【摘要】：隨著以4G網絡為代表的大規(guī)模網絡建設項目推進,傳統(tǒng)的項目管理亟待改進。多項目管理理論可以對于多個項目中的資源分配等方面的優(yōu)先級進行選擇和排序,使得復雜項目的管理可以有序推進,對于電信運營商可持續(xù)性發(fā)展的戰(zhàn)略目標具有重要意義。論文結合電信運營商實際工程案例,對多項目管理在電信運營商中的應用進行了全面具體的研究。論文首先簡述了多項目管理原理,重點介紹了多項目管理中的計劃管理、項目組織及優(yōu)化措施。論文對現(xiàn)有電信運營商多項目管理狀況進行了全面梳理和分析,考查了人力資源分配中存在的效率低下和溝通成本增加等問題。論文提出了多項目管理的排序思路,結合設計的評價體系,確定采取兩兩比較的方式來對判斷矩陣中的權重進行排序。另外,按照層次分析法來對多項目的權重進行排序,使得企業(yè)的長遠的可持續(xù)性發(fā)展的戰(zhàn)略目標能夠與多項目管理的目的相一致。論文最后結合電信運營商實際4G網絡項目,對多項目排序管理在實際項目中的應用進行了介紹,利用層次分析法和建立相應的項目評價體系對4G網絡中的各個子項目的權重進行了排序,從而使得4G網絡建設項目按照優(yōu)先級序列來分配相應的資源,從而使得電信運營商能夠在有限的資源情況下,達到4G網絡建設項目的最大化收益。
[Abstract]:With the promotion of the large-scale network construction project represented by 4G network, the traditional project management needs to be improved urgently. Multi-project management theory can select and rank the priority of resource allocation in multiple projects. So that the management of complex projects can be promoted in an orderly manner, which is of great significance to the strategic goal of the sustainable development of telecom operators. The application of multi-project management in telecom operators is studied comprehensively and concretely. Firstly, the principle of multi-project management is briefly introduced, and the planning management in multi-project management is emphasized. Project organization and optimization measures. This paper comprehensively combs and analyzes the status of multi-project management of existing telecom operators. This paper examines the problems of low efficiency and increasing communication cost in the allocation of human resources. The paper puts forward a sort of thinking of multi-project management, combined with the designed evaluation system. It is determined that the weights in the judgment matrix will be sorted by pairwise comparison. In addition, the weight of the multiple items will be sorted according to the Analytic hierarchy process (AHP). So that the strategic goal of long-term sustainable development of enterprises can be consistent with the purpose of multi-project management. Finally, combining with the actual 4G network project of telecom operators, this paper introduces the application of multi-project sequencing management in practical projects. The weight of each sub-project in 4G network is sorted by AHP and corresponding project evaluation system, which makes 4G network construction project allocate corresponding resources according to priority sequence. Thus, telecom operators can maximize the benefits of 4G network construction projects with limited resources.
