WBS在變電站建設(shè)項(xiàng)目造價管理中的運(yùn)用研究

【摘要】:隨著項(xiàng)目管理的發(fā)展,工程造價管理進(jìn)入一個新的領(lǐng)域,作為項(xiàng)目管理工具之一的工作分解結(jié)構(gòu)WBS被引入工程建設(shè)項(xiàng)目的管理中。在很多大型國際工程中,項(xiàng)目管理者開始使用工作分解結(jié)構(gòu)WBS對工程進(jìn)行管理,而對國內(nèi)的工程項(xiàng)目而言,由于很多技術(shù)人員還沒有理解工作分解結(jié)構(gòu)WBS的基本概念,許多企業(yè)還沒有編制工作分解結(jié)構(gòu)WBS的習(xí)慣,本文正是針對目前這一現(xiàn)狀,對建立工作分解結(jié)構(gòu)及其在變電站建設(shè)項(xiàng)目中的應(yīng)用這一課題進(jìn)行了研究。本文首先對工作分解結(jié)構(gòu)的概念、發(fā)展過程進(jìn)行介紹,其次根據(jù)變電站項(xiàng)目的特點(diǎn)建立一個變電站工程的工作分解結(jié)構(gòu),并在工作分解結(jié)構(gòu)的基礎(chǔ)上通過對造價的項(xiàng)目劃分,提出分部分項(xiàng)綜合單價中的人工、材料、機(jī)械費(fèi)用的控制手段,實(shí)現(xiàn)費(fèi)用控制與組織主體的有機(jī)結(jié)合,將責(zé)任落實(shí)到具體單位與個人,以解決工程造價中出現(xiàn)的“三超”現(xiàn)象。最后,以500千伏臨淄變電工程建設(shè)為實(shí)例分析,基于WBS對整個變電項(xiàng)目的造價費(fèi)用進(jìn)行合理的估算,同時對各階段的造價費(fèi)用進(jìn)行細(xì)分,提出造價控制的建議。本文建立的變電工程項(xiàng)目工作分解結(jié)構(gòu),為今后工作分解結(jié)構(gòu)的研究和應(yīng)用提供了一個平臺,工程技術(shù)人員可以將該結(jié)構(gòu)作為模板,通過對其中的工作包進(jìn)行增加或減少來完成新工作分解結(jié)構(gòu)的建立,以提高工作效率。
[Abstract]:With the development of project management, project cost management has entered a new field. As one of the project management tools, the work breakdown structure (WBS) has been introduced into the engineering construction project management.In many large international projects, project managers begin to use the work breakdown structure (WBS) to manage the project. For the domestic engineering projects, many technicians have not yet understood the basic concept of the work breakdown structure (WBS).Many enterprises do not have the habit of compiling the work breakdown structure (WBS). In view of the present situation, this paper studies the establishment of the work breakdown structure and its application in substation construction projects.This paper first introduces the concept and development process of the work decomposition structure, then establishes a work decomposition structure of the substation project according to the characteristics of the substation project, and on the basis of the work decomposition structure, it divides the cost of the project.In order to solve the problem of "three excesses" in project cost, this paper puts forward the control means of artificial, material and mechanical cost in the unit price of each part, realizes the organic combination of cost control and organization main body, and implements the responsibility to specific unit and individual in order to solve the problem of "three excesses" in engineering cost.Finally, taking 500kV Linzi substation project as an example, the cost cost of the whole substation project is estimated reasonably based on WBS, and the cost cost of each stage is subdivided, and some suggestions for cost control are put forward.The work breakdown structure of substation project established in this paper provides a platform for the future research and application of work decomposition structure, which can be used as template by engineers and technicians.In order to improve the work efficiency, the new work decomposition structure is built by adding or reducing the work package.
