,并且信息部門項目管理能力直接決定醫(yī)院的整體信息化建設(shè)和應(yīng)用水平。
[Abstract]:With the increasing status of hospital information construction in the development of the hospital, in order to ensure the achievement of the goal of the project and the improvement of the quality of the project management, the theoretical methods and tools of the project management are gradually applied to the project of hospital information construction, and the management efficiency and quality of the project are fundamentally improved. In the case of the SPH hospital's outpatient information system upgrading project management example, through the investigation and visit to the information system improvement demands of various departments of the hospital, from the current situation of the SPH hospital information system and the hospital development strategy and the overall information construction and development of the hospital, the idea of system theory is used to sort out the classification and classification. The former outpatient service and the enantiomer information system related problems, as well as the upgrading and improving direction of the new system. Apply the project management knowledge system theory to the whole life cycle of the hospital new outpatient system upgrade project, upgrade the project, start, plan, organize, advance, live and guarantee from the SPH hospital outpatient system and use project management. In the eight management process methods, each phase of the project is identified and the process management standard is set up. At the same time, the risk management theory is used to identify and evaluate the potential risks of the outpatient system upgrading project, and the effective measures are put forward. This paper focuses on the problems and problems in the construction of the SPH hospital portal information system upgrading project. Demand analysis, project planning, project organization guarantee, project key path, risk management and system upgrading project effect evaluation are analyzed. The characteristics and outstanding problems of each stage are summarized, and practical solutions are put forward for typical problems. Through the improvement of the effect and information project management from the outpatient medical service The two dimensions of the physical effect are analyzed and evaluated to explore the information project management path adapted to the current management model of the hospital and the management level of the information team. Finally, the paper puts forward the important meaning and function of the application of the project management theory and method in the process of building the hospital information project, and the project management ability of the information department. It directly determines the overall information construction and application level of the hospital.
