L供電公司分布式光伏發(fā)電項(xiàng)目管理研究

【摘要】:能源危機(jī)是經(jīng)濟(jì)快速發(fā)展的必然產(chǎn)物,由此產(chǎn)生的環(huán)境惡化壓力下大力推進(jìn)節(jié)能減排戰(zhàn)略的需要,使發(fā)展太陽能、風(fēng)能等可再生的清潔能源已成為社會(huì)發(fā)展到當(dāng)前階段的必然要求。光伏發(fā)電項(xiàng)目憑借低碳、噪聲低、適用范圍廣等特點(diǎn)而備受青睞,而分布式光伏發(fā)電項(xiàng)目更是由于分布性的獨(dú)特優(yōu)勢(shì),已成為新能源應(yīng)用的重要方式。與傳統(tǒng)發(fā)電項(xiàng)目不同,分布式光伏發(fā)電項(xiàng)目由于涉及管理主體多、管理鏈條長(zhǎng)等原因,管理難度加大,影響項(xiàng)目運(yùn)行安全和管理效率。本文以L供電公司所屬的分布式光伏發(fā)電項(xiàng)目為研究對(duì)象,首先在總結(jié)和應(yīng)用項(xiàng)目管理理論與方法的基礎(chǔ)上,結(jié)合光伏發(fā)電項(xiàng)目的獨(dú)特性,提出了適用于分布式光伏發(fā)電的項(xiàng)目管理工具與方法;其次,結(jié)合L供電公司光伏發(fā)電項(xiàng)目管理的現(xiàn)行管理制度與實(shí)踐,對(duì)其在分布式光伏發(fā)電管理中存在的同期線損管理、配網(wǎng)安全管理、信息采集管理、資金結(jié)算管理等多方面進(jìn)行剖析,闡述了以上四方面中存在的問題及其形成原因;然后,根據(jù)L供電公司實(shí)際,運(yùn)用項(xiàng)目管理的理念與方法針對(duì)前文提出的四方面問題提出了項(xiàng)目管理改進(jìn)的總體思路和具體措施;最后以大寧縣供電公司為例,對(duì)提出的整改措施進(jìn)行了驗(yàn)證。研究發(fā)現(xiàn),L供電公司相關(guān)管理流程沒有充分考慮分布式光伏發(fā)電的特殊性,項(xiàng)目管理中不同主體及部門間的信息交叉度低、協(xié)調(diào)難度大是導(dǎo)致項(xiàng)目管理效率不能令人滿意的重要原因。為提高項(xiàng)目管理效率,L供電公司應(yīng)當(dāng)重點(diǎn)著眼于項(xiàng)目管理主體協(xié)調(diào)機(jī)制的構(gòu)建上,在此基礎(chǔ)上再進(jìn)行相應(yīng)的管理模式和業(yè)務(wù)流程的優(yōu)化。具體可采取的管理策略包括建立部門聯(lián)席機(jī)制、構(gòu)建新型線損管理模式、推進(jìn)電能信息采集系統(tǒng)建設(shè)、開展?fàn)I配調(diào)一體化管理;诖髮幙h供電公司的運(yùn)行實(shí)驗(yàn)也初步驗(yàn)證了這些優(yōu)化策略的可行性和有效性。
[Abstract]:The energy crisis is the inevitable outcome of rapid economic development. Under the pressure of environmental deterioration, it is necessary to vigorously promote the strategy of energy conservation and emission reduction, so that solar energy can be developed. Renewable clean energy, such as wind energy, has become an inevitable requirement of social development to the present stage. Photovoltaic power generation projects are favored by the characteristics of low carbon, low noise and wide range of application, while distributed photovoltaic power generation projects have become an important way of new energy application because of their unique advantages of distribution. Different from the traditional power generation project, the distributed photovoltaic power generation project is more difficult to manage because of many management subjects and long management chain, which affects the project operation safety and management efficiency. This paper takes the distributed photovoltaic power generation project of L Power supply Company as the research object. Firstly, on the basis of summarizing and applying the project management theory and method, combined with the uniqueness of photovoltaic power generation project, The project management tools and methods suitable for distributed photovoltaic generation are put forward. Secondly, combined with the current management system and practice of photovoltaic power generation project management in L power supply company, the line loss management in the same period in distributed photovoltaic generation management is analyzed. The security management of distribution network, information collection management, fund settlement management and other aspects are analyzed, and the existing problems in the above four aspects and the reasons for their formation are expounded. Then, according to the actual situation of L Power supply Company, Based on the concept and method of project management, this paper puts forward the general ideas and concrete measures for the improvement of project management in view of the four problems mentioned above, and finally, taking Danning power supply company as an example, verifies the proposed rectification measures. It is found that the particularity of distributed photovoltaic power generation is not fully taken into account in the related management process of power supply company, and the information intersection degree between different subjects and departments in project management is low. The difficulty of coordination is an important reason for the unsatisfactory efficiency of project management. In order to improve the efficiency of project management, the power supply company should focus on the construction of the coordination mechanism of the main body of project management, and then optimize the corresponding management mode and business process. The specific management strategies include the establishment of a joint mechanism of departments, the construction of a new line loss management model, the promotion of electric energy information collection system, and the development of integrated management of camp, distribution and adjustment. The feasibility and effectiveness of these optimization strategies are also preliminarily verified by the operation experiments based on Danning County Power supply Company.
