【摘要】：本論文基于國內(nèi)外對工程咨詢和監(jiān)理研究現(xiàn)狀進(jìn)行分析,探討其發(fā)展趨勢,并以系統(tǒng)論為基礎(chǔ)理論,構(gòu)建了鐵路工程設(shè)備全過程監(jiān)理服務(wù)體系。該體系的建立對鐵路工程設(shè)備的監(jiān)理工作具有重要的理論意義和廣泛的應(yīng)用價(jià)值。通過對監(jiān)理的物品管理、人員管理和項(xiàng)目管理進(jìn)行全面的整合,以及有機(jī)的融合柔性操作與剛性流程；對個(gè)體的各個(gè)要素以及整個(gè)咨詢公司的全部資源進(jìn)行優(yōu)化。能夠有效、有序地促進(jìn)公司設(shè)備監(jiān)理業(yè)務(wù)高質(zhì)量、高效率的開展。運(yùn)用服務(wù)論、過程論和系統(tǒng)論等基本理論,通過對質(zhì)量保證體系等管理方法和合同法規(guī)等監(jiān)理知識的有機(jī)融合,構(gòu)建了知識體系框架,更好的滿足工程監(jiān)理服務(wù)需求。此基礎(chǔ)上,提出了工程設(shè)備監(jiān)理服務(wù)實(shí)現(xiàn)的過程方法,對工程設(shè)備監(jiān)理服務(wù)職業(yè)化進(jìn)行了探討,同時(shí)構(gòu)建了工程設(shè)備監(jiān)理人員的素質(zhì)能力模型。通過案例的分析得到了設(shè)備監(jiān)理在工程項(xiàng)目管理制度中具有科學(xué)性和有效性,在工程設(shè)備質(zhì)量的保證和投資風(fēng)險(xiǎn)降低等方面具有一定成效。工程設(shè)備監(jiān)理人員的素質(zhì)能力測定可以用于監(jiān)理人員的招聘和定期測評,在人員素質(zhì)提高、服務(wù)效果改進(jìn)等方面具有一定意義。論文研究表明,全過程監(jiān)理服務(wù)體系能為業(yè)主追求投資效益與設(shè)備質(zhì)量提供智力保證；能為工程項(xiàng)目的順利實(shí)施提供科學(xué)管理方法；能為維護(hù)公平公正的市場競爭提供環(huán)境；能為設(shè)備監(jiān)理服務(wù)從業(yè)人員的評定給定依據(jù)。
[Abstract]:Based on the analysis of the present situation of engineering consultation and supervision at home and abroad, this paper discusses its development trend, and constructs the whole process supervision service system of railway engineering equipment based on the theory of system theory. The establishment of the system has important theoretical significance and wide application value for the supervision of railway engineering equipment. Through the overall integration of the supervision of goods management, personnel management and project management, as well as the organic integration of flexible operation and rigid process, the individual elements and the entire resources of the consulting company are optimized. Can effectively, orderly promote the company equipment supervision business high-quality, high-efficiency development. Based on the basic theories of service theory, process theory and system theory, this paper constructs the framework of knowledge system through the organic integration of management methods such as quality assurance system and contract rules and regulations, so as to better meet the needs of engineering supervision services. On the basis of this, the paper puts forward the process method of realizing engineering equipment supervision service, probes into the professionalization of engineering equipment supervision service, and constructs the quality and ability model of engineering equipment supervision personnel. Through the analysis of cases, it is found that the equipment supervision is scientific and effective in the project management system, and has certain effect on the guarantee of engineering equipment quality and the reduction of investment risk. The determination of the quality and ability of the project equipment supervisors can be used for the recruitment and periodic evaluation of the supervisors, which has certain significance in improving the quality of the personnel and improving the service effect. The research shows that the whole process supervision service system can provide intellectual guarantee for owners to pursue investment benefit and equipment quality, provide scientific management methods for the smooth implementation of engineering projects, and provide an environment for maintaining fair and just market competition. Can provide the basis for the evaluation of the equipment supervision service personnel.
