【摘要】：天津臨港經(jīng)濟區(qū)是天津濱海新區(qū)的重要經(jīng)濟功能區(qū),在開發(fā)建設的過程中始終堅持“科學用海、經(jīng)濟用海、環(huán)保用�！痹瓌t,一直高度重視生態(tài)環(huán)境的修復和保護,計劃通過一系列的海洋生態(tài)環(huán)境治理項目,對臨港經(jīng)濟區(qū)的環(huán)境進行改善和開發(fā),來展示環(huán)境投資行為的革新和可持續(xù)性,并在中國類似沿海發(fā)展區(qū)域得到復制與利用。本文采用結(jié)構(gòu)化、模塊化設計,在保證其“通用性”的同時,支持用戶選取自己需要的功能進行應用。系統(tǒng)功能之間在概念上保持密切關系和有效性前提下,將程序模塊與數(shù)據(jù)關系最大可能的分層處理,使系統(tǒng)具有極高的可擴展性和可維護性,以保證能夠方便地進行二次開發(fā)、與其他應用系統(tǒng)進行數(shù)據(jù)信息集成；對項目實施全過程綜合管理,項目的基礎管理、技術(shù)管理與經(jīng)濟管理相結(jié)合,以規(guī)范基礎管理為信息基礎,以專業(yè)技術(shù)管理為重點,將經(jīng)濟管理的思想納入整個管理系統(tǒng),通過對管理結(jié)果的經(jīng)濟技術(shù)分析,優(yōu)化管理工作和輔助管理決策；引入知識管理思想、項目技術(shù)工作標準體系,幫助企業(yè)運用現(xiàn)代項目管理方法與技術(shù)手段,提升項目管理的整體水平和工作質(zhì)量�；谝陨戏治�,本文開發(fā)的亞行貸款項目管理系統(tǒng)不僅可以實現(xiàn)對項目的宏觀管理,還可以完善項目的技術(shù)工作標準,優(yōu)化項目狀態(tài),同時適應不同層面的使用需求,對臨港經(jīng)濟區(qū)的發(fā)展具有非常重大的意義。
[Abstract]:Tianjin Lingang Economic Zone is an important economic function area of Tianjin Binhai New area. In the course of development and construction, it has always adhered to the principle of "using the sea scientifically, using the sea economically and using the sea for environmental protection", and has always attached great importance to the restoration and protection of the ecological environment. It is planned to improve and develop the environment of the harbor economic zone through a series of marine ecological environment treatment projects, to demonstrate the innovation and sustainability of environmental investment behavior, and to replicate and utilize similar coastal development areas in China. In this paper, structural and modular design is used to ensure the versatility of the system and to support users to select their own functions for application. On the premise of keeping close relationship and validity between the functions of the system, the maximum possible hierarchical processing of the relation between the program module and the data makes the system have extremely high expansibility and maintainability, so as to ensure that the secondary development can be carried out conveniently. To integrate data and information with other application systems, to carry out comprehensive management of the whole process of the project, to combine the basic management of the project with economic management, to standardize the basic management as the information basis, and to focus on the professional technical management, Bring the thought of economic management into the whole management system, optimize the management work and assistant management decision through the economic and technical analysis of the management results, introduce the idea of knowledge management, the standard system of project technical work, To help enterprises to use modern project management methods and technical means to improve the overall level of project management and work quality. Based on the above analysis, the ADB loan project management system developed in this paper can not only realize the macro management of the project, but also perfect the technical work standard of the project, optimize the project status, and adapt to the needs of different levels. It is of great significance to the development of the port-adjacent economic zone.
