【摘要】：農(nóng)田是人類賴以生存和發(fā)展的最根本的保障。高標準農(nóng)田土地整治項目建設(shè)是提升農(nóng)田土地質(zhì)量、擴大農(nóng)田土地面積,提高農(nóng)田單產(chǎn)有效途徑,對保證國家糧食安全,發(fā)展農(nóng)業(yè)現(xiàn)代化和保證農(nóng)業(yè)產(chǎn)業(yè)可持續(xù)發(fā)展有著重要意義。在全國高標準農(nóng)田土地整治建設(shè)的大背景下,廣西也掀起了建設(shè)熱潮, 《高標準基本農(nóng)田建設(shè)規(guī)范(試行)》的施行為高標準農(nóng)田建設(shè)提供法律依據(jù)。邕寧區(qū)是廣西南寧市轄區(qū),位于南寧市東南部,從2012年至今,有序推進高標準農(nóng)田土地整治項目建設(shè)。本人深入邕寧區(qū)高標準農(nóng)田土地整治項目的五個鄉(xiāng)鎮(zhèn)的村屯作業(yè)區(qū)開展實地調(diào)研,向項目實施部門咨詢、問詢,座談,獲取項目質(zhì)量管理數(shù)據(jù)、收集對策和建議,研究邕寧區(qū)推進高標準農(nóng)田土地整治項目的相關(guān)村屯作業(yè)區(qū)質(zhì)量管理存在突出問題,并提出管理對策建議。論文通過研究邕寧區(qū)高標準農(nóng)田土地整治項目質(zhì)量管理存在資金投入總體不足；重進度、輕效果；重面積、輕質(zhì)量；重建設(shè)、輕管理；監(jiān)管機制不健全等突出問題。分析資金、時間、組織、程序、監(jiān)管等因素對項目質(zhì)量管理的影響,加強對項目質(zhì)量管理影響因素的檢查,根據(jù)項目管理的基本理論,提出在項目實施過程中采用多方籌措資金,加大對高標準農(nóng)田土地整治項目建設(shè)投入；引進C-PMBOK項目管理體系；運用項目管理工作分解結(jié)構(gòu)(WBS)對項目實行分級管理；建立高標準農(nóng)田質(zhì)量指標評價體系,強化地力培肥；明確職責分工,引入質(zhì)量保證機制等措施對項目質(zhì)量嚴格管理。得出“研究項目管理中存在的突出問題,分析問題因素對項目質(zhì)量管理的影響,提出項目質(zhì)量管理措施,嚴格項目質(zhì)量管控,提高項目工程總體質(zhì)量”的結(jié)論,對高標準農(nóng)田土地整治項目建設(shè)具有現(xiàn)實的指導作用。
[Abstract]:Farmland is the most fundamental guarantee for human survival and development. The construction of high standard farmland land renovation project is an effective way to improve farmland land quality, expand farmland land area and increase farmland yield per unit yield, which will ensure national food security. It is of great significance to develop agricultural modernization and ensure the sustainable development of agricultural industry. Against the background of the construction of high standard farmland land in China, Guangxi has also set off a construction upsurge. The implementation of the "High Standard basic farmland Construction Standard (trial)" provides the legal basis for the construction of high standard farmland. Yongning District is Guangxi Nanning City area, located in the southeast of Nanning City. From 2012 to now, the construction of high standard farmland land renovation project has been carried out in an orderly manner. I go deep into the villages and villages of five villages and towns in Yongning District to consult, inquire and discuss with the project implementation departments, obtain project quality management data, and collect countermeasures and suggestions. This paper studies the problems existing in the quality management of the relevant village operation areas in Yongning District, and puts forward some countermeasures and suggestions. Through the research of the Yongning area high standard farmland land regulation project quality management has the overall insufficient investment; the heavy progress, the light effect, the heavy area, the light quality, the heavy construction, the light management, the supervision mechanism is not perfect and so on prominent problems. Analyze the influence of fund, time, organization, procedure, supervision and other factors on project quality management, strengthen the inspection of the influencing factors of project quality management, according to the basic theory of project management, In the process of project implementation, the author proposes to increase the investment in the construction of high standard farmland land renovation project, to introduce the C-PMBOK project management system, to use the decomposing structure of project management to carry out the hierarchical management of the project, to increase the investment in the construction of the high standard farmland land renovation project, to adopt the project management system. The evaluation system of high standard farmland quality index should be established to strengthen the fertility of the land, the division of duties should be defined, and the quality assurance mechanism should be introduced to strictly manage the quality of the project. The conclusion is that "studying the outstanding problems in project management, analyzing the influence of the problem factors on the project quality management, putting forward the project quality management measures, strictly controlling the project quality, and improving the overall quality of the project". It has practical guiding function to the construction of high standard farmland land regulation project.
