【摘要】：隨著經(jīng)濟全球化的趨勢不斷深入,我國的實業(yè)投資已面臨轉(zhuǎn)型的時刻,因而近年國內(nèi)企業(yè)在不斷試水海外投資項目,但由于跨國投資的風(fēng)險很大,且國內(nèi)對跨國產(chǎn)業(yè)投資的風(fēng)險管理研究不足,因此對中小型企業(yè)的海外投資項目的風(fēng)險管理進行探討研究,其成果有利于為類似企業(yè)的海外項目投資提供決策參考依據(jù)；對規(guī)避項目風(fēng)險,促進項目目標的實現(xiàn),提升國際工程項目管理水平具有重要現(xiàn)實意義。 論文首先對越南實業(yè)投資項目特征進行了描述,對項目風(fēng)險管理現(xiàn)狀及存在的問題進行了闡述,對原因進行了分析。其次按照風(fēng)險管理理論,對該項目的風(fēng)險進行了全面的識別,共識別出5個類別37項風(fēng)險。然后通過基于風(fēng)險排序矩陣的層次分析法對識別的風(fēng)險予以量化評估,確定了影響15項主要風(fēng)險。再根據(jù)這些主要風(fēng)險的特征及發(fā)生因素,從各方面針對性的制訂了控制方案。并提出了項目風(fēng)險控制方案的實施保障措施。最后根據(jù)初步施效果及提出了相關(guān)建議。 本文的研究成果表明：針對此類的中小型企業(yè)海外實業(yè)投資,使用常識、經(jīng)驗、核對表法等可以識別盡可能多的風(fēng)險因素并做針對性的控制。其次,需要對投資所在國的政治風(fēng)險予以特別的關(guān)注,并及時對風(fēng)險級別予以調(diào)整。這類風(fēng)險發(fā)生概率小,但是一旦發(fā)生對企業(yè)而言則會造成滅頂之災(zāi)。一般類似項目都是以越南友邦國身份或多國銀團聯(lián)合投資的方式,借助他國的政治影響力對投資國的政治風(fēng)險予以適當規(guī)避；加入一些駐在國的商會組織也有利于提高對政治風(fēng)險的預(yù)警與提前規(guī)避。本文的研究成果也可為國內(nèi)企業(yè)解決在越南的實業(yè)投資存在的風(fēng)險問題提供參考。
[Abstract]:With the deepening of the trend of economic globalization, China's industrial investment has been faced with a time of transition. Therefore, in recent years, domestic enterprises are constantly experimenting with overseas investment projects, but because of the great risks of transnational investment, And the domestic risk management research on transnational industry investment is insufficient, so the risk management of overseas investment projects of small and medium-sized enterprises is discussed, and the results are helpful to provide reference for the overseas investment of similar enterprises. It is of practical significance to avoid project risk, promote the realization of project objectives and improve the level of international engineering project management. Firstly, the paper describes the characteristics of Vietnam's industrial investment projects, expounds the present situation and existing problems of project risk management, and analyzes the reasons. Secondly, according to the theory of risk management, the risk of the project is fully identified, and 37 kinds of risks are identified. Then, the identified risk is quantitatively evaluated by AHP based on the risk ranking matrix, and 15 main risks are determined. According to the characteristics and occurrence factors of these main risks, the control scheme is formulated from various aspects. And put forward the implementation of the project risk control measures. Finally, according to the preliminary application effect and put forward the related suggestions. The research results of this paper show that: for such small and medium-sized enterprises overseas investment, use common sense, experience, check list and so on can identify as many risk factors as possible and do targeted control. Second, special attention needs to be paid to the political risks of the countries in which they invest and the level of risk should be adjusted in a timely manner. This kind of risk occurrence probability is small, but once occurs to the enterprise will cause the disaster. In general, similar projects are in the form of joint investment of Vietnamese friends or multinational syndicates, and the political risks of the investing countries are properly avoided by the political influence of other countries. Joining chambers of commerce in some countries also helps to raise early warning and avoid political risks. The research results of this paper can also provide reference for domestic enterprises to solve the risk of industrial investment in Vietnam.
