【摘要】：項(xiàng)目管理辦公室(Project Management Office, PMO)的誕生時(shí)間在20世紀(jì)90年代初期。伴隨著飛速發(fā)展的經(jīng)濟(jì)全球化步伐,項(xiàng)目管理化企業(yè)的運(yùn)作模式趨向于進(jìn)行整體項(xiàng)目的統(tǒng)一管理,多項(xiàng)目管理也逐步成為企業(yè)無可避免的項(xiàng)目管理環(huán)境。PMO是在這樣的背景下產(chǎn)生和發(fā)展,逐漸成為項(xiàng)目驅(qū)動型企業(yè)多項(xiàng)目管理的實(shí)現(xiàn)(項(xiàng)目管理,項(xiàng)目組合管理)的綜合部門。PMO在組織構(gòu)架上保障了企業(yè)戰(zhàn)略目標(biāo)與其多項(xiàng)目管理的一致性,讓企業(yè)資源實(shí)現(xiàn)了有效利用達(dá)到一定的優(yōu)化配置,對于各個(gè)項(xiàng)目相互間、項(xiàng)目與職能部門相互間出現(xiàn)的“協(xié)調(diào)問題”也迎刃而解,從而使得實(shí)現(xiàn)企業(yè)多項(xiàng)目管理目標(biāo)的過程變得更加高效。本文研究了組織級PMO在多項(xiàng)目選擇階段進(jìn)行項(xiàng)目優(yōu)先級排序的作用。首先,對PMO以及多項(xiàng)目優(yōu)先級評價(jià)的應(yīng)用文獻(xiàn)進(jìn)行分析和總結(jié)；然后,概述了PMO的主要職能和組織結(jié)構(gòu)；接著,對組織級PMO視角下的多項(xiàng)目優(yōu)先級評價(jià)進(jìn)行深入研究,如設(shè)計(jì)了優(yōu)先級評價(jià)流程,構(gòu)架了基于平衡計(jì)分卡的評價(jià)指標(biāo)體系、建立了混合權(quán)重計(jì)算與逼近理想解法相結(jié)合的綜合評價(jià)數(shù)學(xué)模型；最后,通過實(shí)際案例分析來驗(yàn)證組織級PMO在多項(xiàng)目優(yōu)先級排序問題上的實(shí)際應(yīng)用意義。
[Abstract]:Project Management Office (PMOs) was born in the early 1990s. With the rapid development of economic globalization, the operation mode of project management enterprises tends to carry out the unified management of the whole project. Multi-project management has gradually become an inevitable project management environment for enterprises. PMO is produced and developed under this background, and gradually becomes the realization of multi-project management (project management) in project-driven enterprises. PMO (Project portfolio Management) ensures the consistency between the strategic objectives of the enterprise and its multi-project management in the organizational framework, and enables the enterprise to make effective use of the resources to achieve a certain optimal allocation. The "coordination problem" between the project and the functional department is also solved, which makes the process of realizing the multi-project management goal more efficient. This paper studies the role of organization level PMO in project prioritization in multi-project selection phase. Firstly, it analyzes and summarizes the application literature of PMO and multi-project priority evaluation; then, it summarizes the main functions and organizational structure of PMO; then, it makes an in-depth study of multi-project priority evaluation from the perspective of organization-level PMO. For example, the priority evaluation process is designed, the evaluation index system based on balanced scorecard is constructed, and the comprehensive evaluation mathematical model is established, which combines the calculation of mixed weight with the ideal solution of approximation. The practical application significance of organizational level PMO in multi-project priority scheduling problem is verified by practical case analysis.
