【摘要】：福建芹山水電站是穆陽溪梯級(jí)開發(fā)的“龍頭”電站,按《公司法》組建的閩東水電開發(fā)有限公司是項(xiàng)目的法人單位。工程全面實(shí)行項(xiàng)目法人負(fù)責(zé)制、招投標(biāo)制和建設(shè)監(jiān)理制,采取“小公司、大監(jiān)理”的管理模式,即建設(shè)單位主要負(fù)責(zé)籌資,合同管理,外部條件及參建單位間的協(xié)調(diào),進(jìn)度、質(zhì)量、投資的宏觀控制;專業(yè)配套齊全、成建制的監(jiān)理負(fù)責(zé)承包合同范圍內(nèi)的進(jìn)度、質(zhì)量、費(fèi)用控制,以及協(xié)調(diào)和現(xiàn)場(chǎng)管理。通過參建各方的共同努力,施工、監(jiān)理、設(shè)計(jì)、業(yè)主之間關(guān)系和諧,保證了工程的順利進(jìn)展,1999年12月23日1號(hào)機(jī)組并網(wǎng)成功,2號(hào)機(jī)在12月底進(jìn)行了空載試運(yùn)行

The project is fully implemented under the system of project legal person responsibility, bidding system and construction supervision system. Adopt the "small company, big supervision" management mode, that is, the construction unit is mainly responsible for financing, contract management, external conditions and coordination, progress, quality, investment between the units involved in macro control, complete professional support, The formed supervision is responsible for the progress, quality, cost control, coordination and site management within the scope of the contract. Through the joint efforts of the parties involved in the construction, construction, supervision, design, and harmonious relations between the owners, It ensured the smooth progress of the project. On December 23, 1999, Unit 1 was connected to the grid successfully, and Unit 2 was operated without load at the end of December.
