【摘要】：現(xiàn)代財政制度包括稅收、預算與財政分權(quán)三大體系,貧困縣統(tǒng)籌整合使用財政涉農(nóng)資金涉及后兩者的改革創(chuàng)新。通過對湖北省國家級貧困縣A縣的調(diào)查,發(fā)現(xiàn)資金整合效果較好,但也存在縱橫向部門工作目標對接、橫向部門工作協(xié)調(diào)、扶貧項目管理實施的問題。基于此,國家級貧困縣在整合財政涉農(nóng)資金過程中應該明確以縣為主體的各級政府分工責任,建立供需匹配的縣級政府資金整合機制,建立“五個統(tǒng)一”的縣級政府項目管理機制,建立松緊適度的中央和省級部門支持保障機制。
[Abstract]:The modern financial system includes three systems of taxation, budget and fiscal decentralization, and the poor counties' integration and utilization of financial funds related to agriculture involve the reform and innovation of the latter two. Through the investigation of county A of the national poverty county in Hubei province, it is found that the effect of fund integration is good, but there are some problems such as the docking of the work objectives of the horizontal and vertical departments, the coordination of the work of the horizontal departments, and the implementation of the management of the poverty alleviation projects. Based on this, in the process of integrating financial and agriculture-related funds, the poverty-stricken counties at the national level should clearly define the responsibilities of the governments at all levels with the county as the main body, and establish a mechanism for integrating funds of county governments with matching supply and demand. Establish the "five unified" county government project management mechanism, and establish the appropriate central and provincial departments support security mechanism.
