【摘要】：近年來,隨著三門縣的經(jīng)濟的快速發(fā)展,其中政府投資在經(jīng)濟發(fā)展中發(fā)揮這無可比擬的經(jīng)濟和社會效益,從本質(zhì)上改善了三門縣的基礎(chǔ)設(shè)施建設(shè)和投資環(huán)境,國民經(jīng)濟得到了全面的發(fā)展,社會民生取得了較大的進步。但是受制于原有投資管理組織模式的制約以及前期決策、監(jiān)督管理體制的不完善等因素,三門縣政府投資項目在前期項目管理和建設(shè)過程中存在著很多問題和弊端。如何破除原有三門縣政府投資項目管理模式的束縛,創(chuàng)新科學決策、公平競爭、合理有效的新管理模式是擺在三門縣政府面前重要的課題。論文通過參考國內(nèi)外政府管理模式相關(guān)文獻資料,以公共財政理論和委托代理理論作為理論基礎(chǔ),具體分析了三門縣政府投資項目現(xiàn)行管理模式存在的弊端及原因,并相應提出了改進與完善三門縣政府投資項目管理模式創(chuàng)新及建議對策,從而提高政府投資項目管理效率,從機制上保證政府投資項目實現(xiàn)規(guī)范管理。全文共分為六大章。第一章為緒論部分,論述了論文的現(xiàn)實情況和背景需求并簡單介紹了國內(nèi)外政府管理模式相關(guān)的文獻參考。第二章為理論基礎(chǔ)部分,介紹了政府投資項目以及政府投資項目管理的理論概念。第三章重點說明了政府投資項目管理模式的概念以及具體的內(nèi)容。第四章詳細分析三門縣政府投資項目現(xiàn)行管理模式存在的弊端及原因。第五章是全文的重點部分,提出改進與完善三門縣政府投資項目管理模式創(chuàng)新及建議對策。第六章為論文的結(jié)語。
[Abstract]:In recent years, with the rapid economic development of Sanmen County, government investment in economic development has brought into play the unparalleled economic and social benefits, and has substantially improved the infrastructure construction and investment environment in Sanmen County. The national economy has been comprehensively developed, and the people's livelihood has made great progress. However, due to the constraints of the original investment management organization model and previous decision-making, supervision and management system is not perfect, Sanmen county government investment projects in the early stage of project management and construction process there are many problems and drawbacks. How to break the shackles of the original Sanmen county government investment project management mode, innovate scientific decision-making, fair competition, reasonable and effective new management model is an important subject in front of Sanmen county government. Based on the theory of public finance and principal-agent theory, the paper analyzes the disadvantages and reasons of the current management mode of government investment projects in Sanmen County. It also puts forward the innovation of the management mode of the government investment project in Sanmen county and the corresponding suggestions, so as to improve the efficiency of the management of the government investment project and guarantee the realization of the standardized management of the government investment project from the mechanism. The full text is divided into six chapters. The first chapter is the introduction part, which discusses the actual situation and background requirements of the paper and briefly introduces the references of the domestic and foreign government management model. The second chapter is the theoretical foundation part, introduces the government investment project and the government investment project management theory concept. The third chapter focuses on the concept of government investment project management model and the specific content. Chapter four analyzes the malpractice and reason of the current management mode of Sanmen county government investment project in detail. The fifth chapter is the key part of the full text, and puts forward the innovation of the government investment project management mode in Sanmen County and the countermeasures. The sixth chapter is the conclusion of the thesis.
