【摘要】：隨著經(jīng)濟(jì)水平的提高,環(huán)境污染帶來(lái)的影響也越來(lái)越嚴(yán)峻,氣候變化、能源不足已經(jīng)威脅了人們的生活。可再生能源得到了社會(huì)各界人士的關(guān)注,其中風(fēng)電行業(yè)得到了迅猛發(fā)展,這也是未來(lái)電力行業(yè)發(fā)展的主要方向。按照國(guó)家發(fā)展和改革委員會(huì)可再生能源中長(zhǎng)期發(fā)展規(guī)劃,將在賀蘭山地區(qū)建設(shè)大型風(fēng)力發(fā)電廠,促進(jìn)風(fēng)力發(fā)電產(chǎn)業(yè)相關(guān)項(xiàng)目的發(fā)展,為內(nèi)蒙古自治區(qū)可再生能源的建設(shè)提供技術(shù)經(jīng)驗(yàn)。阿左旗賀蘭山區(qū)域具有得天獨(dú)厚的風(fēng)能資源,給可持續(xù)發(fā)展目標(biāo)和科學(xué)發(fā)展觀的落實(shí)提供了可靠保障。本文運(yùn)用項(xiàng)目管理理論和對(duì)策研究的方法,在簡(jiǎn)要介紹賀蘭山百萬(wàn)風(fēng)電項(xiàng)目的特點(diǎn)、工程項(xiàng)目管理組織架構(gòu)、管理流程之后,根據(jù)風(fēng)電基地在項(xiàng)目前期、設(shè)計(jì)、資金、人力資源等方面所產(chǎn)生的管理問(wèn)題,提出了應(yīng)對(duì)的優(yōu)化對(duì)策和解決方法。隨后進(jìn)一步提出了確保風(fēng)電項(xiàng)目進(jìn)度與范圍、資金、質(zhì)量和人力資源相協(xié)調(diào)的輔助配套措施。最后,建議設(shè)立項(xiàng)目管理機(jī)構(gòu)和配套管理制度來(lái)配合項(xiàng)目的成功運(yùn)作。賀蘭山風(fēng)電項(xiàng)目應(yīng)當(dāng)根據(jù)風(fēng)電行業(yè)和項(xiàng)目特點(diǎn),從實(shí)際出發(fā),采取各種恰當(dāng)而有力的措施以保證項(xiàng)目目標(biāo),從而實(shí)現(xiàn)投資價(jià)值,謀求更大發(fā)展。本文的研究對(duì)象賀蘭山百萬(wàn)風(fēng)電是風(fēng)電行業(yè)的一個(gè)代表性的工程項(xiàng)目,文中將對(duì)賀蘭山百萬(wàn)風(fēng)電建設(shè)項(xiàng)目管理提出理論探索和實(shí)踐意義,對(duì)風(fēng)電行業(yè)的項(xiàng)目管理具有較強(qiáng)的針對(duì)性和實(shí)踐價(jià)值。
[Abstract]:With the improvement of economic level, the impact of environmental pollution is becoming more and more severe. Climate change and energy shortage have threatened people's lives. Renewable energy has been concerned by people from all walks of life, among which wind power industry has developed rapidly, which is also the main direction of power industry development in the future. According to the medium- and long-term development plan of renewable energy of the National Development and Reform Commission, large-scale wind power plants will be built in Helanshan to promote the development of projects related to the wind power industry. To provide technical experience for the construction of renewable energy in Inner Mongolia Autonomous region. The region of Helan Mountain in Azuo Banner is endowed with unique wind energy resources, which provides a reliable guarantee for the implementation of the sustainable development goal and the scientific development concept. This article uses the project management theory and the countermeasure research method, after briefly introduces the Helan mountain million wind power project characteristic, the project project management organization structure, the management flow, according to the wind power base in the project early stage, the design, the fund, The management problems arising from human resources and other aspects are put forward, and the countermeasures and solutions are put forward. Then the auxiliary measures to ensure the coordination of progress, scope, capital, quality and human resources of wind power projects are put forward. Finally, it is suggested that the project management organization and supporting management system should be set up to coordinate the successful operation of the project. According to the characteristics of wind power industry and project, Helanshan wind power project should take all kinds of appropriate and effective measures to ensure the project objective, thus realize the investment value and seek for greater development. The research object of this paper is Helanshan million wind power project, which is a representative project of wind power industry. In this paper, theoretical exploration and practical significance are put forward for the management of Helan mountain million wind power construction project. The project management of wind power industry has strong pertinence and practical value.
