中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟運(yùn)行模式研究

【摘要】:隨著我國(guó)體育改革的不斷深化,國(guó)家體育總局各運(yùn)動(dòng)項(xiàng)目管理中心也紛紛加快了改革步伐,積極探索新時(shí)期體育項(xiàng)目可持續(xù)發(fā)展的新途徑。作為市場(chǎng)化程度較高的網(wǎng)球項(xiàng)目,一直走在改革的前沿,中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟的成立是對(duì)體育項(xiàng)目可持續(xù)發(fā)展一次大膽的嘗試,對(duì)其他體育項(xiàng)目今后的發(fā)展起到借鑒作用。本文以中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟的運(yùn)行模式為主要研究對(duì)象,運(yùn)用文獻(xiàn)資料法、專家訪談法、問(wèn)卷調(diào)查法等研究方法,對(duì)中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟的基本情況、組織架構(gòu)、運(yùn)行模式的構(gòu)成要素等幾個(gè)方面進(jìn)行研究發(fā)現(xiàn):中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟是由官方機(jī)構(gòu)發(fā)起的以發(fā)展體育項(xiàng)目為目標(biāo)的非營(yíng)利性社會(huì)體育組織;官方背景使之具有得天獨(dú)厚的政策條件,跨界整合社會(huì)資源的項(xiàng)目推廣理念把握住了市場(chǎng)經(jīng)濟(jì)環(huán)境的脈搏,充分調(diào)動(dòng)了體育協(xié)會(huì)、企業(yè)、學(xué)校、俱樂(lè)部、社會(huì)團(tuán)體的自發(fā)性與參與性,得到社會(huì)各界的廣泛支持;會(huì)員制的管理形式打破了以往體育管理部門獨(dú)攬行政大權(quán)的格局,使參與者能夠有序的進(jìn)行自我管理、相互監(jiān)督、資源共享、協(xié)同發(fā)展;三種不同形式的積分制賽事體系符合各個(gè)年齡段少年兒童的生長(zhǎng)發(fā)育特點(diǎn),擴(kuò)大了少年兒童的可參與人群范圍,人性化的培養(yǎng)和選拔模式解決了很多運(yùn)動(dòng)員和家庭的后顧之憂,激勵(lì)和幫助更多運(yùn)動(dòng)員追逐夢(mèng)想,實(shí)現(xiàn)了從少兒網(wǎng)球培訓(xùn)到參賽的一條龍服務(wù)過(guò)程;中國(guó)網(wǎng)球協(xié)會(huì)少兒網(wǎng)球發(fā)展聯(lián)盟以主動(dòng)走進(jìn)校園為主要的項(xiàng)目推廣手段,以培訓(xùn)小學(xué)體育教師為主要的教練員培養(yǎng)對(duì)象,充分發(fā)揮了體教結(jié)合的特點(diǎn),為項(xiàng)目后備人才培養(yǎng)奠定了基礎(chǔ)。少兒網(wǎng)球發(fā)展聯(lián)盟目前存在以下不足:聯(lián)盟成立至今還沒(méi)有制定章程,其合法性問(wèn)題仍有待解決;個(gè)人會(huì)員及團(tuán)體會(huì)員數(shù)量都呈現(xiàn)地域發(fā)展不均衡現(xiàn)象;運(yùn)動(dòng)員和教練員性別比例失調(diào);教練員注冊(cè)會(huì)員太少,整體水平較低;教練員培訓(xùn)形式及手段較為單一;缺乏相關(guān)訓(xùn)練器材和比賽設(shè)施建設(shè),對(duì)商務(wù)會(huì)員依賴性較大;市場(chǎng)盈利能力較弱,缺少后續(xù)資金支持等。本文建議:盡快完善相關(guān)管理規(guī)章制度,細(xì)化會(huì)員等級(jí),采取更加有效地會(huì)員激勵(lì)措施;進(jìn)一步擴(kuò)大推廣和宣傳規(guī)模,針對(duì)不同的區(qū)域性特點(diǎn)制定更加合理的交流與合作辦法;增加比賽場(chǎng)地建設(shè),增加過(guò)渡球和短網(wǎng)參賽人數(shù),甚至可以考慮把閑置的羽毛球場(chǎng)地作為短網(wǎng)比賽場(chǎng)地使用;加強(qiáng)網(wǎng)絡(luò)平臺(tái)建設(shè),增加會(huì)員溝通渠道;擴(kuò)大校園合作范圍,走進(jìn)幼兒園推廣項(xiàng)目;加強(qiáng)市場(chǎng)開(kāi)發(fā)力度,廣泛吸引資金注入。
[Abstract]:With the deepening of sports reform in China, the sports management centers of the State Sports Administration have also accelerated the pace of reform one after another, and actively explored new ways for the sustainable development of sports events in the new period. As a tennis event with a high degree of marketization, it has always been at the forefront of reform. The establishment of the Children's Tennis Development League of China Tennis Association is a bold attempt at the sustainable development of sports. For the future development of other sports play a reference role. In this paper, the operating mode of the Children's Tennis Development League of the Chinese Tennis Association is taken as the main research object, and the basic situation of the Children's Tennis Development League of the Chinese Tennis Association is analyzed by using the methods of literature, expert interview and questionnaire investigation. It is found that the Children's Tennis Development League of China Tennis Association is a non-profit social sports organization which aims at the development of sports. The official background makes it endowed with unique policy conditions. The project promotion concept of cross-border integration of social resources has grasped the pulse of the market economy environment, fully mobilized sports associations, enterprises, schools, clubs, The spontaneity and participation of social groups have been widely supported by all walks of life. The management form of membership system breaks the pattern that sports management departments monopolize the administrative power in the past, so that participants can manage themselves and supervise each other in an orderly manner. The three different forms of the competition system accord with the characteristics of the growth and development of children of all ages, and expand the range of children's participation in the crowd. The humanized training and selection model solves the worries of many athletes and families, encourages and helps more athletes to pursue their dreams, and realizes the one-stop service process from children's tennis training to participating in the competition. The Children's Tennis Development League of China Tennis Association regards taking the initiative to enter the campus as the main project promotion means, taking the primary school physical education teacher as the main training object, giving full play to the characteristics of the combination of sports and education. For the project reserve talent training laid the foundation. Children's Tennis Development League has the following shortcomings at present: the league has not yet formulated regulations, its legitimacy still needs to be solved, the number of individual members and group members are uneven in regional development; Athletes and coaches gender imbalance; coaches registered members are too few, the overall level is low; coaches training form and means are relatively single; lack of related training equipment and competition facilities construction, relying on business members; Market profitability is weak, lack of follow-up funding support. This paper suggests that: improve the relevant management rules and regulations as soon as possible, refine the membership level, take more effective member incentive measures, further expand the scale of promotion and publicity, and formulate more reasonable means of communication and cooperation according to different regional characteristics; Increase the construction of competition venues, increase the number of participants in transition balls and short nets, and even consider using unused badminton venues as short net competition venues; strengthen the construction of network platforms and increase the channels of communication among members; and expand the scope of campus cooperation. Into kindergarten extension projects; strengthen market development efforts, widely attract capital injection.
