【摘要】：科技研發(fā)項(xiàng)目作為一類特殊的項(xiàng)目群體,其目標(biāo)的完成是通過(guò)一系列特定的具有創(chuàng)新性的研發(fā)活動(dòng)對(duì)相關(guān)資源進(jìn)行系統(tǒng)的安排來(lái)實(shí)現(xiàn)�？蒲许�(xiàng)目的進(jìn)度管理有別于一些日常性工作較多的項(xiàng)目,其有效進(jìn)度管理的難度更大,本文研究的HDS中試放大生產(chǎn)項(xiàng)目作為ASB公司商業(yè)計(jì)劃的起始項(xiàng)目,急需一種有效的項(xiàng)目進(jìn)度管理方法來(lái)實(shí)施管理。關(guān)鍵鏈進(jìn)度管理方法在項(xiàng)目進(jìn)度管理過(guò)程中考慮了各項(xiàng)資源間的沖突問(wèn)題以及活動(dòng)間的邏輯關(guān)系,并且通過(guò)設(shè)立項(xiàng)目緩沖區(qū)消除項(xiàng)目中不確定因素所造成的影響,在對(duì)項(xiàng)目運(yùn)行成本控制、項(xiàng)目工期縮短、資源優(yōu)化配置有著重要的意義。本文首先研究了國(guó)內(nèi)外當(dāng)前關(guān)鍵鏈項(xiàng)目進(jìn)度管理方法的研究現(xiàn)狀,然后對(duì)ASB公司項(xiàng)目管理現(xiàn)狀進(jìn)行了研究,分析討論了ASB公司的項(xiàng)目特點(diǎn)和項(xiàng)目運(yùn)行中的資源受限、技術(shù)延遲性、技術(shù)突破不確定性等主要存在問(wèn)題,提出了關(guān)鍵鏈進(jìn)度管理方法對(duì)項(xiàng)目進(jìn)行優(yōu)化管理。本文在關(guān)鍵鏈管理技術(shù)理論基礎(chǔ)上建立了關(guān)鍵鏈項(xiàng)目進(jìn)度管理模型,包括有項(xiàng)目進(jìn)度計(jì)劃模塊和項(xiàng)目進(jìn)度控制模塊。本文對(duì)緩沖區(qū)大小設(shè)置進(jìn)行了重點(diǎn)研究,分析了項(xiàng)目運(yùn)行過(guò)程中關(guān)鍵鏈上的技術(shù)任務(wù)不確定性對(duì)項(xiàng)目進(jìn)度的影響,采用平衡記分卡法、德?tīng)柗品ā㈧貦?quán)法對(duì)關(guān)鍵技術(shù)任務(wù)的不確定性系數(shù)進(jìn)行評(píng)估計(jì)算,再結(jié)合根方差法最終計(jì)算出緩沖區(qū)大小。本文在傳統(tǒng)的三級(jí)預(yù)警機(jī)制以外創(chuàng)新的增加了項(xiàng)目團(tuán)隊(duì)效能的監(jiān)督管理機(jī)制,實(shí)現(xiàn)了緩沖區(qū)的有效管理。為了更加有效的對(duì)項(xiàng)目進(jìn)行管理,本文進(jìn)一步提出了項(xiàng)目激勵(lì)機(jī)制。最后,在ASB公司HDS中試放大生產(chǎn)項(xiàng)目的實(shí)證研究過(guò)程中,通過(guò)關(guān)鍵鏈管理技術(shù)的進(jìn)度管理方法,進(jìn)度管理過(guò)程取得了不錯(cuò)的效果,進(jìn)度計(jì)劃和控制更加合理有效,并且為關(guān)鍵鏈管理技術(shù)在科研項(xiàng)目中的應(yīng)用提供了借鑒和參考。
[Abstract]:Scientific and technological R & D projects as a special group of projects, The achievement of its goal is realized through a series of specific innovative research and development activities, which systematically arrange the related resources. The schedule management of scientific research projects is different from that of some projects with more routine work. It is more difficult to manage schedule effectively. The pilot scale production project of HDS, which is studied in this paper, is used as the starting project of ASB company's business plan. An effective project schedule management method is urgently needed. The key chain schedule management method takes into account the conflict between resources and the logical relationship between activities in the process of project schedule management. And by setting up the project buffer to eliminate the influence caused by the uncertain factors in the project, in order to control the running cost of the project, the project duration is shortened. It is of great significance to optimize the allocation of resources. This paper first studies the current research status of the key chain project schedule management methods at home and abroad, and then studies the project management status of ASB Company. This paper analyzes and discusses the project characteristics of ASB Company and the main problems in project operation, such as limited resources, technical delay, uncertainty of technical breakthrough, etc. The key chain schedule management method is put forward to optimize the project management. Based on the theory of key chain management technology, the key chain schedule management model is established in this paper. This paper focuses on the buffer size setting, and analyzes the impact of the uncertainty of technical tasks on the project schedule in the key chain of the project running process, including the project schedule planning module and the project schedule control module. The uncertainty coefficients of key technical tasks are evaluated and calculated by the balanced scorecard method, Delphi method and entropy weight method. Combined with the root variance method, the buffer size is finally calculated. In addition to the traditional three-level early warning mechanism, this paper innovates to increase the supervision and management mechanism of project team effectiveness. In order to manage the project more effectively, the project incentive mechanism is put forward in this paper. Finally, in the empirical research process of ASB HDS pilot scale up production project, Through the progress management method of the key chain management technology, the progress management process has obtained the good effect, the schedule plan and the control are more reasonable and effective, and has provided the reference and the reference for the key chain management technology in the scientific research project application.
