基于績效預測的公共工程代建人選擇研究

【摘要】:選擇理想的代建人不僅是代建項目最終業(yè)主(政府)最重要的決策之一,也是學術界一個具有理論意義和應用價值的熱點課題。論文在對當前代建人選擇研究與實踐中存在的問題進行全面梳理的基礎上,重點探討了全過程企業(yè)型代建模式下復雜項目的代建人選擇問題,創(chuàng)造性地將績效預測的思想和方法應用于代建人選擇方法、測度指標和選擇路徑的整體改良。基于構(gòu)建的績效預測基本分析框架,論文的主要研究內(nèi)容和成果包括:(1)通過理論分析辨識了代建人項目績效的關鍵驅(qū)動因素和構(gòu)成要素,在運用SEM對二者之間的關系進行實證檢驗的基礎上,確立了作為績效預測依據(jù)的代建人能力維度、外部環(huán)境維度和代建人項目績效的構(gòu)成要素體系,并給出了基于多層次模糊數(shù)學的績效評價方法及其實現(xiàn)步驟。(2)以實證分析結(jié)果和預測理論為基礎,從業(yè)主選擇代建人的視角構(gòu)建了反映代建人項目管理能力、技術能力、經(jīng)濟財務能力、資源能力、外部環(huán)境和項目屬性六個功能團變量與代建人項目績效之間非線性映射關系的概念模型,提出了代建人項目績效預測的指標體系。另外,基于BP神經(jīng)網(wǎng)絡技術設計了一套完整的預測數(shù)學模型,并給出了基于MATLAB工具箱的代建人項目績效預測的編程實現(xiàn)。(3)結(jié)合國際工程咨詢服務采購的實踐經(jīng)驗,提出了基于績效預測的代建人選擇新路徑:資質(zhì)審查→建立動態(tài)管理的代建人名錄→開標前準備→開標→資格后審→投標人項目績效預測→面談→面談分數(shù)值+績效預測分數(shù)值的綜合排序→協(xié)商并確定中標人→簽訂代建合同。最后,提出了簡單項目與復雜項目區(qū)分的十項指標及判別方法,當擬建項目屬于復雜項目范疇時,基于績效預測的代建人選擇方法和路徑能夠為政府委托人選擇到最“適合”的代建人。
[Abstract]:The choice of an ideal agent is not only one of the most important decisions of the final owner (government) of the agency project, It is also a hot topic with theoretical significance and application value in academic circles. This paper mainly discusses the problem of agent selection for complex projects under the model of full-process enterprise-oriented construction, and creatively applies the thought and method of performance prediction to the method of agent selection. Based on the basic analysis framework of performance prediction, the main research contents and achievements of this paper include: 1) the key driving factors and components of the performance of the agent project are identified by theoretical analysis. Based on the empirical test of the relationship between the two by using SEM, the author establishes the building agent ability dimension, the external environment dimension and the component elements system of the agent project performance as the basis of performance prediction. The performance evaluation method based on multi-level fuzzy mathematics and its realization steps are given. Based on the results of empirical analysis and prediction theory, the project management ability and technical capability of the agent are constructed from the perspective of the owner's selection of the agent. The concept model of nonlinear mapping relationship between the six functional group variables of economic and financial ability, resource ability, external environment and project attribute and the performance of the agent project is proposed, and the index system of the performance prediction of the agent project is put forward. Based on BP neural network technology, a set of complete prediction mathematical model is designed, and the programming realization of performance prediction of agent project based on MATLAB toolbox is given. This paper proposes a new path for agent selection based on performance forecasting: qualification review. 鈫扙stablish a directory of agents for dynamic management. 鈫扨reparation before bid opening. 鈫払id opening. 鈫扨ost-qualification trial. 鈫払idder project performance forecast. 鈫捍nterview. 鈫扖omprehensive ranking of performance Prediction score of interview score. 鈫扤egotiation and determination of winning bidder. 鈫扚inally, ten indexes and methods of distinguishing between simple project and complex project are put forward. When the proposed project belongs to the category of complex project, The method and path of agent selection based on performance forecast can select the most suitable agent for the government client.
