華能營口電廠二期除塵改造項(xiàng)目進(jìn)度管理研究

【摘要】:華能營口電廠燃煤排放標(biāo)準(zhǔn)已經(jīng)不能適應(yīng)現(xiàn)代社會經(jīng)濟(jì)發(fā)展的需要,必然進(jìn)行超低排放改擴(kuò)建工程改造,以保證效率的提升和排放濃度的下降,還符合國家和地方環(huán)保政策的約束。本文以華能營口電廠二期機(jī)組煙氣超低排放改造項(xiàng)目為依托,結(jié)合項(xiàng)目內(nèi)除塵改造項(xiàng)目施工的實(shí)際情況及項(xiàng)目特點(diǎn),對項(xiàng)目進(jìn)度管理進(jìn)行優(yōu)化研究。研究通過對華能營口電廠超低排放改擴(kuò)建工程項(xiàng)目進(jìn)行深入分析,結(jié)合火電廠超低排放改擴(kuò)建工程項(xiàng)目工程建設(shè)的特點(diǎn),討論和分析如何能夠合理的控制工期,如何合理的控制進(jìn)度。由于除塵改造項(xiàng)目具有投資大、工程量大和工期長等特點(diǎn),這對于想要進(jìn)行除塵改造的電廠來說都是一項(xiàng)較大的投資。如何合理的控制進(jìn)度,在保質(zhì)保量、安全可行、而且在不增加建設(shè)成本的前提下盡可能減少工期就成為當(dāng)下大多數(shù)電廠努力研究的問題。研究通過深入分析電廠除塵項(xiàng)目進(jìn)度管理的現(xiàn)狀和問題,提出項(xiàng)目實(shí)施過程中存在設(shè)計(jì)變更問題、進(jìn)度計(jì)劃制定問題、進(jìn)度計(jì)劃的調(diào)整與控制問題及監(jiān)督問題。在此基礎(chǔ)上,深入挖掘電廠除塵項(xiàng)目進(jìn)度管理中存在問題的成因,對上述四個方面問題的源頭進(jìn)行梳理,總結(jié)產(chǎn)生此類問題的影響因素。研究以電廠除塵項(xiàng)目進(jìn)度管理的問題為前提,進(jìn)一步提出華能營口電廠除塵項(xiàng)目改造進(jìn)度計(jì)劃的設(shè)計(jì)方案。對項(xiàng)目進(jìn)度的目標(biāo)、進(jìn)度設(shè)計(jì)的調(diào)整優(yōu)化和項(xiàng)目進(jìn)度的控制方法進(jìn)行全新的設(shè)計(jì)和總結(jié),從而實(shí)現(xiàn)縮短期和資源節(jié)約。通過項(xiàng)目管理中的方法實(shí)現(xiàn)項(xiàng)目進(jìn)度管理的優(yōu)化,將關(guān)鍵路徑法、甘特圖、任務(wù)分解和計(jì)劃進(jìn)度安排等應(yīng)用于項(xiàng)目管理中。最后,研究對華能營口電廠除塵項(xiàng)目改造進(jìn)度提出具體建議。對目標(biāo)計(jì)劃與控制進(jìn)行優(yōu)化和完善,使用關(guān)鍵路徑分析方法實(shí)現(xiàn)項(xiàng)目總工期大大縮短,對華能營口電廠二期除塵改擴(kuò)建項(xiàng)目進(jìn)度管理的順利進(jìn)行提出了一系列措施,并對項(xiàng)目管理效果進(jìn)行了評價(jià)。
[Abstract]:The coal-fired emission standards of Huaneng Yingkou power plant can not meet the needs of modern social and economic development. It is bound to carry out the transformation of ultra low emission and expansion projects to ensure efficiency and decrease the concentration of emissions, and also meet the constraints of national and local environmental protection policies. This article is a project of ultra low emission transformation of two stage units of Huaneng Yingkou power plant Based on the actual situation and the characteristics of the project construction in the project, the project progress management is optimized. Through the in-depth analysis of the super low emission and extension project of Huaneng Yingkou power plant, the paper discusses and analyzes the characteristics of the project construction of the super low emission and expansion project in the thermal power plant. It is a big investment for the power plant that wants to carry on the dedusting and transformation. How to control the progress reasonably, the quality and quantity, the safety and the feasibility, and the premise of not increasing the construction cost, is a big investment for the power plant which wants to carry on the dedusting and remolding. By analyzing the status and problems of the progress management of the dust removal project in the power plant, the problems of design change, schedule formulation, adjustment and control of progress plan and supervision problems in the process of project implementation are put forward. The cause of the problems in the progress management of the dust removal project in the power plant is excavated, the source of the four aspects mentioned above is combed, and the influencing factors are summed up. The research on the problem of the progress management of the dust removal project in the power plant is the precondition, and the design scheme of the project of the project for the transformation of the project of the Huaneng Yingkou power plant's dust removal project is further proposed. The goal of progress, the adjustment and optimization of progress design and the control method of project progress are designed and summarized to achieve short term and resource saving. The optimization of project schedule management is realized through the method of project management, and the key path method, Gantt chart, task division and schedule schedule are applied to project management. After that, the paper puts forward specific suggestions on the progress of the transformation of the dedusting project of Huaneng Yingkou power plant. The objective plan and control are optimized and perfected, and the key path analysis method is used to shorten the total project period. A series of measures are put forward for the successful progress management of the two phase of the dedusting and extension project of Huaneng Yingkou power plant, and the project management is also put forward. The effect was evaluated.
