【摘要】：改革開放以來,高速公路建設成為國家基礎建設發(fā)展的重要內(nèi)容之一,全國范圍內(nèi)高速公路建設總里程和建設質(zhì)量不斷上升。但是,高速公路建設項目由于資金投入量大、建設周期長、土地和資源占用量大等特點,項目從前期的可行性分析、方案設計、施工建設到竣工驗收會面臨著各種各樣的風險及不確定因素。這些不確定因素或風險因素會直接導致高速公路建設項目的工期延長、成本增加,給社會、建設方、承包方都帶來了較大的危害。因此,針對建設項目展開風險因素的具體調(diào)查分析以控制建設項目不可預見事件發(fā)生的重要性已經(jīng)得到社會各界和利益相關方的高度重視。本研究以濟青高速公路擴建項目作為案例,利用文獻調(diào)研方法與專家訪談方法識別出擴建項目全生命周期中存在的38個風險并將其分為18大類。其次,利用三輪專家打分法來評估各項風險因素發(fā)生的可能性大小及其所帶來的影響。三輪專家打分評估結果表明,組織不力造成沖突、矛盾帶來的風險在所有的風險中得分最高,不利于施工的異常自然環(huán)境帶來的風險,項目管理不當帶來的風險以及發(fā)生設計變更帶來的風險等因素也獲得了較高的評分。通過分析發(fā)現(xiàn),擴建項目施工階段發(fā)生風險事件可能性較大,需要加強該階段的控制管理。最后,針對全生命周期各階段的風險提出了風險控制與管理措施。本文對濟青高速公路擴建項目的風險管理具有一定的指導意義,同時對類似公路建設相關研究也具有一定的參考價值。
[Abstract]:Since the reform and opening up, the expressway construction has become one of the important contents of the national infrastructure development, and the total mileage and construction quality of the national expressway construction have been rising continuously. However, due to the characteristics of the expressway construction project, such as large amount of capital input, long construction period, large amount of land and resources, etc., the project from the pre-feasibility analysis, project design, Construction to the completion of acceptance will face a variety of risks and uncertainties. These uncertain factors or risk factors will directly lead to the extension of the expressway construction project, the cost increases, to the society, the construction party, contractors have brought greater harm. Therefore, the importance of carrying out specific investigation and analysis of risk factors to control unforeseen events in construction projects has been highly valued by all sectors of society and stakeholders. In this study, 38 risks in the whole life cycle of the expansion project were identified by literature research and expert interviews and divided into 18 categories. Secondly, three rounds of expert scoring method are used to evaluate the probability and impact of various risk factors. The results of three rounds of expert scoring and evaluation show that the lack of organization results in conflicts, and the risks brought by contradictions have the highest score among all the risks, which are not conducive to the risks brought by the abnormal natural environment of construction. The risk caused by improper project management and the risk of design change are also rated well. Through analysis, it is found that the possibility of risk events in the construction phase of the extension project is great, and the control management in this stage should be strengthened. Finally, the risk control and management measures are put forward for each stage of the whole life cycle. This paper has a certain guiding significance for risk management of Ji-Qing Expressway extension project, and also has certain reference value to the similar highway construction related research.
