A制藥企業(yè)設備停產檢修的項目化管理研究

【摘要】:制藥行業(yè)作為戰(zhàn)略性新興產業(yè),是國家創(chuàng)新能力和綜合競爭力的重要體現(xiàn),近年來受到世界各國的廣泛關注和高度重視。制藥設備作為制藥行業(yè)重要的生產要素之一,其平穩(wěn)運行是制藥行業(yè)健康發(fā)展的基本前提,關系到藥品生產從業(yè)者、用藥患者、社會環(huán)境等各個方面。近年來,制藥企業(yè)從生產安全、藥品質量安全、環(huán)境保護、企業(yè)運營等多方面出發(fā),都將設備停產檢修工作列入企業(yè)生產活動的重要組成部分,定期或不定期地在停產狀態(tài)下組織設備停產檢修工作。制藥行業(yè)設備停產檢修既具有大多數(shù)企業(yè)設備停產檢修工作的一般性特點,也具有制藥行業(yè)本身的特殊之處,本文通過分析制藥企業(yè)設備停產檢修工作的特殊之處,提出應該高度重視制藥企業(yè)設備停產檢修工作,在具體管理實踐中將設備停產檢修工作視為一個具有完整生命周期的項目,運用項目化的思維和方法進行組織實施。在介紹設備檢修和項目管理等相關理論中,概述了設備檢修的分類和檢修進度、檢修質量、檢修成本、檢修安全等關鍵指標,介紹了項目管理、項目生命周期等有關理論,同時對制藥企業(yè)設備停產檢修工作項目化管理的可行性和必要性進行了論證,為本文A制藥企業(yè)設備停產檢修工作采用項目化管理打下了理論基礎,提供了方法工具。本文以A制藥企業(yè)設備停產檢修工作為例,通過介紹其過去在設備停產檢修中的基本情況,揭示其存在的問題和不足,并深入分析導致這些問題的原因,為科學管理其停產檢修工作指明方向。根據(jù)A制藥企業(yè)過去停產檢修工作的情況分析,本文借鑒管理學有關理論和方法,對A制藥企業(yè)設備停產檢修工作采取項目化管理的方式,將A制藥企業(yè)設備停產檢修工作全過程劃分為啟動階段、實施階段、收尾階段3個階段,根據(jù)每個階段工作的內容和特點,圍繞順利實現(xiàn)檢修進度、檢修質量、檢修成本和檢修安全4個關鍵指標,從啟動階段組織機構的設立、流程的完善、文件的編制,到實施階段控制4個關鍵指標,再到收尾階段聯(lián)機調試、設備檔案的整理、考核的落實等重點工作著手,設計出具體的、可操作的方案,實現(xiàn)項目化的全程管理和控制,以期通過每個階段的精細管理實現(xiàn)設備停產檢修工作的整體目標。此外,本文又對在設備停產檢修工作中起到重要保障作用的設備清理、人員管理和現(xiàn)場管理3個方面又進行了深入探討,就如何做好這3個方面具體工作來保障A制藥企業(yè)設備停產檢修工作順利實施作了說明。本文立足于解決A制藥企業(yè)設備停產檢修這一實際工作,將管理理論與企業(yè)實際運用密切結合,針對制藥企業(yè)設備停產檢修這一特殊的工作,采取項目化管理的方式分階段管理,為A制藥企業(yè)本身及與A制藥企業(yè)類似的企業(yè)開展此項工作提供一個參考和借鑒,實現(xiàn)設備停產檢修工作項目化、科學化、有序化。
[Abstract]:The pharmaceutical industry as a strategic emerging industry, is an important manifestation of the national innovation capacity and competitiveness, attracted widespread attention in recent years and the world's attention. Pharmaceutical equipment as one of the important factors of production in pharmaceutical industry, its stable operation is the basic premise for the healthy development of the pharmaceutical industry, related to drug production practitioners, patients, social environment other aspects. In recent years, the pharmaceutical enterprises from production safety, drug safety, environmental protection, and other aspects of business operations, will be an important part of equipment production maintenance work in their production activities, regularly or irregularly organize equipment in the production under the condition of production maintenance work. The pharmaceutical industry not only has the equipment maintenance shutdown the general characteristics of most enterprise equipment production maintenance work, also has the particularity of the pharmaceutical industry itself, this paper through the analysis of system Special equipment for medicine enterprises production maintenance work, we should attach great importance to pharmaceutical enterprise equipment production maintenance work, in the specific management practice in equipment production maintenance work as a complete life cycle of the project, by using theories and methods of project was implemented. In the introduction of equipment maintenance and project management and other related theories the classification, and the maintenance schedule, the maintenance of equipment maintenance quality, maintenance cost, maintenance safety and other key indicators, introduces the related theory of project management, project life cycle, and to pharmaceutical companies, equipment production feasibility and necessity of the maintenance work of project management are discussed, for the A pharmaceutical enterprise equipment maintenance shutdown work with project management theory foundation, provides methods and tools. This paper takes A pharmaceutical enterprise equipment production maintenance work as an example, through the introduction of the In the past, the basic situation of production equipment maintenance, to reveal the existing problems and shortcomings, and in-depth analysis of the causes of these problems, for scientific management of the production maintenance work direction. According to the analysis of A pharmaceutical companies in the past production maintenance work, according to management theories and methods, take project management the way of A pharmaceutical enterprise production equipment repair work, the A pharmaceutical enterprise equipment production maintenance work of the whole process is divided into the start-up phase, the implementation stage, the final stage of the 3 stages, each stage according to the work contents and characteristics, around the smooth realization of the maintenance schedule, quality of maintenance, maintenance cost and maintenance safety from the 4 key indicators. The establishment of the start-up phase of the organization, procedure, document preparation, implementation stage control 4 key indicators, and then to the final stage of debugging, equipment archives, assessment The implementation of other key work to design a specific, workable solutions, implementation of management and control project, to achieve the overall goal of equipment production maintenance work through the fine management of each stage. In addition, this article also in the production equipment cleaning plays an important role in safeguarding the equipment maintenance work, 3 aspects of personnel management and site management are discussed, to guarantee the A pharmaceutical enterprise equipment production maintenance work smoothly explains how to do specific work in the 3 aspects.
