【摘要】：近幾年,不論是國家組織部門還是微觀企業(yè)界一直在努力尋求和嘗試更好的方法進(jìn)行安全生產(chǎn)和質(zhì)量管理工作,以期提升競爭力。為此,國家不斷引進(jìn)先進(jìn)國際標(biāo)準(zhǔn),鼓勵企業(yè)構(gòu)建相關(guān)體系,ISO9001標(biāo)準(zhǔn)和HACCP體系的引進(jìn)就使各類企業(yè)熱衷于進(jìn)行體系認(rèn)證,企業(yè)進(jìn)行質(zhì)量管理體系的建立和認(rèn)證之際也確實(shí)為其開展食品安全和質(zhì)量管理工作作出了很大貢獻(xiàn),但形式化傾向也很嚴(yán)重,在已通過體系認(rèn)證的企業(yè)中,很大一部分企業(yè)在真正實(shí)施體系開展工作時就是問題層出,建立的體系與企業(yè)運(yùn)營未能全面貼合,追求形式化而忽略了體系的科學(xué)實(shí)用性。TC食品集團(tuán)在構(gòu)建其質(zhì)量管理體系時創(chuàng)造性的引入了先進(jìn)的項(xiàng)目管理思想,并將該思想貫穿體系構(gòu)建工作的始終,方法創(chuàng)新,成效很好,所以,本文以該集團(tuán)為研究案例,通過對該集團(tuán)運(yùn)用項(xiàng)目管理思維開展體系構(gòu)建工作的全方位研究,力求全面展現(xiàn)一種更科學(xué)的過程方法去為構(gòu)建一套適用性強(qiáng)的、可操作性強(qiáng)的質(zhì)量體系服務(wù),也為其他企業(yè)提供借鑒。TC食品集團(tuán)對質(zhì)量管理體系構(gòu)建工作實(shí)行項(xiàng)目化管理,本文在梳理規(guī)整該集團(tuán)構(gòu)建工作的全部流程后,最終將體系構(gòu)建工作按照項(xiàng)目生命周期劃分,劃分為項(xiàng)目啟動、項(xiàng)目規(guī)劃、項(xiàng)目實(shí)施、項(xiàng)目收尾等四個階段,并對項(xiàng)目的各個階段涉及的分工化管理和工作任務(wù)做了詳細(xì)闡述,最后本文分析了集團(tuán)運(yùn)用質(zhì)量體系后的成效,并就如何改善體系實(shí)施的支撐環(huán)境提出了幾點(diǎn)可行建議。TC食品集團(tuán)的體系構(gòu)建工作保質(zhì)按期完工,質(zhì)量體系也成功通過認(rèn)證,其中項(xiàng)目化管理思維起到了很大的指導(dǎo)作用,這種先進(jìn)方法的運(yùn)用是值得其他企業(yè)借鑒的。
[Abstract]:In recent years, both national organizations and microenterprises have been trying to find and try better methods for safe production and quality management, with a view to enhancing competitiveness.Therefore, the introduction of advanced international standards and the encouragement of enterprises to construct relevant systems ISO9001 standards and HACCP systems make all kinds of enterprises eager to carry out system certification.The establishment and certification of enterprise quality management system have also made great contributions to its food safety and quality management work, but the formalization tendency is also very serious, in the enterprises that have passed the system certification,When a large number of enterprises work in the real implementation of the system, problems arise, and the established system and the operation of the enterprise do not fully match each other.Pursuing formalization but neglecting the scientific practicability of the system. TC Food Group creatively introduces advanced project management thought in the construction of its quality management system, and makes this idea run through the system construction all the time, the method is innovated, and the results are very good.Therefore, this paper takes the group as a case study, through the use of project management thinking to carry out a comprehensive study of the construction of the system, and strive to comprehensively show a more scientific process method to build a set of strong applicability,The service of quality system with strong maneuverability also provides reference to other enterprises. TC Food Group carries out project management for the construction of quality management system. After combing the whole process of the construction of the group,Finally, the system construction work is divided into four stages according to the project life cycle: project start-up, project planning, project implementation and project closing. The division of labor management and work tasks involved in each stage of the project are described in detail.Finally, this paper analyzes the effectiveness of the group after using the quality system, and puts forward some feasible suggestions on how to improve the supporting environment for the implementation of the system. The system construction of the TC food group is completed on time, and the quality system has passed the certification successfully.The thinking of project management plays a great guiding role, and the application of this advanced method is worthy of reference by other enterprises.
