【摘要】：近年來 ,黃河流域水土保持生態(tài)環(huán)境建設(shè)呈現(xiàn)出中央重視、社會關(guān)注、群眾積極參與、投入加大、速度加快、前期工作加強等特點。流域內(nèi)各省 (區(qū) )突出重點、深化改革、創(chuàng)新機制 ,大力實施退耕還林還草 ,發(fā)展集雨節(jié)灌工程 ,優(yōu)化措施結(jié)構(gòu) ,強化項目管理 ,提高工程質(zhì)量 ,抓典型建精品 ,使水土保持生態(tài)環(huán)境建設(shè)進入了快速發(fā)展階段。
[Abstract]:In recent years, the construction of ecological environment for soil and water conservation in the Yellow River basin has shown the characteristics of the central government, social concern, the active participation of the masses, the increase of investment, the acceleration of the speed, the strengthening of the early work, and so on. Deepening reform, innovating mechanisms, vigorously implementing the conversion of farmland to forests and grassland, developing rainwater harvesting and irrigation projects, optimizing the structure of measures, strengthening project management, improving the quality of projects, and grasping the quality of typical construction works. The construction of soil and water conservation ecological environment has entered a rapid development stage.
