【摘要】：國務(wù)院于2006年印發(fā)并實施《國家中長期科學(xué)和技術(shù)發(fā)展規(guī)劃綱要(2006-2020年)》(以下簡稱《規(guī)劃綱要》),為貫徹落實《規(guī)劃綱要》,中央財政于同年設(shè)立了中央級科學(xué)事業(yè)單位修繕購置專項(以下簡稱修購專項),該專項是改善中央級科研單位的科研基礎(chǔ)條件的一項重要措施。同時,為使修購專項資金落到實處,明確專項資金支持的對象、范圍,制定了相應(yīng)的管理辦法,規(guī)范了申報程序、項目管理要求等。隨著修購專項多年的實施和不斷改革,其對中央級科研單位的支持作用逐步體現(xiàn)。修購專項對科研條件建設(shè)的投入,其管理水平?jīng)Q定了專項在科技事業(yè)發(fā)展中的先進性和影響力作用,以及專項實施的效果和項目資金的使用效益,因此,我們必須重視修購專項從申報、實施到驗收整個過程的管理問題。本文通過對目前G研究所修繕購置專項管理的現(xiàn)狀和實施過程中存在問題的探討,并從修購專項的概念、特征及管理機制,以及項目管理的相關(guān)理論進行分析,將項目管理過程組應(yīng)用在G研究所修購專項管理過程中,分別從修購專項的啟動過程、規(guī)劃過程、執(zhí)行過程、控制過程和驗收過程五個方面進行闡述,將項目管理的理論與方法和修購項目的實施有機結(jié)合起來,充分發(fā)揮修購專項應(yīng)有的作用,節(jié)約國家資源,提高工作效率,并對今后修購專項的管理發(fā)揮借鑒作用。
[Abstract]:In 2006, the State Council issued and implemented the National Program for the Development of Science and Technology in the medium and long term (2006-2020). In order to implement the Program, the Central Government set up a central scientific undertaking list in the same year. It is an important measure to improve the basic condition of scientific research in central level. At the same time, in order to carry out the special fund, make clear the object and scope of the special fund support, formulate the corresponding management method, standardize the application procedure, the project management request and so on. With the implementation of the special project for many years and the continuous reform, its supporting function to the central scientific research units is gradually reflected. The investment in the construction of scientific research conditions is determined by the management level of the special project, which determines the advanced and influential role of the special item in the development of science and technology, as well as the effect of the special implementation and the benefit of the use of the project funds. We must pay attention to the management of the whole process from application, implementation to acceptance. This paper discusses the current situation and problems in the implementation of the repair and purchase special management in G Institute, and analyzes the concept, characteristics and management mechanism of the repair and purchase project, as well as the relevant theories of project management. The project management process group is applied to the special management process of the G research institute. It is described from five aspects: the start-up process, the planning process, the execution process, the control process and the acceptance process, respectively. This paper organically combines the theory and method of project management with the implementation of repair and purchase project, fully exerts its due role, saves national resources, improves work efficiency, and plays a referential role in the management of repair and purchase project in the future.
