【摘要】:隨著電網(wǎng)建設(shè)規(guī)模不斷擴(kuò)大,建設(shè)過(guò)程中承受的風(fēng)險(xiǎn)因素與風(fēng)險(xiǎn)發(fā)生幾率也越來(lái)越大,過(guò)去制定的風(fēng)險(xiǎn)管理措施已經(jīng)不能滿足電力技術(shù)的發(fā)展及工程建設(shè)的具體需要,因此制定先進(jìn)及系統(tǒng)的風(fēng)險(xiǎn)控制措施已經(jīng)成為建設(shè)中風(fēng)險(xiǎn)管理的首要任務(wù)。在電網(wǎng)建設(shè)工程具體施工過(guò)程中,項(xiàng)目管理人員多數(shù)主要應(yīng)用控制型的風(fēng)險(xiǎn)管理方法,隨著電網(wǎng)技術(shù)及電網(wǎng)建設(shè)標(biāo)準(zhǔn)發(fā)展越來(lái)越快,項(xiàng)目管理者面臨的壓力不斷增大,難以科學(xué)評(píng)估及分析各種風(fēng)險(xiǎn),因此通過(guò)分析電網(wǎng)工程建設(shè)項(xiàng)目面臨的各種風(fēng)險(xiǎn),并且探討相關(guān)的應(yīng)對(duì)方法已經(jīng)引起了工程建設(shè)領(lǐng)域相關(guān)人士的高度重視。本文首先介紹研究背景與意義,對(duì)參考文獻(xiàn)進(jìn)行綜合闡述,提出研究問(wèn)題以及研究?jī)?nèi)容和方法等。其次闡述了風(fēng)險(xiǎn)、風(fēng)險(xiǎn)管理、電網(wǎng)建設(shè)項(xiàng)目投資風(fēng)險(xiǎn)管理相關(guān)理論基礎(chǔ)。第三,對(duì)電網(wǎng)建設(shè)項(xiàng)目投資的特點(diǎn)進(jìn)行了分析,并對(duì)電網(wǎng)建設(shè)項(xiàng)目的投資風(fēng)險(xiǎn)進(jìn)行了識(shí)別,將電網(wǎng)建設(shè)投資風(fēng)險(xiǎn)分為了內(nèi)部、外部以及綜合風(fēng)險(xiǎn)三類,用ISM模型著重分析了投資風(fēng)險(xiǎn)因素之間的風(fēng)險(xiǎn)傳遞關(guān)系,給出了電網(wǎng)建設(shè)投資風(fēng)險(xiǎn)因素的結(jié)構(gòu)關(guān)系。第四,通過(guò)對(duì)電網(wǎng)建設(shè)項(xiàng)目投資風(fēng)險(xiǎn)進(jìn)行分析,提出了電網(wǎng)建設(shè)項(xiàng)目投資的風(fēng)險(xiǎn)防范方法,包括企業(yè)防范、社會(huì)防范和項(xiàng)目防范。據(jù)此提出電網(wǎng)建設(shè)項(xiàng)目投資風(fēng)險(xiǎn)管理的具體辦法,包括項(xiàng)目開(kāi)發(fā)階段、建設(shè)期、運(yùn)營(yíng)期等各階段風(fēng)險(xiǎn)管理。最后通過(guò)一個(gè)典型的電網(wǎng)建設(shè)項(xiàng)目進(jìn)行了投資風(fēng)險(xiǎn)管理的實(shí)證研究。本研究經(jīng)過(guò)研究及識(shí)別電網(wǎng)建設(shè)工程的風(fēng)險(xiǎn),制定有效的風(fēng)險(xiǎn)管理措施,從而順利處理送變電工程經(jīng)常出現(xiàn)的各種風(fēng)險(xiǎn)管控問(wèn)題,并確保風(fēng)險(xiǎn)管理措施落實(shí)到電網(wǎng)建設(shè)工程實(shí)施過(guò)程中,進(jìn)而保證項(xiàng)目風(fēng)險(xiǎn)被有效控制,最終使送變電工程項(xiàng)目的風(fēng)險(xiǎn)管理水平不斷上升。本研究以電網(wǎng)建設(shè)項(xiàng)目為切入點(diǎn)進(jìn)行投資風(fēng)險(xiǎn)管理的研究,細(xì)化了研究對(duì)象,在研究視角上凸顯新穎性。本研究還從企業(yè)、社會(huì)和項(xiàng)目三個(gè)層次構(gòu)建了電網(wǎng)建設(shè)項(xiàng)目投資風(fēng)險(xiǎn)的防范體系,具有一定創(chuàng)新性,為我國(guó)其他項(xiàng)目投資風(fēng)險(xiǎn)管理提供有益的參考。
[Abstract]:With the continuous expansion of the scale of power grid construction, the risk factors and risk occurrence probability in the construction process are also increasing. The risk management measures formulated in the past can no longer meet the specific needs of the development of power technology and engineering construction. Therefore, the establishment of advanced and systematic risk control measures has become the primary task of risk management. In the concrete construction process of the power grid construction project, most of the project managers mainly apply the risk management method of the control type. With the rapid development of the grid technology and the construction standard of the power grid, the pressure faced by the project managers is increasing. It is difficult to assess and analyze various risks scientifically. Therefore, by analyzing the various risks faced by power grid construction projects, and exploring the relevant countermeasures, it has attracted great attention from relevant people in the field of engineering construction. Firstly, this paper introduces the background and significance of the research, gives a comprehensive description of the references, and puts forward the research problems and research contents and methods. Secondly, it expounds the theoretical basis of risk management, risk management and investment risk management of grid construction project. Thirdly, the characteristics of grid construction project investment are analyzed, and the investment risk of power grid construction project is identified. The investment risk of grid construction project is divided into three categories: internal, external and comprehensive risk. The risk transfer relationship among investment risk factors is analyzed with ISM model, and the structural relationship of investment risk factors in power grid construction is given. Fourth, through the analysis of the investment risk of the grid construction project, the paper puts forward the risk prevention methods of the grid construction project investment, including enterprise prevention, social protection and project prevention. Based on this, the paper puts forward the concrete methods of investment risk management of power grid construction project, including project development stage, construction period, operation period and so on. Finally, an empirical study on investment risk management is carried out through a typical grid construction project. After studying and identifying the risk of power grid construction project, this study makes effective risk management measures, so as to deal with all kinds of risk control problems that often occur in power transmission and transformation projects. And ensure that the risk management measures are implemented in the implementation process of power grid construction project, and then ensure that the project risk is effectively controlled, and finally, the risk management level of power transmission and transformation project is continuously rising. This research takes grid construction project as the breakthrough point to carry on the investment risk management research, has refined the research object, highlights the novelty in the research angle. This study also constructs the investment risk prevention system of grid construction project from three levels: enterprise, society and project, which is innovative and provides a useful reference for other projects investment risk management in our country.
