【摘要】：人防地下商業(yè)建筑就是把人防工程在平時(shí)用于商業(yè)經(jīng)營(yíng)。近年來(lái)，這種具有商業(yè)地產(chǎn)性質(zhì)的投資模式和建設(shè)形態(tài)顯示出特殊的優(yōu)勢(shì)：由于國(guó)家鼓勵(lì)社會(huì)投資修建人防工程，因而，使投資修建人防地下商業(yè)街享有在城市繁華商業(yè)區(qū)選址建設(shè)地下商業(yè)設(shè)施的難得歷史機(jī)遇，并可享受減免土地使用費(fèi)等優(yōu)惠政策。地下商街建設(shè)具有工期短、利潤(rùn)高、投資回收快的特點(diǎn)，吸引了社會(huì)投資紛紛進(jìn)入這個(gè)特殊的地下商業(yè)地產(chǎn)領(lǐng)域。 人防地下商業(yè)街項(xiàng)目建設(shè)同時(shí)具有很大的風(fēng)險(xiǎn)和不可預(yù)見(jiàn)性：較地上建筑施工組織難度大、技術(shù)安全措施要求高、涉及的風(fēng)險(xiǎn)因素多；區(qū)別于建設(shè)地上商業(yè)設(shè)施的定位、營(yíng)銷、經(jīng)營(yíng)管理模式，較高的建筑成本和苛刻的建設(shè)周期，所以投資人防商業(yè)建筑機(jī)遇和風(fēng)險(xiǎn)并存。由于部分投資者為了搶抓機(jī)遇，盲目跟風(fēng)建設(shè)，缺乏成熟的建設(shè)經(jīng)驗(yàn)和風(fēng)險(xiǎn)控制理念，，使得不少項(xiàng)目在建設(shè)過(guò)程中遭遇風(fēng)險(xiǎn)損失，甚至在投入運(yùn)營(yíng)后停業(yè)關(guān)閉。 本文研究的對(duì)象是延吉市解放路步行街人防工程項(xiàng)目的風(fēng)險(xiǎn)管理，研究中綜合運(yùn)用了經(jīng)驗(yàn)類比法、專家打分法、核對(duì)表法、優(yōu)勢(shì)劣勢(shì)分析法，進(jìn)行項(xiàng)目建設(shè)過(guò)程的風(fēng)險(xiǎn)識(shí)別、估計(jì)、評(píng)價(jià)，風(fēng)險(xiǎn)排序，并找出影響項(xiàng)目的主要風(fēng)險(xiǎn)，提出風(fēng)險(xiǎn)控制的措施，為項(xiàng)目管理中有效規(guī)避和控制風(fēng)險(xiǎn)提供指導(dǎo)，對(duì)修建人防地下商業(yè)建筑項(xiàng)目的風(fēng)險(xiǎn)管理做了有益的嘗試。 第一章，解放路步行街項(xiàng)目的背景概況和研究方法：闡述了項(xiàng)目建設(shè)的背景，介紹了項(xiàng)目的基本情況，說(shuō)明了實(shí)施風(fēng)險(xiǎn)管理的必要性。論文的意義，風(fēng)險(xiǎn)管理研究采用的調(diào)查表法、專家打分法、對(duì)比分析法、優(yōu)勢(shì)劣勢(shì)分析法等風(fēng)險(xiǎn)的識(shí)別和分析方法。 第二章，建設(shè)項(xiàng)目的風(fēng)險(xiǎn)識(shí)別。首先通過(guò)調(diào)查、借鑒專家經(jīng)驗(yàn)梳理總結(jié)出人防工程建設(shè)的成功和失敗經(jīng)驗(yàn)風(fēng)險(xiǎn)核對(duì)表，依據(jù)進(jìn)行項(xiàng)目整體風(fēng)險(xiǎn)識(shí)別。然后以項(xiàng)目的時(shí)間為主要軸線，把項(xiàng)目建設(shè)管理分成決策階段、準(zhǔn)備階段、建設(shè)階段、銷售階段四個(gè)階段。分別對(duì)這四個(gè)階段中的風(fēng)險(xiǎn)進(jìn)行了識(shí)別，并在此基礎(chǔ)上整理形成了整個(gè)項(xiàng)目的風(fēng)險(xiǎn)清單。 第三章，項(xiàng)目風(fēng)險(xiǎn)的估計(jì)與評(píng)價(jià)。運(yùn)用專家打分法分層進(jìn)行項(xiàng)目各階段風(fēng)險(xiǎn)的識(shí)別和評(píng)估，借助具有豐富人防工程開(kāi)發(fā)、建設(shè)、經(jīng)營(yíng)管理經(jīng)驗(yàn)的專家，對(duì)識(shí)別的各項(xiàng)風(fēng)險(xiǎn)因素賦值，計(jì)算出整個(gè)項(xiàng)目的風(fēng)險(xiǎn)度和各項(xiàng)風(fēng)險(xiǎn)因素的分值，根據(jù)分值大小進(jìn)行風(fēng)險(xiǎn)度排序，同時(shí)運(yùn)用SWOT方法，從不同角度分析驗(yàn)證了項(xiàng)目最大的風(fēng)險(xiǎn)因素。 第四章，項(xiàng)目的主要風(fēng)險(xiǎn)控制方案。對(duì)風(fēng)險(xiǎn)度排序最高的四項(xiàng)主要風(fēng)險(xiǎn)，也是關(guān)系項(xiàng)目成敗和效益的主要風(fēng)險(xiǎn)，進(jìn)行風(fēng)險(xiǎn)控制研究，分別提出了應(yīng)對(duì)方案，供風(fēng)險(xiǎn)管理參考。 結(jié)論總結(jié)了項(xiàng)目風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)估的結(jié)果、實(shí)用價(jià)值，研究方法的特點(diǎn)及論文存在的不足。 本文在論文寫作過(guò)程中，大量調(diào)查總結(jié)了吉林省人防地下商場(chǎng)工程建設(shè)和經(jīng)營(yíng)管理經(jīng)驗(yàn)，作為經(jīng)驗(yàn)調(diào)查法整體風(fēng)險(xiǎn)評(píng)估借鑒的依據(jù)。采用專家打分方法，由有豐富人防建設(shè)經(jīng)驗(yàn)專家對(duì)各項(xiàng)風(fēng)險(xiǎn)因素賦值，分層的進(jìn)行了項(xiàng)目各階段風(fēng)險(xiǎn)的識(shí)別和評(píng)估，掌握各項(xiàng)風(fēng)險(xiǎn)因素的嚴(yán)重程度。并運(yùn)用SWOT方法從管理角度，以項(xiàng)目管理者自身內(nèi)部的優(yōu)勢(shì)和劣勢(shì)條件與外部的環(huán)境條件，從不同角度進(jìn)一步驗(yàn)證分析項(xiàng)目建設(shè)存在的主要風(fēng)險(xiǎn)。 本文的特點(diǎn)是采取工程建設(shè)實(shí)際經(jīng)驗(yàn)和理論分析相結(jié)合的方法，分析方法便于掌握，更加符合工程建設(shè)的實(shí)際，研究成果可直接用于指導(dǎo)工程建設(shè)風(fēng)險(xiǎn)控制。也可供投資地下人防商場(chǎng)建設(shè)管理借鑒和參考。
[Abstract]:The construction of underground commercial street has the characteristics of short period of work , high profit and fast investment recovery , attracting social investment into this special field of underground commercial property .

People ' s underground commercial street project construction has a great risk and non - predictability : higher difficulty of construction organization in the ground , high requirements for technical safety measures , and more risk factors involved ;
It is different from the location , marketing , operation management mode , higher construction cost and severe construction period of the above - ground commercial facilities , so the opportunity and the risk of investing in the commercial building are co - existing . As some investors seek to seize the opportunity , blindly follow the wind , lack the mature construction experience and the risk control concept , many projects encounter risk losses during the construction process , even after the operation is put into operation .

The object of this paper is the risk management of the pedestrian protection project of Jiading Street Pedestrian Street in Yanji City . The research includes experience analogy method , expert scoring method , checklist method , advantage disadvantage analysis method , risk identification , estimation , evaluation , risk ranking of project construction process , risk identification , estimation , evaluation and risk ranking of project construction process , and find out the measures for risk control , provide guidance for effective avoidance and control risk in project management , and make a useful attempt to construct the risk management of underground commercial building project .

The first chapter , the background of Jiefang Road Pedestrian Street project and the research methods are as follows : the background of project construction is described , the necessity of implementing risk management is described , the paper ' s significance , the questionnaire method used in risk management study , expert scoring method , comparative analysis method and superiority inferior analysis method are used to identify and analyze the risks .

In the second chapter , the risk identification of the construction project is identified . First , through the investigation , we draw lessons from the experience of experts , summarize the risk checklist of success and failure of the project , and then divide the project construction management into four stages : decision - making stage , preparation stage , construction stage and sales phase .

In chapter 3 , the project risk is estimated and evaluated . By using expert scoring method to identify and evaluate the risks in each stage of the project , the risk factors and the risk factors of the project are calculated based on the experts who have rich human defense project development , construction and management experience . The risk degree is ranked according to the size of the score , and the SWOT method is used to analyze the risk factors of the project from different angles .

In chapter 4 , the main risk control scheme of the project is the four main risks of the highest risk ranking , and also the main risk of the success and failure of the relationship project and the benefit , and the risk control study is carried out , and the corresponding scheme is proposed for risk management reference , respectively .

Conclusion The results of the project risk identification and risk assessment , the practical value , the characteristics of the research method and the shortcomings of the paper are summarized .

In the process of writing paper , a great deal of investigation sums up the experiences of engineering construction and operation management of people ' s underground stores in Jilin Province as the basis for reference for the whole risk assessment of empirical investigation .

The characteristic of this paper is that the method of combining practical experiences and theoretical analysis of engineering construction is adopted , the analysis method is convenient to master , more consistent with the actual project construction , and the research results can be directly used to guide the risk control of engineering construction . It can also be used for reference and reference for the construction management of underground pedestrian protection .
