XX公司燃機(jī)工程項(xiàng)目供應(yīng)商的管理問題研究

【摘要】:隨著市場經(jīng)濟(jì)的發(fā)展,新能源行業(yè)近幾年得到了充分的發(fā)展。在燃?xì)廨啓C(jī)聯(lián)合循環(huán)發(fā)電項(xiàng)目執(zhí)行過程中,項(xiàng)目管理的過程貫穿整個項(xiàng)目執(zhí)行過程,項(xiàng)目管理的成敗直接決定了項(xiàng)目的成功與否。燃?xì)廨啓C(jī)聯(lián)合循環(huán)發(fā)電項(xiàng)目自2005年起國內(nèi)開始建設(shè)第一套發(fā)電機(jī)組以來,至今還不到十年,雖然項(xiàng)目管理工作在工程項(xiàng)目逐漸增多的基礎(chǔ)上開始漸漸走向成熟,但仍然不同于常規(guī)火電燃煤機(jī)組的是,燃?xì)廨啓C(jī)聯(lián)合循環(huán)發(fā)電項(xiàng)目的項(xiàng)目管理仍然沒有形成一套完整、成熟的管理體系。本文首先引入了燃機(jī)項(xiàng)目執(zhí)行中各方的角色關(guān)系,論述了執(zhí)行項(xiàng)目整體的框架以及闡述了分包的標(biāo)準(zhǔn)以及通用的分包情況。作者在**公司燃機(jī)事業(yè)部合同采購及管理崗位的工作過程中,發(fā)現(xiàn)了現(xiàn)有的分包體系中會嚴(yán)重影響工程進(jìn)度、成本以及質(zhì)量的問題。本文的主要工作為分析了以下各個問題的產(chǎn)生因素以及產(chǎn)生階段:1、設(shè)計(jì)變更以及現(xiàn)場施工變更問題;2、供應(yīng)商數(shù)量問題;3、二次分包問題;4、業(yè)主指定分包商問題;5、分包商單位變更問題;從合同的建立供貨商清單階段到合同關(guān)閉階段分別建立了相應(yīng)的規(guī)范以避免以上問題的產(chǎn)生。同時,在建立合格供應(yīng)商清單階段增加了工廠及現(xiàn)場調(diào)研工作并且完善了各項(xiàng)評估體系的內(nèi)容,根據(jù)新的評估體系建立了新的供應(yīng)商評價準(zhǔn)則表,在合同關(guān)閉和驗(yàn)收階段,重新制訂了采購質(zhì)量控制流程和驗(yàn)收規(guī)范,對于完全符合規(guī)范的設(shè)備歸入了已有的合格供應(yīng)商清單中,最終使得整個采購流程能夠形成一個完整、高效的循環(huán)系統(tǒng)。
[Abstract]:With the development of market economy, new energy industry has been fully developed in recent years. In the process of gas turbine combined cycle power generation project implementation, the process of project management runs through the whole project implementation process, the success or failure of the project management directly determines the success or failure of the project. Since the gas turbine combined cycle power generation project began to build the first set of generating units in China in 2005, it has been less than 10 years, although the project management work began to mature gradually on the basis of the increasing number of engineering projects. However, different from conventional coal-fired units, the project management of gas turbine combined cycle power generation project has not formed a complete and mature management system. This paper first introduces the roles of all parties in the implementation of a gas turbine project, discusses the overall framework of the execution of the project, and expounds the subcontracting standards and the general subcontracting situation. In the process of purchasing and managing the contract in the department of gas turbine, the author finds out that the existing subcontracting system will seriously affect the progress, cost and quality of the project. The main work of this paper is to analyze the following factors and the generation stage: 1: 1, design change and site construction change problem 2, supplier number problem 3, secondary subcontract problem 4, owner designated subcontractor problem 5, The change of contractor's unit; From the contract establishment supplier list stage to the contract closing stage, the corresponding specifications are established to avoid the above problems. At the same time, factory and site research work has been added and various evaluation systems have been improved during the establishment of the qualified supplier list. A new supplier evaluation criteria table has been established according to the new evaluation system, and during the contract closure and acceptance stages, The purchasing quality control process and acceptance criterion are reformulated, and the equipment that conforms to the standard is included in the list of qualified suppliers, which makes the whole procurement process form a complete and efficient circulatory system.
