【摘要】：易地扶貧搬遷是政府主導(dǎo)、群眾自愿參與,將居住在自然條件惡劣地區(qū)的農(nóng)村貧困人口搬遷到生存與發(fā)展較好的地方,從根本上改善生產(chǎn)生活方式,實(shí)現(xiàn)脫貧致富的一種扶貧方式,是我國(guó)目前最徹底、最有效的扶貧措施之一,該項(xiàng)目因其政策性強(qiáng)、時(shí)限要求緊、涉及群體面廣、利益干系人多、要素保障高等因素導(dǎo)致項(xiàng)目的管理難度極大,項(xiàng)目可變因素增多,要達(dá)到預(yù)期的質(zhì)量保障、工期可保、成本可控目標(biāo)已是極為艱難的任務(wù)。A縣2016年易地扶貧搬遷工程項(xiàng)目管理的過(guò)程中,預(yù)計(jì)實(shí)施3527戶13762人,預(yù)算資金9.18億元,2016年12月30日全面完成,實(shí)際完成情況是,結(jié)算資金10.2億,2017年2月才全面完成,工程質(zhì)量參差不齊,各項(xiàng)指標(biāo)均未達(dá)到預(yù)定目標(biāo)。文章以A縣2016年實(shí)施的易地扶貧搬遷項(xiàng)目為切入點(diǎn),就項(xiàng)目實(shí)施過(guò)程中存在的問(wèn)題逐一進(jìn)行梳理和歸類,在此基礎(chǔ)上,利用大量有關(guān)貧困、易地扶貧搬遷、項(xiàng)目管理等理論文獻(xiàn)闡釋了國(guó)內(nèi)外研究成果及其不足,結(jié)合實(shí)地調(diào)研、訪談、頭腦風(fēng)暴和問(wèn)卷調(diào)查等方法,梳理歸類出了五個(gè)方面的問(wèn)題,即:基礎(chǔ)設(shè)施配套建設(shè)、就業(yè)問(wèn)題、遷入地的土地分配、項(xiàng)目過(guò)程管控、經(jīng)費(fèi)籌措和監(jiān)管。針對(duì)問(wèn)題進(jìn)行分析論證,提出相應(yīng)的解決建議。建立健全的項(xiàng)目管理運(yùn)行機(jī)制;完善易地搬遷項(xiàng)目經(jīng)費(fèi)籌措機(jī)制;合理規(guī)劃土地及宅基地;加強(qiáng)遷入地教育等基礎(chǔ)設(shè)施建設(shè);提高遷入地的就業(yè)水平。并對(duì)問(wèn)題進(jìn)行了深入分析,提出了相應(yīng)的解決建議,以期不僅能解決A縣以后年度即將實(shí)施的易地扶貧搬遷項(xiàng)目,也可對(duì)全國(guó)當(dāng)下大力組織的該項(xiàng)工作提供有益經(jīng)驗(yàn),對(duì)政府投資的類似項(xiàng)目提供有利參考。
[Abstract]:The change of land for poverty alleviation and relocation is led by the government and voluntary participation of the masses. The poor rural population living in areas with poor natural conditions will be relocated to places where they can survive and develop better, so as to fundamentally improve the way of production and life. One of the most thorough and effective poverty alleviation measures in China is to achieve poverty alleviation and become rich from poverty. Because of its strong policy and tight time limit, the project involves a wide range of groups and has a large number of stakeholders. Factors such as high factor guarantee lead to the great difficulty of project management and the increase of project variable factors. In order to achieve the expected quality assurance, the duration of the project can be guaranteed. The goal of cost control is already a very difficult task. In the course of managing the project of poverty alleviation and relocation project in 2016 in County A, it is estimated that 3527 households and 13762 people will be implemented, with a budget of 918 million yuan, which will be fully completed on December 30, 2016. The actual completion situation is, The settlement fund was 1.02 billion and completed in February 2017. The quality of the project was uneven and the targets were not reached. Based on the poverty alleviation and relocation project implemented in A County in 2016, the paper combs and classifies the existing problems one by one during the implementation of the project, and on this basis, makes use of a large number of poverty alleviation and relocation. Project management and other theoretical documents explain the domestic and foreign research results and their shortcomings, combined with field research, interviews, brainstorming and questionnaire survey methods, combing out five aspects of the problems, namely: infrastructure construction, employment issues, Land allocation, project process control, financing and supervision of the relocation site. To analyze and demonstrate the problem, put forward the corresponding solutions. To establish a sound project management operation mechanism; to improve the financing mechanism of relocation projects; to plan land and homestead rationally; to strengthen the construction of infrastructure such as immigration education; to improve the employment level of relocation land. The problem is analyzed in depth, and the corresponding suggestions are put forward, in order not only to solve the project of poverty alleviation and relocation in the later year of County A, but also to provide useful experience for the work organized by the whole country at present. To provide a favorable reference for similar projects invested by the government.
