【摘要】：東阿縣國(guó)土資源部門對(duì)于本縣地籍的管理一直采用人工與計(jì)算機(jī)結(jié)合的管理方式。但是近年來,隨著國(guó)家大面積的開展土地調(diào)查工作以及城建的發(fā)展,使東阿縣地籍變更愈來愈頻繁,地籍信息數(shù)據(jù)量愈來愈龐大。較為傳統(tǒng)的管理方式以及相對(duì)獨(dú)立的土地變更與登記發(fā)證管理,給工作人員帶來了極大的不便,所以東阿縣國(guó)土資源部門決定以發(fā)展的網(wǎng)絡(luò)技術(shù)作為支持,以地籍建庫(kù)變更與登記發(fā)證作為基礎(chǔ),建立一套較為綜合的地籍管理系統(tǒng)。本地籍管理系統(tǒng)采用面向?qū)ο蟮脑O(shè)計(jì)思想進(jìn)行設(shè)計(jì),主要將.Net作為開發(fā)平臺(tái),使用Winform框架以及MVC三層開發(fā)模式進(jìn)行開發(fā)。并且將C#作為編程語言,另外系統(tǒng)將C/S與B/S架構(gòu)相結(jié)合,在地籍建庫(kù)變更管理方面使用winform中的C/S結(jié)構(gòu)進(jìn)行設(shè)計(jì)；在登記發(fā)證管理方面使用asp.net的B/S結(jié)構(gòu)進(jìn)行設(shè)計(jì)。在數(shù)據(jù)庫(kù)設(shè)計(jì)上,將大型關(guān)系數(shù)據(jù)庫(kù)Oracle lOg作為數(shù)據(jù)庫(kù)平臺(tái),進(jìn)行信息數(shù)據(jù)的訪問與讀取,此數(shù)據(jù)庫(kù)以強(qiáng)大的安全機(jī)制與穩(wěn)定機(jī)制著稱,并且可以進(jìn)行快捷的操作,十分符合本地籍管理系統(tǒng)的需要。根據(jù)地籍管理方面的特點(diǎn),本系統(tǒng)劃分了地籍建庫(kù)變更管理、登記發(fā)證管理兩個(gè)子系統(tǒng),地籍建庫(kù)變更子系統(tǒng)主要?jiǎng)澐至私值澜址蛔兏芾�、宗地變更管理、變更�?xiàng)目管理三個(gè)子功能；登記發(fā)證管理子系統(tǒng)主要?jiǎng)澐至送恋氐怯浌芾�、土地調(diào)查管理、證卡管理、查詢與統(tǒng)計(jì)管理四個(gè)子功能。地籍建庫(kù)變更管理主要進(jìn)行街道街坊以及宗地的增加、刪除、分割與合并等基本操作,還可以新建變更項(xiàng)目,對(duì)變更項(xiàng)目進(jìn)行維護(hù)；登記發(fā)證管理則主要對(duì)土地登記申請(qǐng)審批、土地調(diào)查中產(chǎn)生的信息以及各種土地登記卡、土地登記申請(qǐng)書等證卡進(jìn)行管理,此外還可以對(duì)宗地信息、流程日志進(jìn)行查詢與統(tǒng)計(jì),進(jìn)行整體的統(tǒng)計(jì)分析。東阿縣在使用了此地籍管理系統(tǒng)后,可以將地籍建庫(kù)變更工作以及登記發(fā)證工作的管理進(jìn)行綜合,形成信息流程的一體化操作,并且可以通過本系統(tǒng)的使用,提高地籍管理的工作效率,使東阿縣建成各級(jí)相互聯(lián)系、標(biāo)準(zhǔn)化服務(wù)的地籍管理體系。
[Abstract]:In recent years , with the large area of land investigation and the development of urban construction , the national land resource department of Dongan County has made great inconvenience to the staff , so it has made great inconvenience to the staff . Therefore , the local management system is designed with the development of network technology , and the C # is used as the programming language , and the C / S is combined with B / S architecture , and the C / S structure in winform is used to design the change management of the database .
A B / S structure of asp . net is designed in the aspect of registration certificate management . On the basis of database design , the large - scale relational database is used as the database platform to access and read the information data . The database is well known for the strong security mechanism and stability mechanism , and can be operated quickly .
The registration certificate management subsystem mainly divides the land registration management , the land investigation management , the card management , the query and the statistical management four sub - functions . The change management of the land registration database mainly carries out the basic operations such as the addition , deletion , division and merging of the street shops and the live ground , and can also create a new change project to maintain the change project ;
The registration certificate management is mainly used for the examination and approval of land registration application , the information generated in the land investigation and various land registration cards and land registration application forms .
