長(zhǎng)化節(jié)能擴(kuò)建工程項(xiàng)目風(fēng)險(xiǎn)控制研究

【摘要】:近年來(lái),我國(guó)化工類(lèi)企業(yè)發(fā)展迅猛,競(jìng)爭(zhēng)日益激烈,化工企業(yè)面臨生存發(fā)展、節(jié)約能源和保護(hù)自然環(huán)境的多重壓力;ぜ几捻(xiàng)目投資大、技術(shù)要求高、工程復(fù)雜、工期限制嚴(yán),加強(qiáng)化工企業(yè)技改項(xiàng)目風(fēng)險(xiǎn)管理意義重大。進(jìn)行科學(xué)的風(fēng)險(xiǎn)管理從而提高工程項(xiàng)目的成功率就顯得非常重要,這已成為化工企業(yè)在工程項(xiàng)目建設(shè)中面臨的共同問(wèn)題。中化長(zhǎng)山改擴(kuò)建項(xiàng)目是依托部分老系統(tǒng)公用工程,新增的年產(chǎn)18萬(wàn)噸合成氨、30萬(wàn)噸(新建45萬(wàn)噸)尿素工程。項(xiàng)目以褐煤為原料,采用航天粉煤加壓氣化、全低變換、低溫甲醇洗、液氮洗、低壓合成、C02氣提尿素等國(guó)內(nèi)外先進(jìn)的技術(shù)工藝。項(xiàng)目建成后,中化長(zhǎng)山的尿素產(chǎn)能將達(dá)60萬(wàn)噸/年,將成為東北區(qū)域較大的尿素生產(chǎn)基地,為化肥公司大東北戰(zhàn)略實(shí)施奠定基礎(chǔ)。本文依托中化吉林長(zhǎng)山化工有限公司尿素生產(chǎn)裝置節(jié)能降耗改擴(kuò)建工程項(xiàng)目,在對(duì)項(xiàng)目風(fēng)險(xiǎn)及項(xiàng)目風(fēng)險(xiǎn)管理理論概述的基礎(chǔ)上,對(duì)長(zhǎng)化節(jié)能擴(kuò)建工程項(xiàng)目風(fēng)險(xiǎn)控制進(jìn)行概述,包括項(xiàng)目概況、項(xiàng)目風(fēng)險(xiǎn)管理機(jī)構(gòu)和職責(zé)、項(xiàng)目風(fēng)險(xiǎn)控制評(píng)估方法、按工程幾個(gè)主要階段對(duì)本項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評(píng)估分析。對(duì)長(zhǎng)化節(jié)能擴(kuò)建工程項(xiàng)目決策階段、設(shè)計(jì)階段、設(shè)備裝置招投標(biāo)階段、施工階段及竣工驗(yàn)收階段提出風(fēng)險(xiǎn)應(yīng)對(duì)措施?偨Y(jié)工程項(xiàng)目風(fēng)險(xiǎn)防控的啟示。
[Abstract]:In recent years, with the rapid development of chemical enterprises in China and the increasingly fierce competition, chemical enterprises are facing the pressure of survival and development, saving energy and protecting the natural environment. It is of great significance to strengthen the risk management of technical reform project of chemical enterprise because of its large investment, high technical requirement, complex project and strict limit of construction period. It is very important to carry out scientific risk management to improve the success rate of engineering projects, which has become a common problem faced by chemical enterprises in the construction of engineering projects. The Changshan reconstruction and extension project of Sinochem is based on part of the public works of the old system, with a new annual production of 180000 tons of synthetic ammonia and 300000 tons of urea (new 450000 tons). The project uses lignite as raw material and uses advanced technologies at home and abroad, such as pressurized gasification of aerospace pulverized coal, total low shift, low temperature methanol washing, liquid nitrogen washing, low pressure synthesis of C02 air extraction urea and so on. After the completion of the project, the urea production capacity of Changshan Mountain of Sinochem will reach 600000 tons per year, which will become a large urea production base in Northeast China and lay the foundation for the implementation of the strategy of fertilizer company in Northeast China. Based on the energy saving and consumption reduction and expansion project of the urea production plant of Jilin Changshan Chemical Co., Ltd., this paper summarizes the risk control of the Changhua Energy-saving extension Project on the basis of summarizing the project risk and project risk management theory. Including the project profile, project risk management organization and responsibilities, project risk control evaluation methods, according to several major stages of the project risk assessment analysis. The countermeasures are put forward for the decision-making stage, design stage, bidding stage, construction stage and completion acceptance stage of Changhua Energy-saving and extension Project. Summarize the inspiration of project risk prevention and control.
