【摘要】：建設(shè)政務(wù)私有云,是解決各級(jí)政府在電子政務(wù)建設(shè)中面臨的“信息孤島、各自為戰(zhàn)、資源浪費(fèi)”等問題帶來了行之有效的方法。J市作為一個(gè)160萬左右人口的縣級(jí)市,既有建設(shè)政務(wù)云提高電子政務(wù)建設(shè)效率、降低資金壓力的愿望,又面臨著人才、體制、規(guī)模等各方面的困擾。其建設(shè)政務(wù)私有云的實(shí)踐探索,對(duì)其他縣級(jí)城市都有不錯(cuò)的借鑒意義。本文歸納了當(dāng)前智慧城市和云計(jì)算建設(shè)的一些理論研究與實(shí)踐經(jīng)驗(yàn),探討了J市建設(shè)政務(wù)云平臺(tái)的目標(biāo)、需求和推進(jìn)策略,設(shè)計(jì)了J市政務(wù)云平臺(tái)的整體方案,研究了如何將項(xiàng)目管理的方法應(yīng)用在項(xiàng)目建設(shè)中,從而提升項(xiàng)目建設(shè)效率。歸納而言,作為縣級(jí)市,J市建設(shè)政務(wù)云平臺(tái)應(yīng)遵循“先小后大、先易后難”的原則,做好投入與產(chǎn)出的測(cè)算,合理確定項(xiàng)目的范圍,先完成Iaa S的建設(shè)(包括硬件資源池建設(shè)、管理平臺(tái)建設(shè)以及相應(yīng)的管理體制機(jī)制建設(shè)),待IaaS層服務(wù)建設(shè)完成后,再測(cè)算收益與投入后逐步推薦Paa S和Saa S應(yīng)用。J市政務(wù)云平臺(tái)的建設(shè),既可以借鑒系統(tǒng)集成項(xiàng)目的普遍經(jīng)驗(yàn),又有云平臺(tái)建設(shè)的特有重點(diǎn),重點(diǎn)需要關(guān)注項(xiàng)目的工作分解(WBS)、項(xiàng)目的時(shí)間管理、質(zhì)量管理、風(fēng)險(xiǎn)管理和變更管理,特別是要對(duì)云平臺(tái)的信息安全風(fēng)險(xiǎn)做重點(diǎn)關(guān)注。
[Abstract]:The construction of government private cloud is an effective way to solve the problems of "information island, every self fighting, waste of resources" in the construction of e-government at all levels..J city is a county-level city with a population of about 1 million 600 thousand. It has the desire to build government affairs cloud to improve the efficiency of e-government construction and to reduce the pressure of capital. The practice and exploration of the construction of government private cloud has a good reference to other county-level cities. This paper sums up some theoretical research and practical experience of the current intelligent city and cloud computing construction, and probes into the goal, demand and promotion strategy of the construction of the government cloud platform in J City, and designs the city of J. The overall plan of government cloud platform has studied how to apply the project management method to the project construction so as to improve the efficiency of the project construction. As a county-level city, the construction government cloud platform of J city should follow the principle of "the first small, the first and the first difficult", the calculation of the input and output, the reasonable determination of the scope of the project, and the completion of the I first. The construction of AA S (including the construction of the pool of hardware resources, the construction of management platform and the corresponding management system and mechanism construction). After the completion of the IaaS layer service construction, the construction of the Paa S and Saa S application of the.J municipal government cloud platform is gradually recommended after the completion of the service construction of the IaaS layer. It can not only draw lessons from the general experience of the system integration project, but also have the special features of the construction of the cloud platform. The focus needs to be focused on the work decomposition (WBS), time management, quality management, risk management and change management of the project, especially on the risk of information security on the cloud platform.
