國網(wǎng)順平供電公司用電信息采集系統(tǒng)項(xiàng)目建設(shè)研究

【摘要】:為了滿足當(dāng)今中國電力科學(xué)技術(shù)的發(fā)展和用電客戶的需求,國家電網(wǎng)公司提出了智能電網(wǎng)的規(guī)劃建設(shè)和發(fā)展任務(wù),要求在各地建立起用電信息采集系統(tǒng)。由于用電信息采集系統(tǒng)還沒有形成一個(gè)統(tǒng)一的標(biāo)準(zhǔn),截止2013年底,河北省電力公司也僅在六個(gè)地市區(qū)及石家莊地區(qū)各縣開展試點(diǎn)工作,且在工程實(shí)施及應(yīng)用中存在各種問題,影響了整體工程進(jìn)程。基于此,本文以問題為主線,沿著發(fā)現(xiàn)-分析-解決的思路,對(duì)順平供電公司用電信息采集系統(tǒng)進(jìn)行深入細(xì)致的研究。首先,結(jié)合當(dāng)前用電信息采集技術(shù)在國內(nèi)外的研究現(xiàn)狀,結(jié)合國家智能發(fā)展戰(zhàn)略,闡述了供電企業(yè)建設(shè)用電信息采集系統(tǒng)的必要性。其次,簡述順平公司用電信息采集系統(tǒng)概況及存在的問題,以問題為導(dǎo)向、目標(biāo)為結(jié)果,通過因果圖的分析,得出用項(xiàng)目管理理論指導(dǎo)后續(xù)采集系統(tǒng)建設(shè)的結(jié)論。然后,按照項(xiàng)目管理五個(gè)活動(dòng)過程:啟動(dòng)過程、計(jì)劃過程、執(zhí)行過程、控制過程、結(jié)束過程,利用矩陣式組織結(jié)構(gòu)、工作分解結(jié)構(gòu)(WBS)、質(zhì)量控制等方法明確各崗位職責(zé)及項(xiàng)目全過程的流程,并根據(jù)這些圖表進(jìn)行問題原因的分析、解決和改進(jìn)。最后,對(duì)經(jīng)濟(jì)、管理、社會(huì)三個(gè)方面取得的效益進(jìn)行分析,對(duì)后續(xù)工作展望。
[Abstract]:In order to meet the development of power science and technology in China and the demand of customers, the State Grid Company has put forward the task of planning, construction and development of smart grid. The electric power information collection system has not yet formed a unified standard. By the end of 2013, Hebei Electric Power Company had only carried out pilot work in six cities and counties in Shijiazhuang. And there are various problems in the implementation and application of the project, which affect the whole engineering process. Based on this, this paper takes the problem as the main line and follows the train of thought of discovery, analysis and solution. The power information acquisition system of Shunping Power supply Company is studied in detail. First of all, combined with the current research status of power information collection technology at home and abroad, combined with the national intelligent development strategy, This paper expounds the necessity of building a power information collection system in power supply enterprises. Secondly, the general situation and existing problems of the power information collection system in Shunping Company are briefly described. The problem oriented and objective is taken as the result, and the causality diagram is analyzed. Then, according to the five activity processes of project management: start-up process, planning process, execution process, control process, end process, using matrix organization structure, the paper draws the conclusion that the project management theory can be used to guide the construction of the follow-up collection system. Work breakdown structure, quality control and other methods to clarify the responsibilities of each post and the whole process of the project process, and according to these charts to analyze the causes of the problem, solve and improve. Finally, to the economy, management, Three aspects of the social benefits of the analysis of the follow-up work prospects.
