【摘要】:經(jīng)濟(jì)的迅猛發(fā)展,中國(guó)制造的品質(zhì)要求,對(duì)我國(guó)的建筑施工企業(yè)提出更高的挑戰(zhàn)。以我國(guó)目前的建筑行業(yè)的形式來(lái)說(shuō),建筑企業(yè)依舊采用傳統(tǒng)的施工工藝,管理粗放。建筑企業(yè)門檻較低,規(guī)模和資質(zhì)等級(jí)層次不一,市場(chǎng)競(jìng)爭(zhēng)異常激烈。目前,建筑企業(yè)的市場(chǎng)競(jìng)爭(zhēng),依舊采用低價(jià)中標(biāo)的方式。現(xiàn)代管理制度和流程,已在大型施工項(xiàng)目中大范圍應(yīng)用,但是大型項(xiàng)目依舊存在質(zhì)量、安全、工期、效益、商務(wù)等方面的諸多問(wèn)題。在現(xiàn)有的項(xiàng)目管理?xiàng)l件下,如何解決這些問(wèn)題,成為建筑企業(yè)和項(xiàng)目管理者關(guān)注的焦點(diǎn)。建筑行業(yè)中,項(xiàng)目文化建設(shè)越來(lái)越受關(guān)注,項(xiàng)目文化對(duì)項(xiàng)目績(jī)效產(chǎn)生的正相關(guān)關(guān)系多次被學(xué)者論證。項(xiàng)目文化建設(shè)包括價(jià)值觀層面的建設(shè)、行為層面的建設(shè)、制度層面的建設(shè)和物質(zhì)層面的建設(shè)。在學(xué)術(shù)界,學(xué)者越來(lái)越重視項(xiàng)目文化建設(shè)的理論研究,以及項(xiàng)目文化建設(shè)對(duì)項(xiàng)目實(shí)施產(chǎn)生的正相關(guān)績(jī)效關(guān)系。在項(xiàng)目管理實(shí)踐中,項(xiàng)目管理者也認(rèn)識(shí)到解決當(dāng)前項(xiàng)目實(shí)施面臨的問(wèn)題,必須增加項(xiàng)目文化建設(shè)的軟實(shí)力。同時(shí),在項(xiàng)目管理過(guò)程中,存在重生產(chǎn)輕文化的錯(cuò)誤理念,只有當(dāng)矛盾集聚,質(zhì)變成問(wèn)題顯露后,項(xiàng)目經(jīng)理才被動(dòng)處理。項(xiàng)目經(jīng)理在施工生產(chǎn)的過(guò)程中,更多地關(guān)注施工安全、質(zhì)量、工期和效益,看輕文化建設(shè),在項(xiàng)目經(jīng)理績(jī)效考核中對(duì)文化建設(shè)的考核存在空白。然而,采用行政管理方式和施工管理方法,仍不能解決工程建設(shè)中存在的諸多問(wèn)題,項(xiàng)目經(jīng)理在解決各種問(wèn)題和矛盾中,不能有效推動(dòng)項(xiàng)目的正常運(yùn)轉(zhuǎn)。項(xiàng)目文化建設(shè)是建筑施工企業(yè)打造核心競(jìng)爭(zhēng)力,贏取市場(chǎng)競(jìng)爭(zhēng)的有力舉措。從文化要素的價(jià)值觀、行為準(zhǔn)則兩個(gè)方面,儀式文化、凝聚力文化、敬業(yè)文化、制度文化、項(xiàng)目經(jīng)理文化、團(tuán)隊(duì)文化六個(gè)維度,對(duì)文化的內(nèi)涵進(jìn)行闡釋。結(jié)合SJ工程項(xiàng)目文化建設(shè)存在的問(wèn)題,提煉出一般適用性的項(xiàng)目文化建設(shè)措施,這些措施具有實(shí)踐指導(dǎo)意義。本文首先對(duì)項(xiàng)目文化建設(shè)的相關(guān)理論基礎(chǔ)進(jìn)行了研究,對(duì)與文化建設(shè)相關(guān)的管理理論知識(shí)進(jìn)行了闡釋,包括價(jià)值觀理論、行為準(zhǔn)則理論以及項(xiàng)目文化的內(nèi)涵、項(xiàng)目文化的要素。對(duì)國(guó)內(nèi)和國(guó)外項(xiàng)目文化進(jìn)行研究總結(jié),項(xiàng)目文化經(jīng)歷了不同的發(fā)展階段和發(fā)展歷程,并在不同時(shí)期取得不同的研究成果。簡(jiǎn)要總結(jié)了國(guó)內(nèi)外項(xiàng)目文化建設(shè)發(fā)展歷程和每個(gè)階段取得的研究成果。在國(guó)內(nèi)外相關(guān)文獻(xiàn)研究的基礎(chǔ)上,結(jié)合工程項(xiàng)目的特點(diǎn),本文給出了項(xiàng)目文化的定義。從項(xiàng)目經(jīng)理、團(tuán)隊(duì)建設(shè)、項(xiàng)目溝通等角度分析工程項(xiàng)目文化要素。由于工程項(xiàng)目的特殊性,項(xiàng)目文化也具有相應(yīng)的獨(dú)特性。在分析項(xiàng)目特征的基礎(chǔ)上,對(duì)項(xiàng)目文化的特征進(jìn)行了闡釋。建筑企業(yè)為了贏得市場(chǎng)競(jìng)爭(zhēng),獲得社會(huì)知名度和美譽(yù)度,實(shí)現(xiàn)項(xiàng)目既定目標(biāo),需要重視項(xiàng)目文化建設(shè)。從企業(yè)管理問(wèn)題、項(xiàng)目管理問(wèn)題、員工素質(zhì)問(wèn)題三個(gè)方面分析了項(xiàng)目管理存在的問(wèn)題。采用案例分析法。項(xiàng)目文化既具有企業(yè)文化的特征,是企業(yè)文化在項(xiàng)目上的實(shí)施。由于施工的地域性、利益相關(guān)方的多方參與性,每個(gè)項(xiàng)目都有獨(dú)特性,項(xiàng)目文化又具有鮮明的項(xiàng)目特征。從價(jià)值觀和行為準(zhǔn)則兩個(gè)方面,儀式文化、凝聚力文化、敬業(yè)文化、制度文化、項(xiàng)目經(jīng)理文化、團(tuán)隊(duì)文化六個(gè)維度,對(duì)SJ工程文化進(jìn)行通過(guò)對(duì)中鐵十局SJ工程文化建設(shè)研究,總結(jié)出文化建設(shè)的方案和具體實(shí)施措施。分析SJ工程項(xiàng)目文化建設(shè)在價(jià)值觀和行為準(zhǔn)則方面存在的問(wèn)題,并提出建設(shè)措施。總結(jié)出具有普遍性的建設(shè)方案。在項(xiàng)目文化建設(shè)中,注重對(duì)員工的人力資源研究,對(duì)協(xié)作隊(duì)伍農(nóng)民工的人力資源研究,更直接地促進(jìn)施工生產(chǎn)的安全、質(zhì)量、進(jìn)度、效益發(fā)展。通過(guò)對(duì)文化價(jià)值觀和行為準(zhǔn)則的理論研究,以及項(xiàng)目文化內(nèi)涵和要素的國(guó)內(nèi)外研究,結(jié)合SJ工程項(xiàng)目文化建設(shè)的問(wèn)題和建設(shè)措施,總結(jié)出具有一般適用性的項(xiàng)目文化建設(shè)措施。為大型工程順利完成提供新的管理方法,為大型工程項(xiàng)目管理者提供新的管理視角。引導(dǎo)項(xiàng)目管理者重視項(xiàng)目文化建設(shè),意識(shí)到項(xiàng)目文化建設(shè)的有效性,開(kāi)創(chuàng)項(xiàng)目文化建設(shè)新局面。
[Abstract]:The rapid development of the economy and the quality requirements made in China put forward higher challenges to the construction enterprises in China. In the form of the current construction industry in China, the construction enterprises still adopt traditional construction technology and extensive management. The threshold of the construction enterprises is low, the scale and the grade of the capital quality are different, and the market competition is very fierce. The market competition of construction enterprises still adopts the way of winning the bid at low price. Modern management system and process have been widely used in large construction projects, but large projects still have many problems in quality, safety, time limit, benefit, business and so on. Under the existing project management conditions, how to solve these problems and become construction enterprises In the construction industry, the construction of project culture is becoming more and more concerned. The positive correlation between project culture and project performance has been demonstrated by scholars. The construction of project culture includes the construction of values, the construction of behavior level, the construction of system level and the construction of material level. More attention should be paid to the theoretical research on project culture construction and the positive relationship between project culture construction and project implementation. In the practice of project management, project managers also realize that solving the problems facing the current project implementation must increase the soft strength of the project culture construction. At the same time, there is heavy production in the process of project management. The wrong idea of light culture is that only when the contradiction is gathered and the quality becomes a problem, the project manager is passively treated. In the process of construction production, the project manager pays more attention to the safety, quality, time and benefit of the construction, neglecting the cultural construction and the assessment of the cultural construction in the performance appraisal of the project manager. However, the administrative management is adopted. The method of management and construction management still can not solve many problems in the construction of the project. The project manager can not effectively promote the normal operation of the project in solving various problems and contradictions. The construction of the project culture is a powerful measure to build the core competitiveness of the construction enterprises and win the competition in the market. The two aspects of the standard, ritual culture, cohesive culture, respect culture, system culture, project manager culture and team culture are six dimensions to explain the connotation of culture. In combination with the problems existing in the construction of SJ project culture, the general and applicable project culture construction measures are extracted. From the two aspects of values and rules of conduct, ritual culture, cohesive culture, respect culture, system culture, project manager culture and team culture are the six dimensions of the SJ engineering culture, and the cultural construction is summed up by the study of the cultural construction of the ten Bureau SJ engineering culture of China Railway. This paper analyzes the problems in the cultural construction of SJ project in terms of values and rules of conduct, and puts forward the construction measures. It also summarizes the general construction plan. In the construction of the project, it pays more attention to the research of the human resources of the employees, and promotes the research of the manpower resources of the peasant workers of the cooperative team more directly. The safety, quality, progress, and benefit development of industrial production. Through the theoretical study of cultural values and rules of conduct, and the study of the cultural connotation and elements of the project at home and abroad, combined with the problems and construction measures of the cultural construction of the SJ project, this paper summarizes the general applicability of the project culture construction measures. For the new management method, it provides a new management perspective for the managers of large project projects, guides project managers to attach importance to the construction of project culture, realizes the effectiveness of the project culture construction, and creates a new situation in the construction of the project culture.
