【摘要】：隨著網(wǎng)絡(luò)技術(shù)在全世界范圍的深入發(fā)展,信息技術(shù)己成為政府、企業(yè)等所有社會(huì)實(shí)體開(kāi)展業(yè)務(wù)的主要手段。政府作為全社會(huì)最大的信息所有者,政務(wù)信息化已經(jīng)成為國(guó)家信息化發(fā)展戰(zhàn)略的必然趨勢(shì)。當(dāng)前,我國(guó)對(duì)于如何運(yùn)用信息系統(tǒng)進(jìn)行財(cái)政國(guó)庫(kù)集中支付制度改革,特別是財(cái)政國(guó)庫(kù)管理改革模式及其信息系統(tǒng)運(yùn)用,還處在探索階段,所以有必要對(duì)國(guó)庫(kù)集中支付系統(tǒng)設(shè)計(jì)進(jìn)行深入研究。本文遵照大連金州新區(qū)國(guó)庫(kù)集中支付系統(tǒng)總體規(guī)劃要求,在充分調(diào)研大連金州新區(qū)國(guó)庫(kù)集中支付業(yè)務(wù)流程的基礎(chǔ)上,運(yùn)用現(xiàn)代軟件開(kāi)發(fā)和項(xiàng)目管理理論和方法,完成支付電子化系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)。論文的主要工作是:1、研究金州新區(qū)國(guó)庫(kù)集中支付的業(yè)務(wù)流程,按照優(yōu)化后的業(yè)務(wù)流程,進(jìn)行國(guó)庫(kù)集中支付系統(tǒng)需求分析,明確了系統(tǒng)的功能需求,表達(dá)了國(guó)庫(kù)集中支付系統(tǒng)的功能需求,并對(duì)非功能需求進(jìn)行了簡(jiǎn)要分析。2、探討系統(tǒng)的接口相關(guān)問(wèn)題,以松耦合性為原則,保證國(guó)庫(kù)集中支付系統(tǒng)的后期擴(kuò)展性。3、進(jìn)行國(guó)庫(kù)集中支付系統(tǒng)的概要設(shè)計(jì),給出了用款計(jì)劃、授權(quán)支付、直接支付等子系統(tǒng)的時(shí)序圖、類圖,設(shè)計(jì)了系統(tǒng)的部署圖、部分?jǐn)?shù)據(jù)庫(kù)表結(jié)構(gòu),最后提出系統(tǒng)實(shí)現(xiàn)的初步方案。系統(tǒng)上線后,運(yùn)行穩(wěn)定可靠,實(shí)現(xiàn)了大連金州新區(qū)國(guó)庫(kù)集中支付業(yè)務(wù)支付數(shù)據(jù)的電子化入庫(kù)及主要業(yè)務(wù)流程的無(wú)紙化流轉(zhuǎn),取得預(yù)期效果,并為下一步將支付電子化應(yīng)用于其它業(yè)務(wù)系統(tǒng)做好了業(yè)務(wù)層面和技術(shù)層面準(zhǔn)備。
[Abstract]:With the development of network technology all over the world, information technology has become the main means of government, enterprises and other social entities to carry out business.As the biggest owner of information in the whole society, government affairs informatization has become the inevitable trend of the national informatization development strategy.At present, our country is still in the exploratory stage of how to use information system to reform the centralized payment system of fiscal treasury, especially the mode of financial treasury management reform and the application of information system.So it is necessary to study the design of treasury centralized payment system.In accordance with the general planning requirements of the treasury centralized payment system of Dalian Jinzhou New District, this paper applies modern software development and project management theories and methods on the basis of a full investigation of the business process of centralized treasury payment in Dalian Jinzhou New District.Complete the design and implementation of payment electronic system.The main work of this paper is to study the business process of centralized treasury payment in Jinzhou New District. According to the optimized business process, the requirement analysis of treasury centralized payment system is carried out, and the functional requirements of the system are clarified.The functional requirements of the treasury centralized payment system are expressed, and the non-functional requirements are briefly analyzed. The interface related problems of the system are discussed, and the principle of loose coupling is taken as the principle.To ensure the expansibility of the treasury centralized payment system. 3, to design the treasury centralized payment system, and give the timing diagram, class diagram and deployment diagram of the system, such as payment plan, authorized payment, direct payment and so on.Part of the database table structure, finally put forward the system implementation of the preliminary scheme.After the system is put into line, it runs stably and reliably, realizes the electronic storage of the centralized payment data and the paperless circulation of the main business process in Jinzhou New District of Dalian, and achieves the expected results.And for the next payment electronic application in other business systems to prepare for the business level and technical level.
