【摘要】：公共產(chǎn)品供給是"一帶一路"倡議順利推進(jìn)的基礎(chǔ)和關(guān)鍵。需要耗費大量資金,但目前"一帶一路"沿線國家地緣政治復(fù)雜,制度環(huán)境各異,經(jīng)濟發(fā)展水平、技術(shù)標(biāo)準(zhǔn)和相關(guān)政策差距明顯,國際公共產(chǎn)品供給風(fēng)險控制能力有待提升,相關(guān)決策難以形成合力,急需建立公共產(chǎn)品合作協(xié)同供給機制,包括公共產(chǎn)品多元協(xié)同供給制度、公共產(chǎn)品協(xié)同供給決策機制和公共產(chǎn)品供給的風(fēng)險協(xié)同控制機制。具體而言,可以建立公共產(chǎn)品協(xié)同決策平臺,探索跨區(qū)域公共產(chǎn)品協(xié)同建設(shè)路徑,厘清公共產(chǎn)品供給風(fēng)險,探討公共產(chǎn)品風(fēng)險因素傳導(dǎo)規(guī)律,建立公共產(chǎn)品風(fēng)險分擔(dān)機制,確定利益補償方式和風(fēng)險控制措施,構(gòu)建多層次融資保障體系,優(yōu)化民間資本與政府合作參與"一帶一路"建設(shè)的政策環(huán)境,完善國際合作建設(shè)項目管理規(guī)劃與治理機制,最終實現(xiàn)"一帶一路"建設(shè)的政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通和民心相通。
[Abstract]:The supply of public goods is the basis and key to the smooth advancement of the "Belt and Road" initiative. It will cost a lot of money. But at present, the countries along the "Belt and Road" line have complicated geopolitics, different institutional environments, and different levels of economic development. The gap between technical standards and related policies is obvious, the risk control ability of international public goods supply needs to be improved, and the related decisions are difficult to form a joint force. It is urgent to establish a cooperative and cooperative supply mechanism for public goods, including the multi-coordinated supply system of public goods. In particular, we can establish a collaborative decision-making platform for public goods, explore the path of cross-regional cooperative construction of public goods, and clarify the risks of public goods supply. This paper probes into the law of transmission of public product risk factors, establishes the mechanism of public product risk sharing, determines the ways of interest compensation and risk control measures, and constructs a multi-level financing guarantee system. To optimize the policy environment for private capital to cooperate with the government to participate in the construction of "Belt and Road", to perfect the management planning and governance mechanism of international cooperative construction projects, and finally to achieve policy communication, facilities connectivity, and smooth trade in the construction of "Belt and Road". Funds are linked with popular sentiment.
