【摘要】：在電力企業(yè)不斷提升供電服務(wù)品質(zhì)的情況下,電力公司全面部署了營配貫通工作,較短的工期,大量的工作以及海量的數(shù)據(jù),使得質(zhì)量管理必然成為營配貫通項(xiàng)目管理的核心內(nèi)容之一。在營配貫通項(xiàng)目中如何建設(shè)全過程的項(xiàng)目質(zhì)量管理體系,提高工程質(zhì)量,努力降低成本,確保工程進(jìn)度,保證施工安全,提升經(jīng)濟(jì)效益,已成為電力企業(yè)營配貫通項(xiàng)目的關(guān)鍵。根據(jù)電力企業(yè)的行業(yè)特點(diǎn)和現(xiàn)階段營配貫通項(xiàng)目的特性,要想使?fàn)I配貫通項(xiàng)目發(fā)揮其應(yīng)有的社會(huì)效益和經(jīng)濟(jì)效益,只有在質(zhì)量管理方面加大力度。目前,雖然電力企業(yè)已引進(jìn)了先進(jìn)的項(xiàng)目質(zhì)量管理方法,在項(xiàng)目質(zhì)量管理方面,也取得了一定成績,但針對營配貫通項(xiàng)目的特性,目前的項(xiàng)目質(zhì)量管理方法需要進(jìn)一步完善和改進(jìn)。本文對營配貫通項(xiàng)目質(zhì)量管理與管理現(xiàn)狀進(jìn)行分析研究,總結(jié)出目前營配貫通項(xiàng)目特性,以及在項(xiàng)目質(zhì)量管理中存在的主要問題,即責(zé)權(quán)利相結(jié)合的質(zhì)量管理體系尚未完善,缺乏健全的質(zhì)量管理體系、質(zhì)量管理觀念、手段和工具落后,沒有一套全過程質(zhì)量管理系統(tǒng)。為解決這些問題,本文在研究項(xiàng)目管理基本理論的基礎(chǔ)上,提出在營配貫通項(xiàng)目的全過程中實(shí)行質(zhì)量管理,并建立以質(zhì)量管理為主要任務(wù)的全員全過程質(zhì)量管理體系,合理設(shè)置質(zhì)量管理方法和目標(biāo),明確責(zé)任,并分解和落實(shí)到相關(guān)的責(zé)任單位和人員,完善項(xiàng)目質(zhì)量管理方法,從而確保實(shí)現(xiàn)營配貫通項(xiàng)目的需求目標(biāo)。最后,本文以FT供電公司營配貫通項(xiàng)目為例,進(jìn)行案例分析,通過采用帕累托圖法分析、質(zhì)量控制因果圖法、調(diào)查分析法對營配貫通項(xiàng)目的質(zhì)量管理現(xiàn)狀進(jìn)行剖析,并將全面質(zhì)量控制方法(PDCA循環(huán)法)應(yīng)用到實(shí)際項(xiàng)目質(zhì)量管理中去,取得了良好的效果,驗(yàn)證了所建立的全員全過程質(zhì)量管理和控制系統(tǒng)的科學(xué)性、可行性和有效性。
[Abstract]:Under the condition that the power enterprises continuously improve the service quality of power supply, the electric power company has deployed the operation of camp distribution, short construction period, a large amount of work and a great deal of data. The quality management must become one of the core contents of the project management. How to build the whole process project quality management system, improve the project quality, reduce the cost, ensure the progress of the project, guarantee the construction safety and enhance the economic benefit, has become the key of the electric power enterprise management project. According to the industry characteristics of electric power enterprises and the characteristics of the project at present, if we want to make the project play its due social and economic benefits, we can only strengthen the quality management. At present, although electric power enterprises have introduced advanced project quality management methods and achieved certain achievements in project quality management, but in view of the characteristics of the project, The current project quality management method needs to be further improved. This paper analyzes and studies the present situation of quality management and management of the project, summarizes the characteristics of the project and the main problems in the project quality management, that is, the quality management system combining responsibility and rights is not perfect. Lack of a sound quality management system, quality management concept, means and tools behind, there is no whole process quality management system. In order to solve these problems, on the basis of studying the basic theory of project management, this paper puts forward the implementation of quality management in the whole process of the project, and establishes the whole process quality management system with quality management as the main task. Set up the quality management method and target reasonably, clear the responsibility, decompose and implement to the related responsibility unit and personnel, perfect the project quality management method, so as to ensure the realization of the requirement target of the project. Finally, this article takes FT power supply company as an example, carries on the case analysis, through using the Pareto chart method analysis, the quality control causality diagram method, the investigation analysis method to the camp distribution through the project quality management present situation analysis. The method of total quality control (PDCA cycle method) is applied to the actual project quality management, and good results are obtained, and the scientific, feasibility and effectiveness of the whole process quality management and control system are verified.
