鐵路建設(shè)項目業(yè)主方項目管理運(yùn)行機(jī)制研究

【摘要】:近年鐵路建設(shè)項目尤其是高鐵項目快速發(fā)展,其中鐵路建設(shè)項目管理水平的高低對項目成功影響很大,因此各參建單位做好項目管理工作有很強(qiáng)的現(xiàn)實意義。本文基于鐵路建設(shè)項目業(yè)主這一視角,研究項目管理理論及方法,對推動鐵路建設(shè)項目管理有良好的指導(dǎo)作用。本文利用文獻(xiàn)分析法、實證分析法以及定量和定性相結(jié)合等方法,對鐵路建設(shè)項目業(yè)主方項目管理進(jìn)行理論和實踐研究。首先,從鐵路建設(shè)項目經(jīng)濟(jì)技術(shù)特點、組織結(jié)構(gòu)、運(yùn)行模式幾個方面分析鐵路建設(shè)項目業(yè)主方項目管理相關(guān)理論。其次,從鐵路建設(shè)項目業(yè)主方項目管理的目標(biāo)、內(nèi)容等方面出發(fā),對比業(yè)主方項目管理現(xiàn)狀,得出鐵路建設(shè)項目中存在業(yè)主未發(fā)揮管理核心作用、協(xié)調(diào)各方不善等問題;诂F(xiàn)狀分析,從鐵路建設(shè)項目前期、工程實施、投產(chǎn)運(yùn)行三個階段著手,研究業(yè)主方項目管理運(yùn)行機(jī)制工作方案,并形成業(yè)主方項目管理整體框架圖。最后以武廣高鐵項目管理為依托,分析其業(yè)主方項目管理概況,并對其運(yùn)行機(jī)制進(jìn)行了深入研究。本文對于鐵路建設(shè)項目業(yè)主方科學(xué)、有序推進(jìn)鐵路工程建設(shè),提高項目管理水平,具有一定借鑒意義。
[Abstract]:In recent years, railway construction projects, especially high-speed rail projects, have developed rapidly. The level of railway construction project management has a great impact on the success of the project, so it is of great practical significance for the participating units to do the project management well.Based on the view of the owner of railway construction project, this paper studies the theory and method of project management, which has a good guiding function to promote the management of railway construction project.Based on the methods of literature analysis, empirical analysis and quantitative and qualitative analysis, this paper makes a theoretical and practical study on the project management of the owner of railway construction project.First of all, this paper analyzes the theory of project management of railway construction project owner from the aspects of economic and technical characteristics, organization structure and operation mode of railway construction project.Secondly, from the objectives and contents of the project management of the owner of railway construction project, compared with the current situation of the project management of the owner, it is concluded that the owner does not play the key role in the management of the railway construction project, and the coordination between the parties is not good.Based on the analysis of the present situation, starting from the three stages of railway construction project, project implementation and operation, this paper studies the working scheme of owner side project management operation mechanism, and forms the overall frame diagram of owner side project management.Finally, based on the project management of Wuguang High Speed Railway, this paper analyzes the general situation of the owner's project management, and makes a deep study on its operation mechanism.This article has certain reference significance for the railway construction project owner side science, the orderly promotion railroad engineering construction, the enhancement project management level, has the certain reference significance.
